REGULAR BOARD OF EDUCATION MEETING
August 15, 2011
The Putnam City Schools Board of Education of Independent School District No. One of Oklahoma County, State of Oklahoma, met in regular session Monday, August 15, 2011 at 5:00 p.m. in the Board room at the Administration Building, 5401 NW 40th, Oklahoma City, Oklahoma. The agenda and meeting notice were posted on Friday, August 12, 2011 at 4:30 p.m. in accordance with 25 O.S. § 311.
Members present: Mark Bledsoe, president; Becky Haliburton, vice-president; Gail LoPresto, Tammy West and Cindy Gibbs, members; Superintendent Paul Hurst; Debbra Baldwin, clerk; and others.
ITEM #1 - INSPIRATIONAL MESSAGE, MOMENT OF SILENCE, AND PLEDGE OF ALLEGIANCE – JOEL ILLGEN.
Joel Illgen, Assistant Principal at Hilldale Elementary, gave the Inspirational Message, Moment of Silence and Pledge of Allegiance.
ITEM #2 – INFORMATION AND STAFF REPORTS:
SUMMER SCHOOL PRESENTATION
Joel Illgen and Michael Adams presented information on elementary summer school programs. Summer Camp was held at Apollo, Central, Overholser and Tulakes elementary schools. The
emphasis was on literacy, math and science, and 759 students participated. Spectacular Summer
Camp was held at Northridge Elementary and provided opportunities for students to be involved in high interest, hands-on and creative endeavors.
Mark Lebsack presented information on middle school summer school. The 21st Century
Learning Skills Camp was held at Cooper Middle School and Western Oaks Middle School,
and approximately 175 students participated. The camp provided a fun technology rich
opportunity to enhance language arts and math skills. Students were allowed to use iPad2 labs,
iPods, mobile labs, SMART Boards and cell phones to solve real-world problems. Students also got a chance to try out Apangea Math, a web-based program that provides one-on-one math
through a combination of tutoring. technology and online teachers.
After morning academic instruction and lunch, 70% of middle school summer school students
participated in Sports Camp including volleyball, basketball and soccer camps.
John Murphey presented information on high school summer school. Approximately 126
high school students took summer school to recover credits in subjects in which they had not
been successful in the past. The 126 students earned 88.5 credits, and 53 seniors earned enough
credits to earn a diploma.

PROJECTS UPDATE – JIM HOOPER
Jim Hooper, Executive Director of Operations, updated the board on 49 construction projects.
Construction is complete at many schools, but continues at other schools.
Most of the work at Rollingwood Elementary, Hilldale Elementary and Will Rogers Elementary
will be complete by the time school starts. New classrooms and new front canopy at
Rollingwood are almost complete. Rollingwood’s front office will be complete later this fall. At
Hilldale, new ADA-compliant restrooms and new classrooms await city inspection. An
expanded geothermal system, a new parking lot and the school’s traffic loop are complete. Will
Rogers Elementary is ready for the year to begin but will have workers on site for a roofing
project and installation of a geothermal heating and air-conditioning system.
The three high schools each have construction or renovation of athletic facilities in progress, and
at Hefner work is proceeding on a classroom refit and additions to geothermal heat and air and
the addition of a standing seam metal roof.

ITEM #17 – SUPERINTENDENT’S REPORT.
• I am pleased to announce that the district was recently awarded another Oklahoma Parents As Teachers grant in the amount of $63,000. These funds will allow the district to continue to work with the families of young children to enhance cognitive development and school readiness.
• Congratulations to Georgene Westendorf who was recently named one of five national winners of the Voices of Meningitis Award. The award is presented for outstanding work in educating communities about meningococcal disease and the appropriate vaccinations. We are very excited for Georgene and so much appreciate all that she does in coordinating health services for the students and school community.
• We recently received some updated testing data from the state department that has removed Hilldale Elementary and Capps Middle School from the projected sanctions discussed at our August 1st meeting. While we were pleased with this news, it does not lessen our urgency regarding student achievement at all of our schools. We have much work to do to insure that all of our learners become proficient in the expected learner outcomes as defined by the state. As we discussed last time, the potential for a “school choice” option was projected at three sites. Wiley Post Elementary remains in that status and we will continue with the appropriate communication with families of that school in this regard. We will have a presentation on the entire scope of the district’s performance as it relates to AYP at a future board meeting.
• Over 50 of the district’s educators traveled to Muskogee on Tuesday to take part in a comprehensive overview of Common Core State Standards conducted by Dr. Bill Daggett. The conference was sponsored by the Oklahoma Schools Advisory Council and had some 3000 educators from across the state in attendance. This was another opportunity for our staff to expand their knowledge base regarding these more rigorous standards to be implemented in 2014. We will begin the formal conversation with all staff about these standards and the process of change required to transition to Common Core in our back-to-school convocation on Tuesday morning. This is a most pivotal and exciting time in education as we embrace that which will make our students more successful in this ever changing world.
• PC Live was conducted this morning at Putnam City North High School. Over 220 new teachers were present at this event. As I previously mentioned, the back-to-school convocation will be conducted Tuesday at Putnam City High School. The program is scheduled to begin at 8:00 with refreshments served at 7:30. Jody Bowie, the district’s Teacher of the Year and recently employed by the State Department of Education will also be speaking in the morning. We encourage our staff to car pool as parking for so many is challenging. The fenced construction area on the east side of the parking area will be open on Tuesday.
• Teachers new to the district participated in two days of orientation and training this past Thursday and Friday. Again, we have over 220 new teachers. We are so grateful for Mrs. Bradshaw, the entire curriculum department, many outstanding teachers, and to Cooper Middle School for making the two days so instructive. We do indeed have an outstanding group of new teachers, and we are so excited to bring their perspectives and overt commitment to enhance the mission of the district.
ITEM #18 – COMMENTS BY BOARD MEMBERS.
Gail LoPresto mentioned that Gloria Pogue, who recently resigned, will be missed by the district. She said she was a very loyal Putnam City volunteer and employee. Mrs. LoPresto thanked all those employees who have helped getting buildings ready for the start of school. She also thanked Enrollment Center employees for their many hours of hard work. Mrs. LoPresto thanked Joel Illgen, Michael Adams, Mark Lebsack and John Murphey for the Summer School Reports. She said this year’s summer school was very impressive. Mrs. LoPresto encouraged board members to attend the OSSBA District 6 Meeting in Norman September 29, 2011. She also said she would like the board to consider meetings beginning at 5:00 or 5:30 p.m.
Cindy Gibbs spoke about remembrances of teachers posted on a Ft. Cobb, Oklahoma Facebook page, a reminder about the importance of good relationships between teachers and students. She said, in 40 or 50 years, students may not remember other details of school, but will remember relationships they had with teachers.
Tammy West said she enjoyed going to conference in Muskogee for the presentation on Common Core Standards, saying it is a challenging and exciting time. She said it was a pleasure to attend the New Teacher Orientation and meet young teachers. Mrs. West said she attended a Boys Ranch Town event that featured the Putnam City North marching band. She said she was delighted to meet with teachers at Mayfield Middle School and hear them say they were excited to be just a few days away from the start of school and “making a difference in the life of a child.” She also said she attended the Putnam City West 9th grade orientation, and it was the best one ever.
Becky Haliburton said to pass along to staff that the board appreciates the hard work done by all to get schools and classrooms ready for a new year. She thanked Joel Illgen for his Inspirational Message.
Mark Bledsoe said his daughter, like other students and teachers, is excited about going back to school. He also thanked Joel Illgen for his Inspirational Message.
ITEM #19 – CONSIDERATION OF AND VOTE ON MOTION TO ENTER INTO EXECUTIVE SESSION TO DISCUSS NEGOTIATIONS FOR THE 2011-2012 SCHOOL YEAR PURSUANT TO 25 O.S. § 307 (B)(1) AND (2).
