REGULAR BOARD OF EDUCATION MEETING
Monday, February 6, 2012

The Putnam City Schools Board of Education of Independent School District No. One of Oklahoma County, State of Oklahoma, met in regular session Monday, February 6, 2012 at 5:00 p.m. in the Board room at the Administration Building, 5401 NW 40th, Oklahoma City, Oklahoma. The agenda and meeting notice were posted on Friday, February 3, 2012 at 4:30 p.m. in accordance with 25 O.S. § 311.

Members present: Becky Haliburton, president; Gail LoPresto, Cindy Gibbs, and Tammy West, members; Superintendent Paul Hurst; Debbra Baldwin, clerk; and others.

ITEM #1 - INSPIRATIONAL MESSAGE, MOMENT OF SILENCE, AND PLEDGE OF ALLEGIANCE – DR. JEAN LAINÉ, WORLD LANGUAGE PROGRAM COORDINATOR.

Dr. Jean Lainé gave the Inspirational Message, Moment of Silence, and Pledge of Allegiance.

ITEM #2 – INFORMATION AND STAFF REPORTS.
 ESL PRESENTATION – DR. JEAN LAINÉ

Dr. Jean Lainé told the board the number of English Language Learner (ELL) students and bilingual students
in the district is increasing. Currently, there are 2,178 ELL students in the district, up from about 1,850 in
2010. The number of bilingual students in the district is now 3,257, up from about 2,400 in 2010.

 RECOGNITION OF BOARD CERTIFIED TEACHERS

Dr. April Grace, Executive Director of Human Resources, introduced five teachers who earned national
board certification this year. Teachers earning certification were Nathan Brubaker, Putnam City High
School; Laura Hardee, Northridge Elementary; Michelle Koehn, Putnam City High School; Jonel Levy,
Windsor Hills Elementary; and Stephanie Moring, Putnam City North High School.

National Board Certification is a voluntary process established by the National Board of Professional
Teaching Standards. It is achieved through a rigorous performance-based assessment and takes between one
and three years to complete.

ITEM #9 - CONSIDERATION OF AND VOTE ON MOTION TO APPROVE CHANGE ORDER #3 TO SILVERCLIFFE CONSTRUCTION FOR THE PUTNAM CITY WEST ATHLETIC FACILITY.

ITEM #10 – CONSIDERATION OF AND VOTE ON MOTION TO REQUEST MAPS FUNDS FOR REPLACEMENT OF EXISTING ELEVATOR AT THE PUTNAM CITY CENTER.

Cindy Gibbs made a motion to approve request for MAPS funds for replacement of existing elevator at the Putnam City Center. Tammy West seconded the motion. Vote: LoPresto, aye; Gibbs, aye; West, aye; Haliburton, aye.

ITEM #11 – SUPERINTENDENT’S REPORT.

• Four seniors from Putnam City High School will get a closer look at potential careers when they take part in the Engineer for a Day program on Thursday, February 23. The job shadowing program, sponsored by the Oklahoma Society of Engineers, matches metro-area high school juniors and seniors with local engineering professionals. Students will shadow engineers in the fields of aerospace, mechanical, civil, petroleum and other specialty areas. Ginnyu Ngoran will shadow an engineer with C.H. Guernsey and Company. KamRen Smith will spend time with an engineer from The Boeing Company. Scott Mendenhall will shadow an engineer from Engineered Equipment, Inc., and Shayna Borgfeld will follow two engineers with Terracon Consultants, Inc. We know that this will be a most rewarding and instructive day for these students.
• Lucas Adams, a senior at Putnam City North High School, earned a perfect ACT composite score of 36 on a recent ACT test. Only one tenth of one percent of all ACT test takers received a top score. Among those in the 2011 graduating class, only 704 of more than 1.6 million students earned a composite score of 36. The ACT consists of tests in English, mathematics, reading, and science. Each test is scored on a scale of 1 – 36, and a student’s composite score is the average of the four tests. This is certainly an exceptional test performance and we are so pleased for Lucas and his family. It is most certain that there has been a great deal of effort on the part of this student to prepare and to develop the requisite skill necessary to perform at this level. Congratulations to Lucas Adams!
• A silent auction is the first of many events Putnam City North students are staging to help wishes come true for Allie, a four year old, and Dylan, a fourteen year old, two children with life-threatening illnesses. The silent auction is to be conducted Friday, February 10, during home basketball games against Edmond North. Bidding in the silent auction will begin at 4:30 and will close at the end of halftime of the boys’ game. More information about this event is on the district’s website.
• The girls’ and boys’ soccer teams from all three district high schools are joining together to host the “United Against Cancer” Soccer Classic, two nights of outstanding soccer that will raise funds for cancer research. Games will be played on Monday and Tuesday, February 27 and 28, at Putnam City Stadium. Admission is $5.00 but elementary and middle school students wearing their school shirts will be admitted free.
• Spencer Cornelius of Putnam City North High School has been named a National Achievement Program finalist and remains in the running for $2,500 National Achievement Scholarships and corporate sponsored awards to be announced in early April. Spencer is one of 1600 talented African American high school seniors across the nation and nine in Oklahoma to be recognized in this way. Congratulations to Spencer Cornelius!
• Congratulations to Arbor Grove’s 2nd grade for having received a Fossil Fuel Fund grant from the Sam Noble Museum. The grant will provide transportation, entry to the museum, and an educational program for every second grade student.
• Congratulations to the district’s five finalists for Teacher of the Year. They are:

ITEM #12 – COMMENTS BY BOARD MEMBERS.

Cindy Gibbs thanked Dr. Lainé for his Inspirational Message saying it was very touching. She noted the issue of teen suicide and encouraged administrators and teachers to stay in touch with students and be aware of warning signs. Mrs. Gibbs announced that Putnam City North’s baseball team will take on Yukon at Bricktown Ballpark March 15. Tickets to the game are $15.00, with $5.00 of that going back to Putnam City North. Purchase of a ticket to the March 15th game also serves as admission to the July 24th Redhawks game.

Tammy West thanked Dr. Lainé for his Inspirational Message as well as the excellence he brings to Putnam City Schools. She congratulated John Jensen of Putnam City West on being named Semper Fidelis Coach of the Year in Oklahoma.

Becky Haliburton said she recently visited Mayfield Middle School and enjoyed seeing good things going on. She thanked John Murphey for his hard work at Mayfield. Mrs. Haliburton said she recently took a part time job during legislative session at the Capitol. She said that Mark Bledsoe has been on her mind recently. Many times, Mark encouraged Putnam City patrons and employees to write letters to state legislators for various causes. Mrs. Haliburton said she would like to encourage patrons and employees to write letters to legislators asking them to fund stipends for teachers who have earned National Board Certification.

Minutes of Executive Session: Board members Gail LoPresto, Becky Haliburton, Cindy Gibbs and Tammy West; and Putnam City Attorney Laura Holmes, met in executive session for the purpose of discussing the recommended terminations of Custodians Charles Johnson and Brenda Dilday, pursuant to 25 O.S. §307 (B)(1).

ITEM #7 – DISCUSSION AND VOTE TO APPROVE OR DISAPPROVE FINDINGS OF FACT WITH RESPECT TO RECOMMENDED TERMINATION OF CHARLES JOHNSON.

Findings of Fact

1. Charles Johnson is employed as a site manager in the Buildings and Grounds Department.

2. As a site manager, Mr. Johnson supervises other custodial employees and provides custodial duties as necessary and as required by the job, including general cleaning of the facilities and receiving inventory.

3. One of the essential functions of the job of site manager is to be able to safely lift and carry 55 pounds in order to perform the job responsibilities.

4. According Mr. Johnson’s doctor, he is permanently disabled and has a permanent restriction which does not allow him to perform the essential functions of the job, particularly safely lifting and carrying 55 pounds. Mr. Johnson claims he can use his left arm to safely lift and carry 55 pounds; however, as evidenced by Mr. Johnson’s doctor’s report which he provided, there are numerous activities that require Mr. Johnson to utilize both arms. Mr. Johnson’s doctor’s report included an incident when Mr. Johnson was moving furniture and reached with his right arm to keep the furniture from falling off the two-wheel dolly.

ITEM #8 – DISCUSSION AND VOTE TO APPROVE OR DISAPPROVE THE RECOMMENDED TERMINATION OF CHARLES JOHNSON.

ITEM #9 – DISCUSSION AND VOTE TO APPROVE OR DISAPPROVE FINDINGS OF FACT WITH RESPECT TO RECOMMENDED TERMINATION OF BRENDA DILDAY.

Findings of Fact

1. Brenda Dilday is employed as a custodian in the Buildings and Grounds Department.
2. The position of custodian requires the employee to safely lift and carry 55 pounds, which is an essential function.

3. According to Ms. Dilday’s doctor, she has reached maximum medical benefit as to the injury to her right shoulder and has permanent restrictions of no lifting, carrying, pushing, pulling of more than 10 pounds and no overhead work or work away from her body with her right arm. Given these restrictions, Ms. Dilday is unable to perform the essential functions of her job as custodian.

4. Considering the job description for custodian, Ms. Dilday is unable to perform the responsibilities of the job, such as sweeping, washing windows, and moving furniture, which are essential functions of the job.

ITEM #11 – DISCUSSION AND VOTE ON MOTION TO INSTRUCT THE SUPERINTENDENT TO NOTIFY CHARLES JOHNSON AND BRENDA DILDAY OF THE BOARD’S DECISION INCLUDING THE BASIS OF THE DECISION AND THE FINDINGS OF FACT BY CERTIFIED MAIL, RETURN RECEIPT REQUESTED.

Cindy Gibbs made a motion to instruct the Superintendent to notify Charles Johnson and Brenda Dilday of the Board’s decision including the basis of the decision and the findings of fact by certified mail, return receipt requested. The agenda and meeting notice were posted on Thursday, February 17, 2012 at 4:30 p.m. in accordance with 25 O.S. § 311.

ITEM #2 – INFORMATION AND STAFF REPORTS.
 RECOGNITION OF STATE ACADEMIC ACHIEVEMENT AWARDS.

Rollingwood Elementary School and Western Oaks Middle School were recognized for being two of just 13 schools in the state that were named Academic Achievement Award Schools by State
Superintendent of Public Instruction Janet Barresi. Academic Achievement Award Schools are
schools that have shown continuous growth in AYP for two or more years in math and/or reading or have narrowed the achievement gap between all subgroups in these subjects. Award winning schools
also have to be Title 1 schools with at least 75% of students qualifying for free or reduced lunch.

In addition to recognition, Rollingwood received a check for $50,120 and Western Oaks Middle
School received a check for $61,425. Each school received a banner recognizing their award. The
banners will be placed in highly visible spots in each school building.

 PERFORMANCE FROM THOROUGHLY MODERN MILLIE BY PUTNAM CITY NORTH STUDENTS.

Putnam City North music and drama students, Kendall Haliburton and Jillian Pullen, performed a song from Thoroughly Modern Millie. The musical will be presented March 8, 9, and 10, 2012 at 7:00 p.m. in the Putnam City North Performing Arts Center.

 DIGITAL LEARNING PRESENTATION – CORY BOGGS, INFORMATION TECHNOLOGY DIRECTOR.

Director of Information Technology Cory Boggs and Curriculum Integration Specialist Charri Stratton presented information on innovative uses of technology going on in Putnam City schools. Cory Boggs said there have been dramatic increases in the district in internet use and use of wireless devices, and the district is planning to revamp its network to keep up with demand. Charri Stratton focused on three initiatives being used in the classroom; iPads, eBooks and flipped classrooms.

 LEMONAID FOR LEARNING CONTEST – CAROLINE GIST, FOUNDATION DIRECTOR.

Caroline Gist told board members about a gift from Larry and Suzy Lemon to Putnam City Schools Foundation, which will allow one 5th grade teacher to receive a class set of iPads to boost learning. Mrs. Gist said there will be a competitive process to determine which 5th grade classroom will receive the iPads.

ITEM #11 – SUPERINTENDENT’S REPORT.

• We would all like to again extend a heartfelt welcome to Mr. Juedeman. We do so much appreciate his willingness to serve the young people of this district. We look forward to the perspectives he will bring to this governing board.
• As you know, all certified district personnel were involved in professional development activities on Monday, February 20, 2012. Much of the day was dedicated to the implementation of Common Core State Standards and Next Generation Assessments. The feedback has again been positive and we do so much appreciate everyone’s serious attention to this implementation process. A special note of gratitude is to be extended to all that took a leadership role in these training sessions.
• On Wednesday of last week Dennis Elementary was formally recognized as a Great Expectations Model School at the GE conference conducted at the University of Central Oklahoma. Congratulations to Mrs. Hoggatt and her staff for embracing these sound principals of learning and educational culture.
• A reminder about the “United Against Cancer Soccer Classic” that will be conducted at Putnam City Stadium the evenings of February 27th and 28th. We certainly thank all of those involved in this wholesome and productive event.
• Putnam City West High School orchestra director Anne Guevara has been named by the American String Teachers Association (ASTA) as winner of the Elizabeth A. H. School Educator Award. The award is given annually to one teacher in the nation with a distinguished current career in a school orchestra setting. ASTA, founded more than 60 years ago as a nonprofit organization for string and orchestra teachers and players, will present the award to Ms. Guevara in March.
• Some students from Putnam City High School were recognized for their participation in the 61st YMCA Youth in Government State Conference. William Claybrook was awarded the Most Outstanding Judge/Judicial Officer. The representatives from PCHS were also recognized in total as a Premier Delegation. The freshmen attorney team of Abbie Schmitz and Connor Chadwick finished in the top 8 teams. Congratulations to all who participated.
• Hefner Middle School’s Quiz Bowl team took second place at the Oklahoma Junior Achievement Bowl. Team members were Shervin Tabatabai, Jessica Whitfield, Kali Roberson, James Haycraft, Marissa Duckett, and Morgan Self. The team will compete in the state finals in April.
• As we have seen again this evening, we have some wonderfully talented young people in the district. Students at all three high schools will present musicals in the next few weeks. At Putnam City West, Guys and Dolls will be on stage at 7:30 p.m. on March 2 and March 3 and then again on March 9 and 10. At Putnam City North, Thoroughly Modern Millie will be offered at 7 p.m. on March 8, 9, and 10. At Putnam City High School, students will present Seussical at 7 p.m. on March 9 and 10. These performances are always delightful.

ITEM #12 – COMMENTS BY BOARD MEMBERS.

Gail LoPresto congratulated Rollingwood Elementary and Western Oaks Middle School for being named State Academic Achievement schools. She thanked former Rollingwood principal Debbie Hamilton for the Inspirational Message and said it was good to see her working with students at Central Elementary. Mrs. LoPresto said the LemonAid project would be great for one lucky 5th grade class. She congratulated Ann Guevara, Putnam City West orchestra teacher, for her national award. Mrs. LoPresto also welcomed Gregory Juedeman to the board.

Gregory Juedeman thanked everyone for the support. He said he is anxious to visit schools and meet administrators and teachers. Mr. Juedeman encouraged everyone to contact him if they have any concerns. He congratulated Rollingwood Elementary and Western Oaks Middle School for their awards.

Cindy Gibbs congratulated swim, wrestling and basketball teams. She said she appreciated the positive messages that Putnam City North Coach Rod Richardson shares about the school and the district. She also congratulated Putnam City North students Jeremy Allen and Brooks Walker for being among 3,000 students in the nation who are candidates for the Presidential Scholars program. She welcomed Gregory Juedeman.

Tammy West welcomed Gregory Juedeman. She said the recognitions and presentations were very good. She congratulated Ann Guevara on her national award. Mrs. West said the new walking track at Hilldale Elementary was very nice. She told Lee Roland that she would join him at Tulakes Elementary for the Black History celebration this Friday. Mrs. West told administrative staff members that they were appreciated very much.

Becky Haliburton said technology needs to be an area of growth for the district in coming years. She asked other board members to submit topics of interest for a future board work session. She thanked administrative staff members and Mr. Hurst for the accomplishments made in the district in the last four years. Mrs. Haliburton welcomed Gregory Juedeman to the board.
