REGULAR BOARD OF EDUCATION MEETING
Monday, May 3, 2010

The Putnam City Schools Board of Education of Independent School District No. One of Oklahoma County, State of Oklahoma, met in regular session Monday, May 3, 2010 at 6:00 p.m. in the Board room at the Administration Building, 5401 NW 40th, Oklahoma City, Oklahoma. The agenda and meeting notice were posted on Friday, April 30, 2010 at 4:30 p.m. in accordance with 25 O.S. § 311.

Members present: Julie Jenison, president; Becky Haliburton, vice-president; Gail LoPresto, Mark Bledsoe, and Tammy West, members; Superintendent Mr. Paul Hurst; Debbie Baldwin, clerk; and others.

ITEM #1 - INSPIRATIONAL MESSAGE, MOMENT OF SILENCE, AND PLEDGE OF ALLEGIANCE – BOB MELTON.

Bob Melton, Science Curriculum Specialist, gave the Inspirational Message, Moment of Silence, and Pledge of Allegiance.

ITEM #2 – NATIONAL LAB DAY – BOB MELTON, SCIENCE CURRICULUM SPECIALIST.

Bob Melton told board members that while National Lab Day does include an actual lab day on May 12, it’s an initiative that is broader and deeper than just one day. National Lab Day is a movement to bring hands-on, exciting and experiment-based learning to students across the country. National Lab Day aims to inspire a wave of future innovators and foster U.S. competitiveness by improving the quality of science, technology, engineering and math education in America. Science students presented Board Members with T-shirts.

ITEM #3 – PERFORMANCE BY CORONADO ELEMENTARY MUSIC STUDENTS DIRECTED BY VIVIAN RICE.

Coronado Elementary students performed Goldilocks and the Three Bears on Hand Chimes.

ITEM #4 – RECOGNITIONS:
 SAFETY AWARD WINNERS – DR. APRIL GRACE

Dr. April Grace, Executive Director of Human Resources, recognized three Putnam City Maintenance employees who have gone their entire careers without missing a day of work due to an injury. Custodians at Putnam City High School, Phillip Williamson has 31 years of service and Linda Smith has 29 years of service. Tom Mesa, a groundskeeper at Putnam City High School, has 26 years of service.

 CHAMPIONSHIP WINNERS

Putnam City North High School cheerleaders were honored for the state championship they won in October. The state cheerleading championship is the third in the last four years for Putnam City North cheerleaders. The team has also won national championships in five out of the last eight years.

Putnam City High School boys’ basketball players were honored for winning the state championship in March. It’s the second year in a row and the third time in six years that the team has won the state championship.

Putnam City West High School’s wrestling team was honored for winning the state wrestling academic championship in February. It’s the second time in three years Putnam City West wrestlers have earned the state academic championship. The team also won in 2008.

ITEM #8 – CONSIDERATION OF AND VOTE ON MOTION TO REVISE COMPENSATION RATES FOR SUMMER SCHOOL PRINCIPALS.

ITEM #9 - CONSIDERATION OF AND VOTE ON MOTION TO APPROVE LOWEST/BEST BID FROM BNJ BUILDERS FOR THE RENOVATION OF HAVAC AT HEFNER MIDDLE SCHOOL.

Gail LoPresto made a motion to approve lowest/best bid from BNJ Builders for the renovation of HVAC at Hefner Middle School. Tammy West seconded the motion. Vote: Bledsoe, aye; LoPresto, aye; West, aye; Haliburton, aye; Jenison, aye.

ITEM # 10 – SUPERINTENDENT’S REPORT.

• I wish to begin this evening’s report by announcing that Hilldale Elementary is celebrating it 50th anniversary on Tuesday, May 11, by hosting a reception at the school from 3:45 until 5:00 on that date. All past and present members of the Hilldale Elementary community are invited to attend. There will be refreshments, student led tours of the building, and displays of memorabilia from the school’s half-century history.
• The community is invited to attend the 29th Annual Putnam City Visual and Performing Arts Festival Celebration from 10 a.m. until 4 p.m. on Saturday, May 8. The arts festival will be conducted in the commons area of Putnam City North High School. On display at the festival will be hundreds of pieces of art created by students in kindergarten through grade 12 from all 27 schools in the district. Performances by students in district vocal music groups, dance troupes, orchestras, and bands are also part of the day. There is also an activity area where visitors can create art to take home with them. There will also be food and a silent auction of gift baskets donated by school staffs and PTA units. It is truly a celebration of one of the finest comprehensive fine arts programs in the country.
• Putnam City West High School is featured in the May/June edition of neatoday magazine. The article in the magazine highlights the many successes of the school in regards to strong academic programs, parental involvement, and professional development. Through these and other targeted activities, there has developed a much broader sense of community and increased student/family engagement.
• Rose Mary Baker, the drama and competitive speech teacher at Putnam City North High School, was recently named Oklahoma’s Outstanding Speech, Debate, and Theatre Educator by the National Federation of High Schools during the state speech and debate contest conducted in mid April.
• Mayfield Middle School competed in and won the State Science Olympiad conducted last month. This is the school’s sixth championship in as many years. The Science Olympiad is one of the largest science competitions in the country. The students compete in twelve events that require consideration of scientific principles and the utilization of scientific inquiry.
• Six district students were honored at the State Superintendent’s Arts Awards of Excellence ceremonies April 20 in Guthrie. The ceremonies recognize high school seniors who have excelled in fine arts and who have also demonstrated other academic talent and have been active in their communities. Recognized were:

• Winners of the Putnam City High School Culinary Cook-off were Rylie Swain (PCW) first place, Emily Nessman and Charlee Lerch (PCH) second place, and Jenifer Coffey from the Putnam City Academy. The winning dish was Heavenly Stuffed Chicken Breast with Stuffed Button Mushrooms.
• Congratulations to the band program at Putnam City North. 91 ensemble medals and 9 solo medals were earned from the OSSAA State Solo and Ensemble Contest. The PCN Wind Ensemble earned a superior rating that resulted in an Oklahoma Sweepstakes Award for all band members. The PCN Symphonic Band received both excellent and superior ratings for their performances at the OSSAA State Band Contest.
• Seven students from Kenneth Cooper Middle School received State Recognition for their ACT performance as a component of the Duke University Talent Identification Program. Congratulations are extended to Chayney Alexander, Briah Bennett, Sydnie Fleming, Amir Khouri, Jesus Magueyal, Wilson Mullin, and Logan Shover. Many of these students will participate in the three week summer academy conducted at Duke University.
• Congratulations to Capps Middle School’s Sandy Coursey, an 8th grade PEAK student, who was accepted into a very select summer camp at the Sam Noble Natural History Museum. The fourteen students selected from across the state will work with museum scientists on field research projects conducted across Oklahoma.
• Keara Glover, a student at PCN, is a seven state regional gymnastic champion in the Bar and Beam competition. Keara was also All Round Champion Gymnast.
• Two PCN students, Ben Dillman and Aaron Krominga participated on a national championship hockey team who competed recently in Rochester, New York. This is an outstanding accomplishment for these students and their team.
ITEM #11 – COMMENTS BY BOARD MEMBERS.

Mark Bledsoe thanked Bob Melton for his inspirational message and presentation on National Lab Day and for all the work Bob has done with Boy Scouts through the years. Mr. Bledsoe also expressed enthusiasm for the depth of talent and support within the district as evidenced by a “great evening” of recognition given to students for their accomplishments.

Gail LoPresto also thanked Bob Melton for his presentation. She appreciated the PCACT’s assistance in working the Arts Festival. Mrs. LoPresto also enjoyed the culinary contest and Putnam City West’s orchestra contest which were both first class. She commented on the experience and expertise that the district is losing with the retirees and encouraged everyone who was available to volunteer as a test monitor during end-of-instruction testing at all the sites. The positive attitude of all the championship teams represented was especially appreciated.

Tammy West thanked Bob Melton and was pleased that there were so many students in attendance to see his presentation. She agreed with Mrs. LoPresto on how enjoyable the Kids’ Cooking Contest was and complimented Western Oaks Middle School on their challenging and excellent production of Fiddler on the Roof.

Becky Haliburton reminded everyone that the week of May 3rd is Teacher Appreciation Week and she thanked the district teachers for being the “finest” teachers within the state. She enjoyed the “Cappies” award assembly at Capps Middle School and complimented the staff for the amount of work and dedication in putting together that event.

Julie Jenison thanked Vivian Rice for the Coronado students’ musical presentation during the meeting and noted how Mrs. Rice and her husband are such advocates of the district. She thanked Caroline Gist for the “best” Foundation celebration that she has ever attended. Mrs. Jenison also thanked Bob Melton and noted that we need to more “attentive” to the importance of science within our district and community.

ITEM #2 – GOLDEN APPLE AWARDS.

Brenda Chapman along with Putnam City Foundation members presented Golden Apple Award winners for 2010. Receiving awards were Paul Baker, a teacher honored for serving as a volunteer for the Putnam City West High School Performing Arts Department; Janie Bowden, a teacher at Western Oaks Middle School; Christy Evans, Director of the Putnam City Even Start program; Anne Guevara, Director of The Silver Strings of Putnam City and the orchestra teacher at Putnam City West High School; Michael and Julie Isch, volunteers for the Putnam City North High School band; and Greg Kopp, a volunteer at Coronado Elementary.

Each honoree received a check for $200. The honors are given each year to employees and volunteers who promote excellence in education.

Jim Hooper, Executive Director of Operations, presented updates on current and past Bond funded projects. Projects planned this summer include:
• Gym floor replacement at Dennis Elementary, Overholser Elementary and Will Rogers Elementary
• Replacement of folding partitions at Harvest Hills Elementary, Lake Park Elementary and Will Rogers Elementary
• Replacement of carpet in Kirkland Elementary Pre-K rooms
• Renovation of Lake Park Elementary electrical system
• Replacement of Lake Park Elementary emergency and exit lighting
• Phase 1 of geothermal heat and air at Lake Park Elementary
• Fire suppression sprinkler system at Overholser Elementary
• Phase 1 of geothermal heat and air at Tulakes Elementary
• Replacement of gym bleachers at Hefner Middle School
• Replacement of stage curtain at Hefner Middle School
• Renovation of canopies and fascia at Hefner Middle School
• Installation of geothermal heat and air in the two-story section of Hefner Middle School
• Gym light replacement at Western Oaks Middle School and Mayfield Middle School
• Beginning expansion of Putnam City West band room and front entrance
• Installation of a new roof over the one-story section of Putnam City High School
• Replacement of hot water loop at Putnam City North High School.

 DROPOUT INFORMATION FOR SECONDARY SCHOOLS – DR. MELANI MOUSE, ASSISTANT SUPERINTENDENT OF SECONDARY EDUCATION, AND PRINCIPALS.

Dr. Melani Mouse briefed the board on dropout rates in Putnam City middle schools and high schools.

Dr. Mouse said few students drop out of middle schools. In fact, many listed as dropouts at the middle school level, and even the high school level, are students who have simply moved and not notified the district.

Dr. Brian Chastain, Dr. Don Wentroth and Buster Meeks, principals at the Putnam City high schools, talked to the board about the methods they use to keep students in school, including academic support groups for at-risk students, a freshman academy for at-risk 9th grade students and credit recovery opportunities.

ITEM #4– PUBLIC PARTICIPATION.

Sharon Nance, a Putnam City bus driver, asked the board not to outsource transportation services. She was especially concerned with special needs students.

Mark Hedrick, a Putnam City bus driver, spoke against outsourcing transportation services.

Christi Harris, a Putnam City parent, spoke to the board against outsourcing transportation services.

Robin Dragoo, a Putnam City bus driver, asked the board not to outsource transportation services.

Alicia and Robert Lutz, Putnam City grandparents, told the board their concerns about outsourcing transportation services and emphasized the safety, reliability and caring nature of Putnam City bus drivers.

Peter Plank, a Putnam City patron and the husband of a bus driver, spoke to the board against outsourcing transportation services.

John Jacobsen and Curtis Crane, representatives from The Church of Jesus Christ of Latter Day Saints, expressed appreciation to the Putnam City School Board, Mr. Jim Hooper, Executive Director of Operations and Principal Debbie Hamilton and her staff at Rollingwood Elementary for allowing them the privilege to use Rollingwood Elementary School during the church’s recent, but lengthy renovation. They presented Principal Hamilton and the School Board with plaques of appreciation.

ITEM #23 – SUPERINTENDENT COMMENTS.

• Just prior to this meeting we extended our warm wishes to many district retirees. Their service to this district has been extraordinary. We wish them well in their retirement and future endeavors.
• I want to remind everyone about our commencement exercises that are scheduled this week. Putnam City High School will conduct its graduation ceremony this Friday at 7:30 p.m. at Putnam City Stadium. Putnam City West’s commencement is scheduled for Saturday at 8:00 p.m. at the Cox Convention Center. Putnam City North’s ceremony will also be conducted at the Cox Center on Sunday at 6:30 p.m.
• Christy Evans has shared that the district will receive a $62,500 grant from the Inasmuch Foundation to support OPAT and Off-site Pre-Kindergarten. We are quite pleased to hear this good news.
• Lake Park Elementary School teacher Katherine Bishop is one of four teachers in the nation to be named by the NEA Foundation as recipient of a 2010 Horace Mann Award for Teaching Excellence. The award recognizes, rewards and promotes excellence in teaching and advocacy for the profession. As part of her award, Ms. Bishop received $10,000, and her school received an interactive Smartboard. Congratulations to Ms. Bishop.
• Also from Lakepark Elementary, Mr. Lunn reports that they have just received a community grant for $1500 from the Walmart located at Reno and MacArthur.
• Putnam City West High School recently received a $2675 grant from the Donna Nigh Foundation to purchase an interactive whiteboard. It will be utilized to assist students with special learning needs.
• Students from Will Rogers Elementary and Harvest Hills Elementary won honors for work they entered in the 2010 Oklahoma Student Media Festival. Morgan Self, a 4th grade student from Will Rogers, won “Best of Festival” in the K-4 category for her slide show, “Amelia Earhart.” A 2nd grade classmate at Will Rogers, Julia Battaliou, won a “judges’ favorite” medal for her slide show, “If I Ran the Zoo.” Other district 5th grade students were also recognized with “judges’ favorite” medals. Hunter Kennedy and Preston Barber from Harvest Hills Elementary were recognized in the Grade 5-8 category for their slide show, “Sam Adams’ Adventure.” Grant Campbell and Maxwell Breaux from Will Rogers Elementary brought home a medal for their slide show, “Owlboy”. Congratulations to these fine students and their sponsors.
• Eleven students from Hefner Middle School qualified for the Duke Talent Identification Program. One of these students, Akriti Jalla, qualified at the Grand Recognition Level. Students receiving State Recognition are Dallas Bowman, Morgan Corona, Katrina Dwyer, Gabe Herrell, Jackson Jandreau, Richard Lynch, Michael Moore, Arman Rahman, Mikayla Ross, and Annie Walker.
• At a recent Northwest Chamber of Commerce “Celebration of Excellence in Education,” additional recognition was extended to the Putnam City Board of Education for the prestigious award bestowed upon them by the Kennedy Center for Arts. Also at this event, four district seniors were presented with scholarships. Honored were Elizabeth Tran, Putnam City High School, and Blair Hanebaum, Melanie McNatt, and Angela Gudgel of Putnam City North High School.
• Putnam City North High School junior, Chris Haworth won his second state tennis No. 1 singles championship in a row.
ITEM #24 – COMMENTS BY BOARD MEMBERS.

Mark Bledsoe thanked the Putnam City District retirees for their service to the district. He said he attended the Arts Festival at Putnam City North, and they did a marvelous job. Mr. Bledsoe congratulated Katherine Bishop for being selected as a finalist for the NEA Award for Teaching Excellence.

Gail LoPresto said it was sad to see the people retiring from the district. She said she attended the Mayfield Orchestra Concert which included Hilldale Elementary and Apollo Elementary, and it was very good. Mrs. LoPresto said she enjoyed attending the Putnam City Band Concert as well. She congratulated the Golden Apple Award winners. Mrs. LoPresto thanked Janet Oden for her inspirational message and for her dedication to the Putnam City Academy students. She is retiring this year and will be missed tremendously.

Tammy West thanked Janet and said she appreciated her. She congratulated the retirees honored at the reception before the Board Meeting. Mrs. West also congratulated the graduating classes and said they give the district much to be proud of. Mrs. West said the 50th anniversary celebration at Hilldale Elementary was wonderful.

Becky Haliburton congratulated the Golden Apple Award winners as well as those who nominated them. She thanked all the test monitors used during EOI testing. Mrs. Haliburton described Janet Oden as a “servant first, leader second, a gentle giant”, and said she will be missed.

Julie Jenison also congratulated and thanked the retirees, and said they will all be missed. She talked about the incredible influence teachers have had on her son who is a junior now at the University of Oklahoma. Ms. Jenison also said she enjoyed the Northwest Chamber event recently held at Hilldale Elementary, and said the school and the students did a wonderful job of hosting.
