REGULAR BOARD OF EDUCATION MEETING
April 4, 2011
The Putnam City Schools Board of Education of Independent School District No. One of Oklahoma County, State of Oklahoma, met in regular session Monday, April 4, 2011 at 6:00 p.m. in the Board room at the Administration Building, 5401 NW 40th, Oklahoma City, Oklahoma. The agenda and meeting notice were posted on Friday, April 1, 2011 at 4:30 p.m. in accordance with 25 O.S. § 311.
Members present: Mark Bledsoe, president; Becky Haliburton, vice-president; Gail LoPresto, Tammy West and Cindy Gibbs, members; Superintendent Paul Hurst; Debbra Baldwin, clerk; and others.
ITEM #1 - INSPIRATIONAL MESSAGE, MOMENT OF SILENCE, AND PLEDGE OF ALLEGIANCE – CHRISTY EVANS.
Christy Evans gave the Inspirational Message and Pledge of Allegiance.
ITEM #2– INFORMATION AND STAFF REPORTS:
SMART START EARLY CHILDHOOD PROGRAM UPDATES –
SUE KUNTZE, CHRISTY EVANS AND KELLY SUCHY
Elementary Assistant Superintendent Sue Kuntze, Smart Start Administrator Christy Evans, and Early Birds Coordinator Kelly Suchy gave updates on the district Smart Start programs and the Early Birds program.
Christy Evans told Board members the Oklahoma Parents as Teachers Program includes home visits, child development screening, play groups, educational meetings and a resource center stocked with toys, children’s books and parenting books for parents to check out. The program is free to parents of children under three in the Putnam City District.
The Even Start program is a free literacy effort that integrates early childhood education, adult literacy and parenting education into a single program. The program is federally funded and is open to Putnam City residents who are adults with an educational need and have a child under the age of 8. It is beneficial to recent immigrants working to learn English and teen parents working toward their high school degree. While adults or teen parents attend class, children 4 and younger have spots in developmentally appropriate early childhood rooms at the Putnam City Center.
Kelly Suchy told Board members the Early Birds program is on track to serve parents of 2,000 children during the 2010-2011 school year compared to 953 in 2008-2009. The program gives hands-on help to parents of children age birth to 5. The intent is to help parents learn how and what they can teach their infants, toddlers and young children at home.
OMBUDSMAN PRESENTATION – DR. MELANI MOUSE AND LISA CHITTY
Secondary Assistant Superintendent Dr. Melani Mouse introduced Lisa Chitty with Educational Services of America who presented information on an Ombudsman program. Lisa Chitty, a senior vice president at Ombudsman said students targeted in this program are at-risk youth who are not succeeding in a traditional middle or high school setting. Ombudsman works with students who have been chronically absent or truant, need credit recovery, are at risk of dropping out, have suspensions, are often disruptive in class, or have personal challenges or medical issues.
Dr. Mouse said she hopes a proposal for an Ombudsman program in Putnam City will be on the April 18, 2011 Board Agenda.

ITEM #14 – SUPERINTENDENT’S REPORT.
• Putnam City West High School and Putnam City North High School have been named winners of the 2011 Gold Council of Excellence Awards by the National Association of Student Councils (NASC). The award, which recognizes student councils’ exemplary records of leadership, service and activities that improve the school and community, was given this year to 144 schools across the country. Both schools have a history with this award as PCW has won the award three years in a row and PCN three out of the last four years. The schools will be recognized at the 2011 NASC national conference conducted this June in St. Louis.
• The Putnam City High School Youth in Government team won the award for Top Attorney Team during competition in mid-March. The mission of the program is to provide a unique learning experience and to enhance the development of the democratic process through the study of public issues, legislation, and debate. The attorney team was comprised of Will Claybrook and Sabrin Abu Seir. The witnesses were Logan Wofford and Alyssa Crownover. The team’s sponsor is Driskill Sawyer.
• The Business Professional Association of Putnam City High School has qualified four students for national competition. Brooke Cose, the BPA president, will be representing the school as the other three potential competitors have conflicts with AP testing. Congratulations to these students.
• Rebecca Schoeb, a student at Putnam City North High School, has been awarded the Gold Award, the highest award given in Girl Scouting. The award is based upon outstanding accomplishments in areas of personal development, leadership, community service, and career planning. Congratulations to Rebecca.
• The Oklahoma City Community Foundation recently named 15 district students as recipients of $1500 scholarships. From Putnam City High School, Shaundra Hicks, Quang Nquyen, and Marcela Varela Sisley were announced as scholarship recipients. From Putnam City North High School the recipients of scholarships were Katelynn Smith, Sara Adams, and Yan Tan. Putnam City West scholarships were awarded to Gissel Herrera, Juan Vargas, Rosa Arias, Daquelia Smith, Eduardo Caballeros, Delmy Reyes, Sylvia Tran, Tricia Pamintuan, Armando Gallegos.
• Congratulations to Hefner’s 7th grade traveling Quiz Bowl team. They placed 2nd in Saturday’s State Quiz Bowl Tournament. Team members are Shervin Tabatabai, Marissa Duckett, Kali Roberson, Jessica Whitfield, Matthew Moelling, Connor Brauer, Chris Lofton, and James Haycraft. Congratulations to these students and their coaches, Barbara Fowler and Jacque Peschka.
• Wayde Coleman has been named a Claes Nobel Educator of Distinction. Wayde teaches AP United States History and AP European History at Putnam City High School. Mr. Coleman is most deserving of this recognition.
• Fran Ruokangas, a PEAK teacher at Kirkland Elementary School, has been awarded a Fund for Teachers grant in the amount of $9,918. Her grant will allow her to attend a creativity workshop in Italy this summer that will focus on creative thinking techniques that will enrich learning. Two Central Elementary School teachers, Carrie Lenhart and Lorna Munger, have also been awarded a Fund for Teachers grant. Ms. Lenhart and Ms. Munger will travel to Oaxaca, Mexico. The two teachers are raising money in order to purchase books for donation to the Oaxaca Lending Library.
• The Putnam City Schools Foundation will be receiving the 2011 Outstanding Local Education Foundation Program Award at the upcoming Fall Forum. The foundation is being recognized for its critical support of the Early Birds Early Childhood School Readiness Program. This program is a cooperative venture with Putnam City Schools and Smart Start of Central Oklahoma and is supported by the Inasmuch Foundation. Congratulations to Caroline Gist and all those involved with the Foundation.
• I want to remind everyone of the Teacher Job Fair to be conducted in this building on April 12. The fair will run from 2:00 until 7:00 p.m. and, if we have our normal numbers, will accommodate 200 to 300 applicants. We so much appreciate all who are involved in this most productive activity.
• And finally, we have scheduled a special board meeting for Monday, April 11, at 5:30 p.m. for the purpose of conducting a work session.
ITEM #15 – COMMENTS BY BOARD MEMBERS.
Gail LoPresto thanked Christy Evans and Kelly Suchy for the early childhood presentation. She thanked Christy Evans for all her years of dedication to Putnam City students and said she will be greatly missed. Mrs. LoPresto said she enjoyed attending Putnam City High School’s presentation of “Annie”. She also thanked the Putnam City Foundation for all they do for the district and students.
Cindy Gibbs said it is her goal to visit all the schools in the district. She said she is very impressed by the dedication of teachers, administrators and staff at the schools. Mrs. Gibbs also congratulated high school baseball teams.
Tammy West thanked Christy Evans for her service to the district. She also thanked the Putnam City Foundation. Mrs. West said she enjoyed attending an art and talent show at Downs Elementary. She said she also enjoyed a literacy and talent night at Wiley Post Elementary. Mrs. West said she attended Putnam City High School’s presentation of “Annie” and commented that 100 students were involved in the performance. She said she worked in the concession stand at a recent Putnam City West track meet and was very impressed with parent and community support.
Becky Haliburton said it was good to see Carolyn and Dale Knowles involved in district activities. She thanked Christy Evans for 13 years of dedication to the Putnam City’s early childhood program. Mrs. Haliburton thanked Cory Boggs for providing Putnam City Academy students with iPads.

iPAD PRESENTATION – CORY BOGGS.
Cory Boggs, Director of Information Technology Services, and Putnam City Academy teachers and students, told about the use of iPads in the classroom. Recently, Putnam City Academy students were each given an iPad to use at school. The iPads have been used for instructional purposes as well as communication between students and teachers.

Dora Berlin, a parent of a Cooper Middle School student, addressed the board about the need of track and basketball courts for students in wheelchairs.

Superintendent Paul Hurst said the bid by Pope Construction was not the lowest bid. Ben Hayes Construction had the lowest bid but did not turn in all the necessary documents in a timely fashion.

ITEM #17 – SUPERINTENDENT’S REPORT.
• Congratulations to the hundreds of special athletes that competed in the Special Olympics activities on April 7 at Putnam City Stadium. It is such a joyful and rewarding day made even more so by the work of so many student and adult volunteers. We extend our heartfelt appreciation to all the participants, sponsors, coaches, and volunteers.
• As many of you are aware the annual job fair was conducted on April 12. Over three hundred and seventy candidates for employment were involved in this most productive session. Certainly, we extend our collective gratitude to Dr. Grace and the HR department for the successful structure of the evening. Likewise, the principals, assistant principals, interns, teachers, PCACT leadership, administrative office volunteers as well as student volunteers are to be commended for the contributions made to this effort. The reviews were excellent!
• I would like to thank the leadership and employees of the Tinker Federal Credit Union for their recent donation to the district. We do appreciate the efforts of these fine folks and their interest in providing additional resources for our students.
• As you know, our Challenge Day efforts in the district are quite extensive. The National Board of Directors of Challenge Day has extended an invitation to Putnam City West administrator, Ms. Melanie Pealor, to sit on this governing board. Ms. Pealor will be the first educator to serve on the board. It is a great honor for our district to have such representation with this group. Of course, Ms. Pealor’s work with Challenge Day is extraordinary as are all the Challenge Day opportunities for our students.
• Charri Stratton, a curriculum integration specialist for the district, is one of 90 or so educators from around the country to be selected to be part of Apple Academy, a five day professional development program. The program is intended to inspire, develop and support educators who are instrumental in delivering technology professional development within their institutions. We are delighted for Ms. Stratton and her opportunity to impact learning and teaching by the participation in this academy.
• Congratulations to PE teacher Nate Phillips and Kirkland Elementary for being selected as a 2011-2012 School for Healthy Lifestyles grant recipient. Under the program Kirkland will receive a $1000 grant to assist in promoting and maintaining healthy lifestyles through preventive, community-based school health education programs for students, families, and the faculty.
• Congratulations to Putnam City High School’s Marcela Varela, who was recently selected Latino Youth of the Month.
• Taylor Woodard, a sophomore at PCH, has been recently elected State FCCLA Central Region Vice President.
• Hefner Middle School’s 8th Grade Quiz Bowl Team recently won the state runner up award in the Oklahoma Junior Academic Bowl. Team members are Richard Lynch, Jackson Jandreau, Dylan Rodolf, Nick Allen, Arman Rahman, Austin Bennett, and Danielle Jago. Congratulations to these students and their coaches, Barbara Fowler and Jacque Peschka.
ITEM #18 – COMMENTS BY BOARD MEMBERS.
Gail LoPresto thanked Cory Boggs for the iPad information. She said she attended the Title 1 Showcase evening at Mayfield Middle School. Mrs. LoPresto said she enjoyed the Jazz Band from Putnam City West High School and the Silver Strings that performed at the event. Around 130 students participated in a combined choir, band and orchestra program. The event was very well attended and very impressive. Mrs. LoPresto also congratulated Putnam City West Band students for earning superior ratings at state band contest.
Cindy Gibbs congratulated Putnam City North students on raising $11,000 for the Make-A-Wish Foundation. She also said she is enjoying her visits to schools and particularly enjoyed hearing the excellent description of a board member’s job given to Northridge Elementary students by their principal, Randy Rader.
Tammy West said she attended a terrific, high-energy assembly at Dennis Elementary encouraging students to do their best on state tests. She said she also enjoyed attending an assembly at Cooper Middle School on science and Newton’s three laws. Cooper was one of 40 schools in the nation to host one of the FMA Live assemblies sponsored by Honeywell and NASA. Mrs. West said she enjoyed attending the Mayfield Middle School’s Title I Showcase. She also congratulated Putnam City West band students for earning superior ratings at the state band contest. Mrs. West said she appreciated the work administrators and staff did in preparation for the recent Putnam City Job Fair.
Becky Haliburton said she is looking forward to the Putnam City Arts Festival May 7th at Putnam City North High School. She also congratulated Putnam City North show choir on winning a recent competition. Mrs. Haliburton thanked Putnam City North student, Aaron Wilder, and Cooper Middle School parent, Dora Berlin for addressing the board. She read the poem, “A Great Teacher” and talked about the huge impact teachers have on students.
Mark Bledsoe thanked Cory Boggs for his iPad presentation. He also thanked the student and parent who spoke during public participation. Mr. Bledsoe encouraged Putnam City staff and patrons to take time to call legislators about education funding, saying such calls make a difference.

ITEM #20 – CONDUCT A WORK SESSION FOR THE PURPOSE OF DISCUSSIONS BETWEEN THE BOARD OF EDUCATION AND THE ADMINISTRATION REGARDING ANY MATTER OF DISTRICT BUSINESS INCLUDING BUT NOT LIMITED TO FINANCIAL ISSUES, PERSONNEL ISSUES, EDUCATIONAL ISSUES, CURRICULUM, ADMINISTRATIVE ISSUES, ENROLLMENT, AND PHYSICAL FACILITIES’ ISSUES. NO ACTION WILL BE TAKEN ON ANY ITEM.
Putnam City board members and administrators discussed the pros and cons of changing school start and stop times.
Objectives for changing school start times include:
• Add instructional time to the middle school day.
• Align more closely the high school schedule with that of the career and technical centers.
Administrators discussed transportation issues that will need to be addressed if school start and stop times are changed. Intra-district transfer issues were also discussed by administrators and board members.
