REGULAR BOARD OF EDUCATION MEETING
Monday, April 2, 2012

The Putnam City Schools Board of Education of Independent School District No. One of Oklahoma County, State of Oklahoma, met in regular session Monday, April 2, 2012 at 5:00 p.m. in the Board room at the Administration Building, 5401 NW 40th, Oklahoma City, Oklahoma.  The agenda and meeting notice were posted on Friday, March 30, 2012 at 4:30 p.m. in accordance with 25 O.S. § 311.

Members present:  Becky Haliburton, president; Gail LoPresto, Cindy Gibbs, Tammy West and Greg Juedeman, members; Superintendent Paul Hurst; Debbra Baldwin, clerk; and others. 


ITEM #1 - INSPIRATIONAL MESSAGE, MOMENT OF SILENCE, AND PLEDGE OF ALLEGIANCE –BRETT BRADLEY.
Brett Bradley, Assistant Principal at Putnam City High School, gave the Inspirational Message, Moment of Silence, and Pledge of Allegiance.

ITEM #2 – INFORMATION AND STAFF REPORTS:

 PRESENTATION ON PROPOSED STATE DEPARTMENT OF EDUCATION A-F SCHOOL GRADING – DR. MELANI MOUSE, SUE KUNTZE AND DR. JOE PIERCE

 Presentation on A-F School Grading was tabled until the April 16th Board Meeting.

 PRESENTATION ON TEACHER LEADER EFFECTIVE (TLE) EVALUATION SYSTEMS – DR. APRIL GRACE
Dr. April Grace, Executive Director of Human Resources, gave a report on Teacher Leader Effective (TLE) Evaluation Systems. 

The 2010 Oklahoma Teacher and Leader Effectiveness Act requires school districts to implement a new teacher and leader evaluation system no later than the 2013-2014 school year.  However, the pilot year for the TLE system is this coming year – the 2012-2013 school year.  The pilot year is designed to be a planning and learning year for districts to obtain training and learn how to properly implement evaluations. 

The law requires that teachers and school leaders be evaluated in a five-tier system in which they are rated as superior, highly effective, effective, needs improvement or ineffective.

Fifty percent of ratings are to be based on what the law refers to as “rigorous and fair qualitative assessments.”  Qualitative assessments must be evidence-based and include observable and measurable characteristics that are correlated to student performance.  The other 50% of ratings are to be based on quantitative components – mostly student academic growth using multiple years of standardized test data, but also other academic measurements.  Details on how those components will be calculated are still to be worked out, so for at least the pilot year, only qualitative data will be used. 

Teachers in grades and subjects for which there is no state-mandated testing measure will be evaluated with an emphasis on qualitative assessment as well as contribution to overall student academic growth.

Gail LoPresto made a motion to approve employment of new personnel as listed on Attachment A.   Greg Juedeman seconded the motion.  Vote:  LoPresto, aye; Juedeman, aye; Gibbs, aye; West, aye; Haliburton, aye.

ITEM #6 – CONSIDERATION OF AND VOTE ON MOTION TO APPROVE PURCHASE ORDER NUMBERS 2-10382102 AND 2-10400102 FOR TRIANGLE A & E.
Cindy Gibbs made a motion to approve purchase order numbers 2-10382102 and 2-10400102 for Triangle A & E.  Tammy West seconded the motion.  Vote:  LoPresto, abstain; Juedeman, aye; Gibbs, aye; West, aye; Haliburton, aye.

ITEM #7 –CONSIDERATION OF AND VOTE ON MOTION TO RENEW CONTRACT WITH EIDE BAILLY, INDEPENDENT AUDITOR FOR THE AUDIT OF THE 2011-2012 FISCAL YEAR AND PREPARATION OF THE FY2013 ESTIMATE OF NEEDS
Tammy West made a motion to renew contract with Eide Bailly, Independent Auditor for the audit for the 2011-2012 Fiscal Year and preparation of the FY2013 Estimate of Needs.  Cindy Gibbs seconded the motion.  Vote:  LoPresto, aye; Juedeman, aye; Gibbs, aye; West, aye; Haliburton, aye.

ITEM #8 – SUPERINTENDENT’S REPORT.

 Putnam City West High School and Putnam City North High School have been named winners of 2012 Gold Council of Excellence Awards by the National Association of Student Councils. The award, which recognizes student councils' exemplary records of leadership, service and activities that improve the school and community, was given this year to 163 schools across the nation.  Putnam City West's council has won the award four years in a row and Putnam City North's council four out of the last five years.  Congratulations to all the student leaders and sponsors!

 Congratulations to the Putnam City West Patriot Pom Squad, which competed in the JamFest National Cheer and Dance Competition in early March.  The squad competed in the Varsity Variety Dance Category and took first place.

 Congratulations to Melody Wade, a sophomore at Putnam City North, for placing third in Fundamentals of Word Processing at the Business Professionals of America state leadership conference.

 Cody Byrum of Putnam City North has been selected to perform as a soloist with the Oklahoma City Philharmonic Orchestra on April 11 at the Civic Music Center.  The performance is part of the Side by Side concert program in which students rehearse a major symphonic program and perform it for the public while sitting next to their professional counterparts in the Philharmonic.  Both the preparation and the performance by the full ensemble take place under the direction of the Philharmonic's music director Joel Levine.  This is quite an honor for this outstanding musician.

 Seven students from Putnam City West and seven students from Putnam City High School were recognized for outstanding art work in this year's Young Talent in Oklahoma program.  Winners from Putnam City High School were Andrea Cain, Bridget Cannon, Vivian Diep, Samantha Estes, Dorrian Mace, Isaias Torres, and Steve Vu.  Winners from Putnam City West included Celina Marcellus, Nate Wiewel, Cearra Bailey, Lisbeth DelCastillo, Joseph Eastin, Maeghan Killough, and Myisha Hamilton.  Congratulations to all these young artists.

 Congratulations to the Capps Middle School and Cooper Middle School bands.  These two schools' bands were the only groups in all of the OSSAA District Band Competition to receive the Outstanding Achievement Awards for Superiors in both sight reading and stage performance.

 Congratulations to the following Putnam City North debate and drama students who placed at regional competition at Rose State on March 30 and 31 and qualified for state competition at OU in April.  These students are:  Mobin Kooestani, Jeremy Allen, Magen Eissenstat, Brent White, Kallie Ford, Kendall Haliburton and Rylee Flowers.

 Will Rogers Elementary School has received another $1000 grant from the WalMart at NW Expressway and Council Road.  The grant funds will further the school's technology efforts.

 Northridge Elementary also received a $1000 grant from the same WalMart store as well as another $1000 grant from Sonic through the M.D. Jirous Foundation.

 Mayfield Middle School student Camrym Amous received first place in the 2012 National Challenge Future Chefs Metro Area Contest at Putnam City North on March 10.

 Christina Cheng of Putnam City North has been named to the 2012 Academic All-State Class by the Oklahoma Foundation for Excellence. Ms. Cheng is one of the 100 top public high school seniors in Oklahoma selected from 610 nominations statewide from 80 different schools in 73 Oklahoma school districts.  Putnam City, the state's fifth largest school district, has the third highest number of Academic All-Staters in the history of the award program.  The awards banquet is open to the public with admission priced at $50 and will be broadcast by OETA at 8:00 pm on Saturday, May 26.

 Junior Scientist Day was conducted for a number of elementary school students last Thursday and secondary students on Friday.  This is of course a most valuable and rewarding experience for our students.  We do extend our gratitude to all involved with this event and especially to the Oklahoma Medical Research Foundation.  The relationship between the district and OMRF continues to grow.  We certainly appreciate this long standing partnership.

 Congratulations to Dr. Dick Balenseifen, the PC Athletic Council, and all the volunteers and corporate sponsors for the first Spring Thaw event conducted Saturday at Putnam City North.  A special thanks to all the participants as well.  This event created some nice momentum for future activities sponsored by the council. 

 I want to provide a reminder to everyone that our annual Teacher Job Fair is just a few days away.  The job fair will take place from 2 until 7 pm on Tuesday, April 10 in this building.  The job fair always attracts hundreds of prospective teachers to be interviewed by our building administrators and others.  Let's do what we can to spread the word about the job fair as we have discovered via survey that prospective teacher applicants hear about the event from family, friends, and district employees.  It is always a very fulfilling evening.

 Also coming soon on the calendar is the annual celebration of excellence sponsored by the Putnam City Schools Foundation.  The year's Wall of Fame inductee will be 1972 Putnam City High School graduate Steve Largent, who of course went on to great success as a college and professional wide receiver, a member of the US House of Representatives, and president and CEO of the wireless industry's largest trade association.  The banquet will be conducted at the National Cowboy and Western Heritage Museum at 7 pm on Thursday, April 12.  While the number of tables purchased has exceeded last year's, there are still seats available.

 Congratulations to Dr. April Grace who has just been recently named OASA District 7 Central Office Administrator of the Year.  April will now be considered for the state award sponsored by the Oklahoma Association of School Administrators.  Well deserved, Dr. Grace.

 It is with great emotion that I announce that Ms. Sue Kuntze, Assistant Superintendent of Elementary Education, has shared her intent to retire at the end of this school year.  Ms. Kuntze has spent 13 years or so in this leadership position as well as 31 total years in the district.  She is Putnam City through and through, and her work has been nothing short of phenomenal in supporting and enriching the lives of students and staff alike.  While we will have a great deal more to express to her in terms of our gratitude for her many years of servant leadership, we do now take this brief opportunity to wish her the best.  I know it was a terribly difficult decision for Sue but while saddened in one aspect of this announcement, we also share her joy over the many good things yet to come her way.  Sue is a giver and I suspect that will continue only in another venue.  Godspeed, Sue.

ITEM #9 – COMMENTS BY BOARD MEMBERS.
Gail LoPresto said she thoroughly enjoyed Putnam City North’s musical, Thoroughly Modern Millie.  She said she also attended Putnam City High School’s Seussical The Musical, and it was very good.  Mrs. LoPresto said the Teacher of the Year reception was very enjoyable.  She thanked Brett Bradley for the Inspirational Message.  Mrs. LoPresto thanked Putnam City personnel who volunteered during Spring Break in activities enriching the lives of children.

Greg Juedeman congratulated Bethany Lorenz for being named Putnam City’s Teacher of the Year.  He said he enjoyed the Teacher of the Year reception very much.  Mr. Juedeman said he has had a chance to visit some schools and firmly believes Putnam City has the best group of educators a school district can have. 

Cindy Gibbs said she liked seeing Junior Scientist Day and Putnam City students featured on the front page of The Oklahoman.  She thanked Putnam City personnel who volunteered their time during Spring Break.  Mrs. Gibbs said she enjoyed hearing author Tom Pace speak at Mayfield.  She said he was very inspiring, and he is a graduate of Putnam City.  Mrs. Gibbs said she appreciated the opportunity to attend PLC meetings at Hilldale Elementary and came away impressed by the dedication and thoroughness of teachers.  She said she was not able to participate in the Spring Thaw event, because she was signed up to attend a Board training.  The training was very good. 

Tammy West also thanked Putnam City personnel who gave up some of their Spring Break advocating and working for children.   She thanked Brett Bradley for his inspirational message.  Mrs. West said the recent bingo night at Western Oaks Elementary was very well attended and was a great opportunity for family fun.  She said she enjoyed hearing the Putnam City Silver Strings last Friday night.  Mrs. West said she has known Sue Kuntze a long time and will miss her very much.  She said her family has definitely benefited by Sue Kuntze’s service to the Putnam City Schools.

Becky Haliburton thanked teachers for their hard work preparing for testing.  She said she was excited about state plans for new ways of evaluating teachers and school administrators, saying district students deserve the best.  Mrs. Haliburton congratulated Bethany Lorenz on being named Teacher of the Year.  She said Ms. Lorenz is a great teacher, and students are blessed to be taught by her.  Mrs. Haliburton said she appreciates Sue Kuntze very much and said she was not replaceable.
