REGULAR BOARD OF EDUCATION MEETING
October 3, 2011
The Putnam City Schools Board of Education of Independent School District No. One of Oklahoma County, State of Oklahoma, met in regular session Monday, October 3, 2011 at 5:00 p.m. in the Board room at the Administration Building, 5401 NW 40th, Oklahoma City, Oklahoma. The agenda and meeting notice were posted on Thursday, September 29, 2011 at 4:30 p.m. in accordance with 25 O.S. § 311.
Members present: Mark Bledsoe, president; Becky Haliburton, vice-president; Gail LoPresto, Tammy West and Cindy Gibbs, members; Superintendent Paul Hurst; Debbra Baldwin, clerk; and others.
ITEM #1 - INSPIRATIONAL MESSAGE, MOMENT OF SILENCE, AND PLEDGE OF ALLEGIANCE – STEPHANIE TREADWAY.
Stephanie Treadway, Wiley Post Elementary Principal, gave the Inspirational Message, Moment of Silence and Pledge of Allegiance.
ITEM #2 – INFORMATION AND STAFF REPORTS:
PRESENTATION ON CANCER FUND DRIVE – STEPHANIE TREADWAY AND JASON HASTY
Jason Hasty, a member of the district’s Cancer Fund Drive committee and the physical education teacher at Western Oaks Elementary, presented a check for $78,267.37 to the Oklahoma Medical Research Foundation (OMRF).
Putnam City West High School Assistant Principal Melanie Pealor, another member of the Cancer Fund Drive committee, presented trophies to schools at the elementary, middle school and high school level that raised the most money for the Cancer Fund Drive. Dr. Nona Burling, Principal, accepted the trophy for Lake Park Elementary for raising $8,005.85. Dena Rogers, Principal, accepted the trophy for Hefner Middle School for raising $9,472.42. Teri Voss, Assistant Principal, accepted the trophy for Putnam City High School for raising $20,796.97.
Putnam City’s Fourth Annual Cancer Classic, a 5k race and fun run, will be held the morning of Saturday, November 19, at Stars and Stripes Park. The race drew about 1,100 participants last year. Organizers hope the event will grow by several hundred more participants this year.
PRESENTATION ON PARTNERSHIP WITH FRIENDS OF TENTH STREET – BARBARA CRUMP
Barbara Crump told Board Members that a partnership between six entities is providing GED and English as a Second Language classes two evenings a week at Apollo Elementary. Contributing funds or resources are Friends of Tenth Street, the Oklahoma Commission on Children and Youth, the OCCC Adult Learning Center, OSU-OKC, Putnam City Schools and Apollo Elementary. Free childcare is provided during the adult classes offered on Tuesday and Thursday evenings from 6:00 to 8:30 p.m.

ITEM #12 – SUPERINTENDENT’S REPORT.
• Seventy-five students from Putnam City high schools earned the designation of AP Scholar from the College Board in recognition of their exceptional achievement on college-level Advanced Placement Program (AP) Exams taken last spring. About 18% of more than 1.9 million high school students who took AP Exams performed at sufficiently high levels to merit recognition of AP Scholar.
Students took AP Exams in May 2011 after completing challenging college-level courses at their high schools. Most of the nation’s colleges and universities award credit, advanced placement or both based on successful performance on the exams.
The College Board recognizes several levels of achievement based on the number of year-long courses and exams.
AP Scholar with Distinction
Eleven students from Putnam City North, two students from Putnam City West, and two students from Putnam City High earned AP Scholar with Distinction recognition, granted to students who receive an average grade of at least 3.5 on all AP exams taken and grades of 3 or higher on five or more of these exams on full-year courses.
AP Scholar with Honor
Ten students from Putnam City North, one student from Putnam City West, and three students from Putnam City High earned AP with Honor status. AP Scholar with Honor is granted to students who receive an average grade of at least 3.25 on all AP exams taken and grades of 3 or higher on four or more of these exams on full year courses.
AP Scholar
Twenty-six students from Putnam City North, 13 students from Putnam City West, and 7 students form Putnam City High earned recognition as an AP Scholar, granted to those students who receive grades of 3 or higher on three or more AP exams.
Research consistently shows that AP students who score a 3 or higher on AP exams (based on a scale from 1 to 5, with 5 being the highest) typically experience greater academic success in college and have higher graduation rates than students who do not participate in Advanced Placement Programs.
The district offers 20 different AP courses for our students. Congratulations to all!
• Spencer Cornelius of Putnam City North High School is one of more than 1600 African American high school seniors across the nation and nine in Oklahoma to be named a National Achievement Program semifinalist. Spencer now has an opportunity to continue in competition for about 800 Achievement Scholarship awards, worth some $2.4 million, that will be offered next spring for college undergraduate study. The program is sponsored by the National Merit Scholarship Corporation which also conducts the National Merit Scholarship Program. Congratulations to this fine student!
• The district is hosting a Bullying Prevention program tomorrow evening at Capps Middle School. The program will begin at 6:00 p.m. with a general presentation in the auditorium. This will be followed by breakout sessions at 6:40 p.m. and 7:15 p.m. Participants will learn what bullying is and how to recognize the signs of bullying. They will also learn how to report incidents to school officials and how school personnel investigate reported bullying incidents. A breakout session on cyber bullying is also being offered.
• The district is pleased to announce the receipt of almost $240,000 in an Americorps grant to hire Americorps members to assist in after school programming at district schools. We are pleased again to be utilize these wonderful resources to enhance the after school experiences for our learners. I would like to extend a special note of thanks to Nancy Sharrock and Melinda Points from the Oklahoma Community Service Commission for their work and support in making this possible
• As you know, the annual Cancer Run/Walk is scheduled for Saturday, November 19. We do appreciate all of the school staff, students, and families who make this such a successful event. Online registration is open at this time.
ITEM #13 – COMMENTS BY BOARD MEMBERS.
Gail LoPresto thanked participants of the Cancer Fund Drive. She said she was amazed with what has been done at Apollo Elementary. She thanked Barbara Crump for her presentation and for her energy in helping develop and host the adult education programs at Apollo Elementary.
Cindy Gibbs said she was diagnosed with cancer 16 years ago and had a year of chemotherapy. She thanked school personnel for taking care of families touched by cancer.
Tammy West thanked those who gave to the Cancer Fund Drive and for helping hurting people affected by cancer. She thanked Barbara Crump for her presentation and all the hard work she does on the adult education programs at Apollo Elementary. Mrs. West said she was impressed by the Site Improvement Presentations and all the hard work that goes into them. She thanked Gail LoPresto for encouraging Board Members to go to the District VI meeting.
Becky Haliburton told Barbara Crump that she was inspired by her dedication to adult education programs at Apollo Elementary. She thanked Stephanie Treadway and other committee members of the Cancer Fund Drive. Mrs. Haliburton said the drive teaches kids the value of giving back. She said she received positive feedback from a teacher praising building principal, staff and students. Mrs. Haliburton also said she was pleased with a newspaper article regarding district students’ philanthropic activities.
Mark Bledsoe also said he attended the Site Improvement Presentations. He thanked Stephanie Treadway for the time and energy she spends directing the Cancer Fund Drive. Mr. Bledsoe thanked the Foundation for the passion they have for helping district students and teachers.

The Putnam City Schools Board of Education of Independent School District No. One of Oklahoma County, State of Oklahoma, met in regular session Monday, October 17, 2011 at 5:00 p.m. in the Board room at the Administration Building, 5401 NW 40th, Oklahoma City, Oklahoma. The agenda and meeting notice were posted on Friday, October 14, 2011 at 4:30 p.m. in accordance with 25 O.S. § 311.

Capps Middle School and Western Oaks Middle School have started about 30 After
School Clubs for students this year. The clubs help students find friends and activities
that match their interests and develop talents. The clubs also give students and
teachers additional ways to build relationships and keep students productively involved.

ITEM #16 – SUPERINTENDENT’S REPORT.
• Twenty-two Putnam City high school students earned spots in East Central Oklahoma Choir Directors’ Association Honor Choir following auditions on October 3 at Oklahoma Baptist University in Shawnee. Students selected to the honor choir will take part in a music festival Monday, November 7, and Tuesday, November 8, culminating in a free public concert at 7:30 p.m. on Tuesday at the Scottish Rite Temple in Guthrie, 900 East Oklahoma Avenue.
• There was a Junior Achievement sponsored Investment Challenge conducted at SNU recently. Each of our high schools sent teams to learn of the practices and characteristics used by investors. Teams from all three district high schools participated in this competitive event. We do appreciate all of the sponsors and students who participated in this activity.
• The elementary soccer season concluded this past Saturday with a district wide tournament. Over 900 elementary students participated in this fall’s season. We do extend our collective gratitude to the students, coaches, and others who worked to provide these wholesome activities for our elementary students.
• Congratulations to Putnam City North’s one-act play cast and crew for winning second place at regionals and qualifying for state competition. Extra kudos goes to the technical crew for winning first place and to Diyahna Lewis, Brent White, and Rylee Flowers for being selected to the regional All-star Cast. The student director of the play is Kendall Haliburton.
• As many may know, Anne Guevara, longtime orchestra teacher at Putnam City West High School and director of the The Silver Strings of Putnam City, will be honored with the prestigious Governor's Arts in Education Award during a special ceremony at 4 p.m. Tuesday, November 15, in the 4th floor rotunda of the State Capitol. The Governor's Arts in Education Award recognizes an individual, organization, school or group for outstanding leadership and service in the arts benefiting youth and/or arts in education. In addition to her duties at PCW and with Silver Strings, Anne is the orchestra instructor at Windsor Hills Elementary and Western Oaks Elementary, assists at Mayfield Middle School and Western Oaks Middle School, and serves as department chair for the Putnam City Schools Orchestra program. Congratulations to Anne Guevara, recipient of the Governor's Arts in Education Award.
• Putnam City is one of two districts in Oklahoma and 43 districts across the country to be awarded a grant from the U.S. Department of Education to expand counseling services. The terms of the grant require that school districts use funds to support counseling programs in selected elementary or secondary schools. Specifically, the grant will aid schools in hiring qualified licensed counselors, social workers, psychologists or other qualified mental-health professionals with the goal of expanding the range, availability, quantity, and quality of counseling services. The district will receive approximately $398,000 a year for three years, or nearly 1.2 million dollars in total, to add counseling and related services for students at Hilldale Elementary, Tulakes Elementary, Wiley Post Elementary, Putnam City West High School and Putnam City Academy. The counselors and other professionals hired with grant funds will spend most their time in direct service to our children and families providing school-wide education programs, small group work and individual intervention. We were notified of this grant on October 4 and have been working on the initial requirements of the grant and the recruitment of personnel including a project director. Specials thanks are extended to Karla Finnell, former grant writer in the district, who prepared and submitted this grant application in February of 2010 as well as to Lynn Johnson, principal at Hilldale and Melanie Pealor, assistant principal at PCW, who have volunteered to be our interim lead representatives. The potential impact for our kids and families is truly exciting to contemplate.
• It is also my pleasure to report that Mr. Bob Melton, Science Curriculum Specialist, has been re-elected to the position of Secretary/Treasurer of the National Association of Biology teachers. We appreciate Bob’s leadership.
ITEM #17 – COMMENTS BY BOARD MEMBERS.
Gail LoPresto thanked Shannon Meeks for the Budget presentation. She also thanked Patty Balenseifen and Diana Lebsack for their presentation on After School Clubs. Mrs. LoPresto said she was pleased to hear that Anne Guevara is being honored with the Arts in Education Award. She was also pleased that Bob Melton was elected as an officer in a national organization.
Tammy West praised the After School Clubs at Capps Middle School and Western Oaks Middle School. She thanked the teachers for volunteering their time. She congratulated Anne Guevara for her honor. Mrs. West said she enjoyed the visit to Ombudsman and said the program made a powerful impact on students.
Becky Haliburton thanked Shannon Meeks for his hard work on the 2012 Budget. She said it was nice to be contacted by auditors as part of the audit process. Mrs. Haliburton congratulated Lynn Johnson and Hilldale, and thanked the donor for the funds to construct a track. She also expressed her thanks to Oklahoma County officials who agreed to help with the project.
Mark Bledsoe thanked Shannon Meeks for his excellent Budget presentation. He also thanked Patty Balenseifen and Diana Lebsack for the presentation on After School Clubs. Mr. Bledsoe encouraged the community to eat at the new Hideaway Pizza on Memorial Road on Tuesday, October 25, because all proceeds that day go to Harvest Hills Elementary. He said he enjoyed attending the elementary soccer tournament on Saturday.
