REGULAR BOARD OF EDUCATION MEETING
Monday, March 5, 2012

The Putnam City Schools Board of Education of Independent School District No. One of Oklahoma County, State of Oklahoma, met in regular session Monday, March 5, 2012 at 5:00 p.m. in the Board room at the Administration Building, 5401 NW 40th, Oklahoma City, Oklahoma. The agenda and meeting notice were posted on Friday, March 2, 2012 at 4:30 p.m. in accordance with 25 O.S. § 311.

Members present: Becky Haliburton, president; Gail LoPresto, Cindy Gibbs, Tammy West and Greg Juedeman, members; Superintendent Paul Hurst; Debbra Baldwin, clerk; and others.

ITEM #1 - INSPIRATIONAL MESSAGE, MOMENT OF SILENCE, AND PLEDGE OF ALLEGIANCE –BARBARA GABEL.

Barbara Gabel gave the Inspirational Message, Moment of Silence, and Pledge of Allegiance.

ITEM #2 – CONSIDERATION OF AND VOTE ON MOTION TO APPROVE THE PROCLAMATION DECLARING MARCH YOUTH ARTS MONTH IN PUTNAM CITY SCHOOLS.

Barbara Gabel introduced the district fine arts chairs. They are Kimberly Scott, Elementary Visual Art; Katie Robertson, Elementary General Music; Jason Memoli, Secondary Visual Art; Linda Brown, Drama, Dance and Stagecraft; Susan Clothier, Band; Jo Ann Struck, Vocal Music; and Anne Guevara, Orchestra. Jason Memoli and Katie Robinson read the proclamation declaring March Youth Arts Month.

Gail LoPresto made a motion to approve the proclamation declaring March Youth Arts Month in Putnam City School. Tammy West seconded the motion. Vote: LoPresto, aye; Juedeman, aye; Gibbs, aye; West, aye; Haliburton, aye.

Ethan Jones, 5th grade student at Tulakes Elementary presented the Board of Education with a piece of his artwork. His 5th grade teacher, Katy Folks, was also introduced at the meeting.

ITEM #3 – PERFORMANCES BY PUTNAM CITY WEST AND PUTNAM CITY HIGH SCHOOL MUSIC AND DRAMA STUDENTS.

Barbara Gabel thanked Anne Guevara and Putnam City West Orchestra students for their performance previous to the Board Meeting.

Putnam City West music and drama students performed a number from the musical Guys and Dolls. Putnam City High School music and drama students performed a number from the musical Seussical.

ITEM #4 – INFORMATION AND STAFF REPORTS:

 STUDENT PROGRESS ON ACE GRADUATION

Dr. Melani Mouse, Assistant Superintendent of Secondary Education; Rick Croslin, Putnam City High School Principal; Buster Meeks, Putnam City West High School Principal; Dr. Brian Chastain, Putnam City North High School Principal; and Shelly Roper, Putnam City Academy Principal, presented the ACE Graduation report.

Dr. Mouse told Board Members that only 6% of Putnam City seniors have not passed four out of seven EOI tests. That compares to 25% of seniors in Oklahoma City Schools, 10% of seniors in Tulsa Schools, and 7% of seniors in Jenks Schools who have not passed four out of seven EOI tests.

Putnam City High School Principal Rick Croslin told Board Members that only 3% of Putnam City High School seniors did not pass four out of seven EOI tests. At Putnam City West High School, Principal Buster Meeks said that 8% of their seniors did not pass four out of seven EOI tests. Putnam City North High School Principal Dr. Brian Chastain reported that 3% of Putnam City North seniors did not pass four out of seven EOI tests. At the Putnam City Academy, Principal Shelly Roper said that 46% of their seniors did not pass four out of seven EOI tests. However, some of those students will not graduate until next year.

ITEM #8 – CONSIDERATION OF AND VOTE ON MOTION TO APPROVE PURCHASE ORDER NUMBERS 2-08653705 AND 2-09616001 FOR TRIANGLE A & E.

ITEM #9 –CONSIDERATION OF AND VOTE ON MOTION TO APPROVE BASIC MAINTENANCE AGREEMENT FROM ALEXANDER OPEN SYSTEMS FOR CRITICAL NETWORK EQUIPMENT. ($17,175.57 FROM 094)

ITEM #10 – CONSIDERATION OF AND VOTE ON MOTION TO ACCEPT THE LOWEST/BEST BID FROM INNOVATIVE MECHANICAL FOR THE REPLACEMENT OF THE COOLING TOWER, TWO PUMPS, PNEUMATIC CONTROL SYSTEMS AND AN HVAC UNIT AT WILEY POST ELEMENTARY. ($232,600 FROM 33-259)

Gail LoPresto made a motion to accept the lowest/best bid from Innovative Mechanical for the replacement of the cooling tower, two pumps, pneumatic control systems and HVAC unit at Wiley Post Elementary. ITEM #11 – CONSIDERATION OF AND VOTE ON MOTION FOR APPROVAL TO SUBMIT NETWORKING INFRASTRUCTURE UPGRADES FOR E-RATE FUNDING. (079)

ITEM #12 – CONSIDERATION OF AND VOTE ON MOTION TO APPROVE THE J.R. CLANCY, INC. BID OBTAINED THROUGH THE BUYBOARD NATIONAL PURCHASING COOPERATIVE SYSTEM TO UPGRADE THE STAGE RIGGING AT PUTNAM CITY NORTH. (79-260)

Gail LoPresto made a motion to approve the J. R. Clancy, Inc. bid of $601,401 obtained through the BuyBoard National Purchasing Cooperative System to upgrade the stage rigging at Putnam City North. ITEM #13 – CONSIDERATION OF AND VOTE ON MOTION TO APPROVE THE WENGER CORPORATION BID OBTAINED THROUGH THE BUYBOARD NATIONAL PURCHASING COOPERATIVE SYSTEM TO REPLACE THE ACOUSTICAL SHELL AT PUTNAM CITY NORTH. (73-260)

Gail LoPresto made a motion to approve the Wenger Corporation bid of $145,000 obtained through the BuyBoard National Purchasing Cooperative System to replace the acoustical shell at Putnam City North. ITEM #14 – SUPERINTENDENT’S REPORT.

• Putnam City West theater student Denisse Garcia won the Oklahoma City regional for Poetry Out Loud. Ms. Garcia will now compete at the state contest in March. Poetry Out Loud is sponsored by the National Endowment for the Arts and Poetry Foundation.

• Eighteen vocal music students from district high schools and 11 students from district middle schools earned superior ratings for solo performances in competition in February. The high school students earning superior ratings will go to state solo and ensemble competition in April.

• Twenty four students from district high school students earned recognition at the Annual DECA Career Development Conference conducted in February in Tulsa. The two day event included more than 50 competitive activities as well as state officer elections. District students recognized at the conference were:
Putnam City North High School – Julie Jameson, Michael Lewis, Alledra Mitchell, Keara Glover, Jazmine Goss, Desiree Coker, Colby Jones, Brent White, Jarrett Love, Matt Piland, Jasmin Brown, and Taylor Vu.
Putnam City West High School – Tevin Taylor and Devin Hickman
Putnam City High School – Tony Luevano, Isadora Fernandez, Michele Williams, Keia Clark, Sammie Chaney, Ronni Loveless, Ebony Charles, Zachary Mumma and DeAngelo Mannie.

• Two Putnam City North students were elected to DECA offices. Emma Hutchison was elected Oklahoma DECA state president and Lauren Long won the office of Oklahoma DECA Region 5 vice president. DECA is a national organization that provides opportunities for students to develop skills and obtain experience in marketing, business, and entrepreneurship. Congratulations to all those recognized in competition and special congratulations to the two newly elected state officers.

• Oklahoma Fidelity Bank funded a request for $5,000 from the PC Foundation for the Early Birds program. The funds will be used to purchase parent material for work with their children. If all goes well, the donation will continue for two years. The spring classes for Early Birds will be conducted at the PC Center on April 14 and 17.

• Author Matt de la Pena spent time in the three district high schools last week as part of the PC Foundation's Author Visits program. He made a
significant impact on those he encountered during his visit. In the words of one PCHS student, “his life story relates to mine. He didn't like to read but now he is an author and that is how I am. The advice and feeling of caring he shared with us made me feel better and made me more insightful into my poetry and writing. His visit inspired me to make something of my writing, making me proud to call myself a poet”. What a wonderful testimony of what this wonderful foundation provides our students!

• Teachers Eddie Hudson of Putnam City West and Shera Steinhoff of Dennis and Will Rogers were recognized recently as Teachers of the Month by the OKC City Council and the Downtown Rotary Club. Congratulations to these fine educators.

• The Teacher of the Year Recognition event is scheduled for Tuesday, March 13, at New Church. The reception is at 6:30 and the program begins at 7:00 and is again another event sponsored by the foundation.

• Caroline, Vernon, and Foundation members, we appreciate the many and varied things you do for this school district and its learners. You contributions are more valuable than can be expressed. Many thanks!

ITEM #15 – COMMENTS BY BOARD MEMBERS.

Gail LoPresto said she is proud of Putnam City’s arts program. She said she really appreciates Barbara Gabel and Anne Guevara. Mrs. LoPresto said she appreciated the fine arts newsletter put out at Putnam City High School. She also thanked high school principals and teachers for their hard work in helping students pass EOI tests.

Greg Juedeman said he is proud of being a former Putnam City student referring to the great art program. He said he has started visiting schools and looks forward to more visits.

Cindy Gibbs commended Tulakes students who created art, wrote an essay and sang as part of the school’s Black History Month celebration.

Tammy West said she attended the Tulakes Black History Month celebration. She said she also attended Central Elementary Colonial Day and said it was phenomenal. Mrs. West said Putnam City West’s production of Guys and Dolls was one of the school’s best productions ever. She said she appreciated the ACE Graduation presentation given by Dr. Melani Mouse and high school principals.

Becky Haliburton thanked Dr. Mouse and high school principals for the presentation. She talked about fine arts being important to students and being an important part of what the district does. Mrs. Haliburton said students of many ages from many different schools attended Guys and Dolls. She said the production was one of Putnam City West’s best.

ITEM #16 – CONSIDERATION OF AND VOTE ON MOTION TO ENTER INTO EXECUTIVE SESSION FOR THE PURPOSE OF DISCUSSING THE RENEWAL OF EMPLOYMENT FOR CERTIFIED ADMINISTRATORS AS LISTED ON ATTACHMENT C FOR THE 2012-2013 SCHOOL YEAR PURSUANT TO 25 O.S. §307 (B)(1) AND PROPERTY ACQUISITION PURSUANT TO 25 O.S. §307 (B)(3).

Gail LoPresto made a motion at 6:15 p.m. to enter into executive session for the purpose of discussing the renewal of employment for certified administrators as listed on Attachment C for the 2012-2013 school year pursuant to 25 O.S. §307 (B)(1) and property acquisition pursuant to 25 O.S. §307 (B)(3).
