REGULAR BOARD OF EDUCATION MEETING
Monday, October 4, 2010
The Putnam City Schools Board of Education of Independent School District No. One of Oklahoma County, State of Oklahoma, met in regular session Monday, October 4, 2010 at 6:00 p.m. in the Board room at the Administration Building, 5401 NW 40th, Oklahoma City, Oklahoma. The agenda and meeting notice were posted on Friday, October 1, 2010 at 4:30 p.m. in accordance with 25 O.S. § 311.
Members present: Julie Jenison, president; Becky Haliburton, vice-president; Gail LoPresto, Mark Bledsoe, and Tammy West, members; Superintendent Paul Hurst; Debbra Baldwin, clerk; and others.
ITEM #1 - INSPIRATIONAL MESSAGE, MOMENT OF SILENCE, AND PLEDGE OF ALLEGIANCE – BRENDA DAVIS, ARBOR GROVE ELEMENTARY PRINCIPAL.
Brenda Davis gave the Inspirational Message and Moment of Silence, and led in the Pledge of Allegiance.
ITEM #2 – PUBLIC PARTICIPATION.
Mandy Brooks, Putnam City patron, addressed the board about changes that would benefit transportation of students and the district budget.
ITEM #3– CONSENT AGENDA: ALL OF THE FOLLOWING ITEMS, WHICH CONCERN REPORTS AND ITEMS OF A ROUTINE NATURE NORMALLY APPROVED AT BOARD MEETINGS, WILL BE APPROVED BY ONE VOTE UNLESS ANY BOARD MEMBER DESIRES TO HAVE A SEPARATE VOTE ON ANY OR ALL OF THESE ITEMS. THE CONSENT CONSISTS OF THE DISCUSSION, CONSIDERATION, AND APPROVAL OF THE FOLLOWING ITEMS:
a. Minutes for regular board meeting September 20, 2010.
b. Financial report and bimonthly bills for beginning purchase order
Numbers 101681092 through 104644120 for the 2010-2011
school year.
c. School Activity Fund Transfer List including Lake Park Elementary and Putnam

ITEM #4 - CONSIDERATION OF AND VOTE ON RECOMMENDATION OF EMPLOYMENT OF NEW PERSONNEL AS LISTED ON ATTACHMENT A.
Mark Bledsoe made a motion to approve employment of new personnel as listed on Attachment A. Becky Haliburton seconded the motion. Vote: Bledsoe, aye; LoPresto, aye; West, aye; Haliburton, aye; Jenison, aye.
ITEM #5 –CONSIDERATION OF AND VOTE ON MOTION TO APPROVE CONTRACT WITH THE UNIVERSITY OF OKLAHOMA FOR NURSING STUDENTS.
Tammy West made a motion to approve the contract with the University of Oklahoma for nursing students. Gail LoPresto seconded the motion. Vote: Bledsoe, aye; LoPresto, aye; West, aye; Haliburton, aye; Jenison, aye.
ITEM #6 – SUPERINTENDENT’S REPORT.
• I would begin this evening’s report with some unofficial enrollment statistics. As of October 1, we show that the district had a total of 19,041 students enrolled in our schools. That represents 341 students more than the October, 2009, count. Our elementary enrollment is listed as 9,712 students. This compares with 9,459 students at the same time last year, an increase of 253 students. Our middle schools are up in enrollment 79 students at 3,993. High school enrollment is at 5,336 students, which is an increase of 9 students as compared to the October, 2009, count. It is likely that a firm October 1 count will not be completely accurate for a couple of weeks as we will continue to reconcile the numbers. As I have mentioned previously, this particular student enrollment total is important for mid-term funding from the Oklahoma State Department of Education.
• I would like to remind everyone of the third annual Putnam City Cancer Classic Run/Walk that is scheduled for Saturday, November 13, at Stars and Stripes Park. The 5K race starts at 9 a.m. and the fun run begins at 10 a.m. We would welcome any and all who would wish to take part in this activity in support of cancer research. Interested parties can get more information or register by visiting www.pccancerclassic.com.
• It is my pleasure to announce that the district web site has been recognized again as a top public school site by the Oklahomans for Responsible Government. This group considers characteristics such as access, transparency and breadth/depth of institutional information as it rates web sites across the state. We would like to thank Mr. Lindley, Mr. Boggs, Mr. Meeks, and the many others who are responsible for providing a current and thorough means by which our public may access material of interest to them.
• At the Oklahoma Art Education Association’s conference conducted in late September, Barbara Gabel was awarded a Lifetime Achievement Award for her contribution to arts education over her 40 year career. She has truly been a gift to the students of this district.
• We had a number of district ninth grade students recently selected for the 2010 COCDA honor choir as a result of auditions conducted on September 25th. From Putnam City North High School are Lacey Beck, Thomas Efaw, Elizabeth Guerra, Courteney Hughes, Lindsey Hunt, Christina Nabors, Jillian Pullen, and Broderick Williams. From Putnam City High School are Deserae Bunn, Sandy Coursey, MacKenzie Douglas, Cara Higgens, Angela Thampi, and Tina Tran. Congratulations to these fine students.
• Putnam City West senior, Justin Thrash, has been named a 2010-2011 National Hispanic Recognition Scholar. Justin is a member of a group of 5000 students so designated from a pool of over 200,000 students who took the 2009 PSAT and identified themselves as Hispanic or Latino. These students achieved a required PSAT score for their region and also have GPA’s of 3.5 or better. Congratulations to Justin for this outstanding academic accomplishment.
• The Dennis Elementary recovery effort is on schedule. It is our hope that the progress will continue to move in like fashion and that we would have the children and staff back in their school by Monday, October 25th. We will of course have to carefully monitor the situation as well as work with the logistical concerns associated with moving students, teachers, and materials back to Dennis Elementary.
• I would also like to announce the appointment of Dub Grisham as an administrative intern at Mayfield Middle School. As you recall, Mr. Grisham served in a similar capacity at Northridge Elementary last year. We are pleased to add Dub to the fine instructional staff at Mayfield.
ITEM #7 – COMMENTS BY BOARD MEMBERS.
Mark Bledsoe said he plans on walking in the Putnam City Cancer Classic 5k race and Fun Run, Saturday, November 13, 2010.
Gail LoPresto said she plans on walking at the event as well. She thanked district staff for working hard to meet needs of district families. Mrs. LoPresto said the husband of Sue Sullivan, a former board member and teacher, is ill and in the hospital. She congratulated Barbara Gabel on her award. Mrs. LoPresto said the new movie, The Social Network, features a former Putnam City West student, Brett Shellenberger.
Tammy West thanked Brenda Davis for her Inspirational Message. She congratulated Barbara Gabel on her award. Mrs. West said the site improvement presentations made it clear that administrators and teachers are caring professionals who do an amazing job.
Becky Haliburton said she volunteered in a special needs classroom at Putnam City North. She said she really appreciated special needs teachers for the hard work and care they provide to their students. She mentioned the amazing job done by Jill Scott who even had two or three special needs students with her at a recent football game. Mrs. Haliburton encouraged the community to support CareShare, saying the program needs more people to donate more. Last year, CareShare efforts meant Christmas for more than 1,400 children. She also invited the community to visit Putnam City North at 7:00 p.m. Monday, October 11, 2010 to see the hall decorations created for homecoming.
