REGULAR BOARD OF EDUCATION MEETING
Monday, January 9, 2012
The Putnam City Schools Board of Education of Independent School District No. One of Oklahoma County, State of Oklahoma, met in regular session Monday, January 9, 2012 at 5:00 p.m. in the Board room at the Administration Building, 5401 NW 40th, Oklahoma City, Oklahoma. The agenda and meeting notice were posted on Friday, January 6, 2012 at 4:30 p.m. in accordance with 25 O.S. § 311.
Members present: Becky Haliburton, vice-president; Gail LoPresto, Cindy Gibbs, and Tammy West, members; Superintendent Paul Hurst; Debbra Baldwin, clerk; and others.
ITEM #1 - INSPIRATIONAL MESSAGE, MOMENT OF SILENCE, AND PLEDGE OF ALLEGIANCE – PAUL HURST.
Paul Hurst gave the Inspirational Message, Moment of Silence, and Pledge of Allegiance. Superintendent Hurst honored Mark Bledsoe. He said Mr. Bledsoe was a man of faith and good deeds. He was also a good friend. Mr. Hurst asked everyone to continue to support his family in prayers. He said he was forever indebted to Mark Bledsoe.

ELEMENTARY BALLROOM DANCING PERFORMANCE
Ballroom dancing students from Will Rogers Elementary, Rollingwood Elementary and Dennis Elementary performed two songs.
CHILD NUTRITION PARTICIPATING
Jim Hooper, Executive Director of Operations, gave a report on participation in the free and reduced lunch program. This year, the free and reduced lunch program had 72% student participation district wide up from 69.5% last year.

ITEM #11 – CONSIDERATION OF AND VOTE ON MOTION TO APPROVE LOWEST/BEST BID PLUS ALTERNATES 1A, 1B, 2, 3 AND 4 FROM SILVERCLIFFE FOR SECURITY VESTIBULE AT DENNIS ELEMENTARY. ($1,207,500 FROM 79-186, 79-289, 34-280, 73-070, 35-070, 36-070)
Gail LoPresto made a motion to approve the lowest/best bid plus alternates 1a, 1b, 2, 3 and 4 from Silvercliffe for security vestibule at Dennis Elementary. Tammy West seconded the motion. Vote: LoPresto, aye; Gibbs, aye; West, aye; Haliburton, aye.
ITEM #12 – SUPERINTENDENT’S REPORT.
• I want to express on behalf of the Board of Education and the leadership team of this district our collective gratitude for the purposeful and productive work conducted during the professional development day on January 4. We applaud the building principals, team members, teacher leaders, and curriculum specialists that planned and executed the concentrated effort on furthering the implementation of Common Core State Standards and Next Generation Assessments. I have heard so many positive comments about the increased level of activity as well as the increased levels of understanding and application of these new rigorous standards. We appreciate so much the manner in which the employees of the district have embraced this most pivotal transition.
• Stephanie Meder, a kindergarten teacher at Western Oaks Elementary, wrote and received a Target Field Trip Grant for $700 to experience the educational opportunities offered through the Oklahoma City Zoo.
• Western Oaks Elementary School also received a $1,000 Walmart grant for education and a $15,000 grant from the Harris Foundation for Smart Boards. Congratulations to Mr. Eichelberger and the staff at Western Oaks Elementary.
• Will Rogers Elementary also was awarded a Target Field Trip Grant to be used to pay for a wonderful experience at the Coffee Creek Riding Stables to be experienced by a group of special needs students. Congratulations to Mr. Lunn and his staff.
• Kelsi Gonzales, Putnam City High School sophomore, won a reading contest sponsored by the Oklahoma Department of Libraries, The Oklahoman, and The Toy and Action Figure Museum. These groups award prizes for the top reader and the top library in both public and school libraries. Kelsi was a top reader in a school library statewide. They presented her with a Color Nook and a $100 gift certificate to Sonic. This is the third year in a row that PCHS has had the top reader in the school library category.
• Congratulations to the Putnam City North Pom Squad who swept the OSDTDA Pom State Competition conducted December 9th and 10th at Oklahoma City University. This competition had approximately 75 schools from across the state competing in the event. Congratulations to the ensemble group and members Jordan Glover, Lauren Kindle, Jessica Knapp, Kaci Melton, and Kate Sleem. This group placed third in their division. The Mix Dance and Kick Dance groups both won first place and received the State Championship trophies. Kaci Melton was chosen as the outstanding soloist performer and was named State Champion.
• Jeremy Allen, a senior at Putnam City North High School, has been selected as one of two Oklahoma delegates to participate in the U.S. Senate Youth Program for 2012. Jeremy will represent Oklahoma at the program’s 50th Anniversary Washington Week from March 3 – 10. Allen and other delegates will meet with Senate leaders, the President, cabinet officials, a Justice of the Supreme Court, officials from the Departments of State and Defense and other government leaders and policy-makers. This student will receive a $5,000 undergraduate college scholarship in addition to the all-expenses-paid trip to the nation’s capital.
• State Department of education officials have notified us that Rollingwood Elementary School will receive the prestigious Academic Achievement Award for excellence in math scores for the previous two years. Western Oaks Middle School was also notified they will receive the same award for reading. We should soon hear more from State Department of Education regarding the characteristics of the award, but we understand the monetary value to the schools is significant. This is a big deal, and we are pleased for all the members of the Rollingwood and Western Oaks communities.
ITEM #13 – COMMENTS BY BOARD MEMBERS.
In honor of Mark Bledsoe, Gail LoPresto read from a song, For Good in the play Wicked.

Mrs. LoPresto said Mark Bledsoe touched everyone with his wisdom, kindness and friendship. She said one thing we can do for him is watch Grace (his daughter) as she grows up in Putnam City.
Cindy Gibbs congratulated Putnam City North on their national cheerleading championship. She said the December event at Putnam City West featuring a scrimmage by the Oklahoma City Thunder along with high school games, was awesome. Mrs. Gibbs thanked Dr. Pierce for changes to the high school course study guide. She honored Mark Bledsoe with a quote on his wife, Kimberlee’s facebook page. Kimberlee wrote, I found this note in one of Mark’s books just now: You’ve got to love those people who deserve it like there is no tomorrow, because when you get right down to it, there isn’t.
Tammy West said Mark Bledsoe was a gracious man even when he disagreed with you. She said she prays that she can be as gracious as he was. Mrs. West said the dancing performance by the elementary children was wonderful and fun. She said the Christmas programs she attended were fun, and she thanked the Tribune for their extensive and positive coverage of education in the district.
Becky Haliburton thanked administrators for reaching out to Board members after the loss of their fellow Board member, Mark Bledsoe. She said his voice of reason will be missed. He was a god man and will be missed greatly.

RECOGNITION OF PUTNAM CITY NORTH POM STUDENTS FOR WINNING STATE – ANN OSWALT.

REPORT ON MID-YEAR ALLOCATION – SHANNON MEEKS, EXECUTIVE DIRECTOR OF FINANCE
Shannon Meeks told board members that Putnam City will receive a $2.4 million increase in funding from
the state. Increases in the number of 4-year old students in full-day programs, economically disadvantaged
students, and special education students are leading reasons for the increase in funding from the state. Over the last five years, funding to the district for economically disadvantaged students has increased substantially. The increases in funding directly reflect the district’s increasing numbers of students on free or
reduced price meals. The district’s fund balance at the end of the year, initially projected to be about $12.6
million, is now expected to be about $15.8 million.

ITEM #9 - CONSIDERATION OF AND VOTE ON MOTION TO APPROVE AGREEMENT WITH MATH PERSPECTIVES FOR ASSESSING MATH CONCEPTS WORKSHOPS ON VARIOUS DAYS FEBRUARY – MARCH 2012. ($60,000 FROM TITLE I)

ITEM #10 – SUPERINTENDENT’S REPORT.
• As you know, the individual schools have selected their Teacher of the Year. A selection committee is working with the applications to determine the district’s Teacher of the Year. In that regard, I wanted to remind everyone of the date of the recognition banquet for these outstanding educators. That event is scheduled for Tuesday, March 13. We will have firm times for this at a later date.
• Likewise as a reminder to our patrons, the application filing period for the District 2 Board of Education seat ends at 4:30 p.m. on Wednesday, February 1. Given that date, I would suggest that our February 6 board of education meeting agenda include the interview process for the board’s potential appointment of that seat. We appreciate the interest of our patrons in service to the boys and girls of this district.
• Congratulations to Mr. Lunn and Will Rogers Elementary School! The Sonic at 122nd and Council Road donated $2,000 to the school for the acquisition of classroom technology.
• Also congratulations to Western Oaks Middle School for winning the District Science Olympiad Competition this weekend. We appreciate the hard work of the students and sponsor, Mark Fuller.
ITEM #11 – COMMENTS BY BOARD MEMBERS.
Gail LoPresto said she was very impressed with the new and improved gym at Putnam City North. She also said the gym at Putnam City West looks spectacular, but the Putnam City High School gym could use a little work. Mrs. LoPresto said she attended Christmas programs at Hilldale Elementary, Arbor Grove Elementary, Mayfield Middle School, and Putnam City West, and said they were all great programs. She said the Mayfield Christmas lunch buffet was wonderful. Mrs. LoPresto congratulated Ann Oswalt and Putnam City North Pom students for winning state again. She congratulated administrators for doing a good job on the 2012-2013 School Calendar. Mrs. LoPresto asked people who know potential board member candidates in District 2 to encourage them to apply for the board seat.
Cindy Gibbs thanked Shannon Meeks for the mid-year allocation budget report. She thanked April Grace for her work on the calendar and said she really liked ending the semester before Christmas. Mrs. Gibbs said the organizers of the Putnam City Invitational did a great job. She complimented Putnam City North’s student spirit group, The Zoo, for doing a good job and attracting attention in the right way. Mrs. Gibbs noted that the Putnam City North pom squad accepts all who try out and is outstanding in what they do. She said the Pom Squad routine that won state was a very good performance. Mrs. Gibbs expressed her appreciation for a recent art project at Coronado Elementary that was featured on Oklahoma City Museum of Art Facebook and Twitter pages and drew a note from famed glass artist Dale Chihuly. Regarding the Super Bowl, Mrs. Gibbs said the defensive line coach with the Giants has an Oklahoma connection in that he attended Oklahoma State University.
Tammy West thanked Shannon Meeks for his budget report. She also congratulated Ann Oswalt and the Putnam City North Pom Squad. Mrs. West said it was a privilege to serve on the Teacher of the Year committee. She said she is enjoying reading about the teachers. Mrs. West thanked members of the Putnam City West football team who recently volunteered at the Infant Crisis Center, saying it was mutually beneficial.
Becky Haliburton asked Board Members to make a list of questions to ask potential Board Members in the interviews February 6th. She said the district has 35 students who were part of OMEA honor choirs, ensembles, band and orchestra, giving the district a strong presence among the state’s finest high school musicians. Mrs. Haliburton said the students drew praise not only for their talent, but also for their excellent behavior. She expressed her appreciation for the district’s strong fine arts program that gives such students a chance to excel. Mrs. Haliburton spoke about overhearing encouragement given by Putnam City High School Coach Burtschi to a player during a basketball game time-out, saying she was very impressed.
ITEM #12 – CONSIDERATION OF AND VOTE ON MOTION TO ENTER INTO EXECUTIVE SESSION FOR CONFIDENTIAL COMMUNICATIONS WITH LEGAL COUNSEL REGARDING ACTIVE LITIGATION PURSUANT TO 25 O.S. §307 (B)(4).
