REGULAR BOARD OF EDUCATION MEETING
Monday, October 5, 2009
The Putnam City Schools Board of Education of Independent School District No. One of Oklahoma County, State of Oklahoma, met in regular session Monday, October 5, 2009 at 6:00 p.m. in the Board room at the Administration Building, 5401 NW 40th, Oklahoma City, Oklahoma. The agenda and meeting notice were posted on Friday, October 2, 2009 at 4:30 p.m. in accordance with 25 O.S. § 311.
Members present: Gail LoPresto, president; Julie Jenison, vice president; Tammy West, Mark Bledsoe and Becky Haliburton, members; Superintendent Mr. Paul Hurst; Debbie Baldwin, clerk; and others.
ITEM #1 - INSPIRATIONAL MESSAGE, MOMENT OF SILENCE, AND PLEDGE OF ALLEGIANCE – GLORIA POGUE.
Gloria Pogue, Administrative Assistant at Tulakes Elementary, gave the Inspirational Message, Moment of Silence, and Pledge of Allegiance.
ITEM #2 – INFORMATION AND STAFF REPORTS:
ACT TESTING PRESENTATION – DR. JOE PIERCE, EXECUTIVE DIRECTOR OF CURRICULUM AND INSTRUCTION
Dr. Joe Pierce, Executive Director of Curriculum and Instruction, Secondary Language Arts Specialist Elizabeth Bailey, Putnam City West College Advisor, AP Coordinator and Gifted Specialist Robyn Bryan, Secondary Mathematics Specialist Tammy Gambrell, and Science Facilitator Bob Melton shared Putnam City ACT scores. The composite ACT score for 2009 for Putnam City graduates was 21.0, compared to 20.7 for Oklahoma students and 21.1 for students across the nation.
In English, the average score for 2009 Putnam City students was 20.8, compared to 20.5 for Oklahoma students and 20.6 for students nationwide. In math, students averaged 20.3 in 2009, compared to 19.9 for Oklahoma students and 21.0 for students nationwide. In reading, 2009 graduates’ average score was 21.6, compared to 21.4 or Oklahoma students and 21.4 for students nationwide. In science, 2009 graduates earned an average score of 20.9, compared to 20.5 for Oklahoma students and 20.9 for students nationwide.
BOND REPORT – PAUL HURST
Mr. Hurst said the bond election is set for Tuesday, November 10th. He said that district residents who are not yet registered to vote must have their registrations in the Oklahoma County Election Board offices by Friday, October 16, if they wish to vote in the November 10th bond election.
Bond Information Meetings for the community are set for Monday, October 26th at 6:00 p.m. at Putnam City North Little Theatre, Tuesday, October 27th at 6:00 p.m. at Putnam City High School old cafeteria, and Tuesday, November 3rd at 6:00 p.m. at Western Oaks Middle School in the gym.
Becky Haliburton left the meeting early.
BUDGET PRESENTATION – SHANNON MEEKS, EXECUTIVE DIRECTOR OF FINANCE.
Shannon Meeks, Executive Director of Finance, presented a summary of the projected budget. The Budget Guide will be voted on at the October 19th Board Meeting.
ITEM #3 - PUBLIC HEARING ON PROPOSED BUDGET.
There were no questions.
ITEM #4 – PUBLIC PARTICIPATION.
Jim Shields, patron of Putnam City Schools, spoke regarding the Putnam City Museum. He invited board members and the community to attend the grand opening of the Putnam City Museum at 1:00 p.m. on Saturday, October 24th.

ITEM #7 - CONSIDERATION OF AND VOTE ON MOTION TO APPROVE THE EDUCATIONAL DEVELOPMENT AND INSTRUCTIONAL TEAM (EDIT) PROPOSAL AND CONTRACT FOR DISTRICT-WIDE PROFESSIONAL DEVELOPMENT FOR 2009-10. ($30,000 FROM TITLE II – 541, STIMULUS – 622, AND STIMULUS – 516)
Julie Jenison made a motion to approve the Educational Development and Instructional Team (EDIT) Proposal and Contract for district-wide professional development for 2009-10. Tammy West seconded the motion. Vote: Jenison, aye; Bledsoe, aye; West, aye; LoPresto, aye.
ITEM #8 – CONSIDERATION OF AND VOTE ON MOTION TO APPROVE CONTRACT WITH CATAPULT LEARNING TO SERVE ST. CHARLES BORROMEO SCHOOL WITH TITLE I SERVICES FOR THE 2009-2010 SCHOOL YEAR.
Tammy West made a motion to approve contract with Catapult Learning to serve St. Charles Borromeo School with Title I services for the 2009-2010 school year. Mark Bledsoe seconded the motion. Vote: Jenison, aye; Bledsoe, aye; West, aye; LoPresto, aye.
ITEM #9 – SUPERINTENDENT’S REPORT.
• I wish to begin this report with the tentative October 1 district enrollment numbers. Currently the district enrollment stands at 18,774 students. This represents 16 fewer students than the official October 2008 count. The elementary schools are up slightly as are the middle schools. The high schools collectively are down 49 students from last year’s number. Again, this is an unofficial count and we will continue to work to ensure that we have all of the young people accurately recorded. We will report to you again once that count has been certified.
• Congratulations to the district’s middle school orchestra programs for the wonderful success in auditioning for the Central Oklahoma Honor Orchestra. Fifty-two district middle school musicians were selected to participate. These students will attend a two day clinic on the campus of the University of Oklahoma on November 6 and 7. They will perform in concert on Saturday, November 7. Congratulations to our directors and these fine students.
• Araceli Lopez and Glen Quintana of Putnam City High School and Matthew McRee of Putnam City North High School have been selected as 2009-2010 National Hispanic Recognition Scholars as was recently announced by the College Board. These students received this important academic recognition as a result of their performance on the 2008 PSAT as well as having a grade point average of 3.5 or higher.
• Ten Northridge Elementary teachers were awarded gift cards by the NW Expressway Walmart as part of that store’s Teacher Rewards Program. The Northridge PTA was also awarded $1000.00 to assist with fund-raising efforts.
• The district was pleased to host 40 administrators from across the state for CCOSA’s Leadership Development Program. This was the first of two two-day sessions for these participants. Bettie Estes-Rickner has been a facilitator for this project for several years.
• I want to complement each of our schools for their site improvement presentations conducted on September 22, 23, and 24. The building principals and instructional staffs did an outstanding job of data analysis and identification of instructional interests to be satisfied at their respective schools. The collaborative manner in which these plans were developed is particularly meaningful. The improvement strategies were quite focused and thorough. It was an excellent three days and I thank all involved. We also appreciate the board of education members who were able to attend. To see so many people dedicated to the improvement of learning is most rewarding.
ITEM #10 – COMMENTS BY BOARD MEMBERS.
Julie Jenison said she attended the Site Improvement Presentations. She said it was probably one of the most learning experiences she has had. In the presentations, positive comments were made about assistance provided by district curriculum coordinators. She thanked them for their work with the schools. Mrs. Jenison thanked Dr. Pierce, Robyn Bryan, Elizabeth Bailey, Tammy Gambrell, and Bob Melton for the ACT presentation. She said teachers need to continue to push students to improve their scores. She said Robyn Bryan is always pushing for kids to do more and better. Mrs. Jenison said she knew that teachers at Putnam City North were great at giving kids extra help to prepare for the ACT tests. She thanked Gloria Pogue for her Inspirational Message and also thanked her for her service to the district.
Mark Bledsoe thanked Gloria Pogue for her Inspirational Message. He said he appreciated Dr. Joe Pierce and what he is doing with the Curriculum staff. Mr. Bledsoe said he attended the Site Improvement Presentations and enjoyed them.
Tammy West said she enjoyed attending the Site Improvement presentations as well. She said she is very grateful her children have been part of the Putnam City District. Mrs. West said the Smart Start playground on the south side of the Putnam City Center is “phenomenal,” and invited people to attend the ribbon-cutting Tuesday at 11:00 a.m.

ITEM #1 - INSPIRATIONAL MESSAGE, MOMENT OF SILENCE, AND PLEDGE OF ALLEGIANCE – DR. APRIL GRACE.
Dr. April Grace, Executive Director of Human Resources, gave the Inspirational Message, Moment of Silence, and Pledge of Allegiance.
ITEM #2 – RECOGNITION OF NATIONAL MERIT SEMIFINALISTS AND NATIONAL HISPANIC SCHOLARS.
Dr. Brian Chastain, principal at Putnam City North High School, and Dr. Don Wentroth, principal at Putnam City High School, recognized National Merit Semifinalists and National Hispanic Scholars. Recognized as National Merit Semifinalists are John Hollrah, Adam Lee and Valerie Senkowski of Putnam City North, and David Harolson of Putnam City High School. The four students now have an opportunity to continue in competition for 8,200 Merit Scholarships, worth $36 million, to be given in the spring.
Three other students, Araceli Lopez and Glen Quintana of Putnam City High School, and Matthew McRee of Putnam City North, have been selected as National Hispanic Recognition Program (NHRP) Scholars by the College Board. The NHRP provides national recognition of the exceptional academic achievements of Hispanic high school seniors. Although the NHRP does not provide a financial reward, being named is an important academic recognition. With this honor, students have an opportunity to hear from colleges that are particularly interested in communicating with academically outstanding students of Hispanic Latino heritage.
ITEM #3 – INFORMATION AND STAFF REPORTS:
SMART START REPORT – CHRISTY EVANS, DIRECTOR OF SMART START
Christy Evans, Smart Start Director, reported to the board on the Smart Start programs. Even Start is a free literacy program funded federally, that integrates early childhood education, adult literacy and parenting education into a unified program. The Oklahoma Parents as Teachers Program for parents of children under three, includes home visits, child development screening, play groups, educational meetings and a resource center stocked with toys, children’s books and parenting books for parents to check out. READY! For Kindergarten is a free program that gives hands-on help to parents of children ages birth to 5. This program helps parents learn how they can teach their young children at home. Putnam City School District has six off-campus 4-year-old program sites. The district provides curriculum, support and supervision, while the daycare centers provide space, a teacher assistant and some supplies.
BOND ELECTION REPORT – STEVE LINDLEY
Steve Lindley told the board that Superintendent Paul Hurst has been busy speaking to groups such as faculty groups in schools, school PTAs, the Foundation Board, the Northwest Chamber Board of Directors and civic groups.
The election is Tuesday, November 10, 2009. The bond proposal includes more than 100 projects totaling $80.6 million dollars. There is no tax increase associated with this proposal. There are two propositions for voters to consider. Proposition 1 includes school building improvements, technology and textbooks. Proposition 2 allows voters to consider funding for new school buses.
Gail LoPresto recognized eight Boy Scouts who were in attendance at the Board Meeting working on a merit badge.

ITEM #9 – CONSIDERATION OF AND VOTE ON MOTION TO APPROVE RESOLUTION FOR THE PUTNAM CITY SCHOOL DISTRICT ANNUAL ELECTION TO THE OKLAHOMA COUNTY ELECTION BOARD.
Becky Haliburton made a motion to approve the Resolution for the Putnam City School District Annual Election to the Oklahoma County Election Board. Tammy West seconded the motion. Vote: Jenison, aye; Haliburton, aye; West, aye; LoPresto, aye.
Gail LoPresto announced that she would run for another 5-year term for Board Member Seat #5.
Oklahoma law requires that Putnam City Schools Board of Education approve a resolution for the Annual School Election which is to be held on Tuesday, February 9, 2010, and the Annual School Run-off Election, if necessary, on the 6th day of April, 2010. The filing period for Board of Education candidates opens at 8:00 a.m., Monday, December 7, 2009 and closes at 5:00 p.m. Wednesday, December 9, 2009. Contest of candidacy petitions may be filed until 5:00 p.m. on Friday, December 11, 2009 with the County Election Board Secretary who accepted the Declaration of Candidacy.

ITEM #21 – SUPERINTENDENT’S REPORT.
Dr. Melani Mouse, Assistant Superintendent, gave the Superintendent’s Report. Superintendent Hurst was absent.
• The recent edition of “The Putnam City Parents’ News” featured a number of community service activities conducted by the young people of this district. One of the featured activities was in tribute to the sacrifices made by the heroes of September 11, 2001. As you know, this was a cooperative effort among student groups at Putnam City West High School with sponsorship by the Oklahoma Education Association and the National Education Association. This project was also featured in a recent NEA publication. The work our students volunteer to do for the common good of this community is extensive and greatly valued. There is a great deal to be learned from community service, and we applaud all who take an active role in this regard.
• Congratulations to Lake Park Elementary School as they have been awarded a grant by the Cox Connects Foundation Fund in the amount of $1,590. This Innovation in Education grant was written by Katherine Bishop and will support the ”FASTT Math” program at that school.
• Jennifer Pullen and JuliAnne Henry from Will Rogers Elementary were selected last weekend for the all OMEA (Oklahoma Music Educator’s Association) Children’s Chorus and will be performing in January at the OMEA Convention in Tulsa.
• We would like to express our appreciation to the representatives of Rigby Forward Focus who provided an extensive quantity of reading materials to Hefner Middle School. These high interest materials will be utilized in small group settings and will be enjoyed by many at the school.
• Two district teachers are being awarded OG&E Energy Corporation Teacher Grants. Tim Sanders of Hefner Middle School will receive $980 for his project focusing on wind energy. Arbor Grove Elementary School’s Stacy Fudicker’s project, “There’s A Movie In My Head” also received a grant award in the amount of $418. We extend our congratulations to these two fine educators.
• Ten teachers from Ralph Downs Elementary received gift cards from Sam’s Club to purchase items for their classrooms. The teachers were selected via the store’s Teacher Rewards Program.
• Congratulations to the Putnam City North High School cheerleaders for capturing another state championship. We are indeed proud of these students and sponsors as they represent their school and the district. What an outstanding accomplishment!
• The Kenneth Cooper Middle School orchestra auditioned for and has been selected to perform the Star Spangled Banner at the December 2, 2009, Oklahoma City Thunder Game. Congratulations to these musicians and their director, Courtney Gilpin.
Four Capps Middle School students entered art work in the recent Global Oklahoma arts contest conducted at Rose State College. The students were challenged to exhibit three dimensional Eiffel Towers. Representing the school were Holly Davis, Jennifer Ngo, Anthony Guzman, and Charles Bene. Charles received an Honorable Mention award for his wire sculpture.
Congratulations to the Western Oaks Middle School Robotics Team for placing 4th in the state High School & Middle School division over fall break. The team received "Best Middle School Award" and was the only middle school team to make the finals. This team beat out 10 high schools. Team members included: Alex Easter, Zach Haley, Logan Martinez, Jett Ramsey & Loyd Spaugy.
• Congratulations to the Putnam City North’s cast and crew of “The Real Inspector Hound”. They placed 2nd at the regional competition and have qualified for the state contest. Two of the students, Melanie McNatt and Catie Mosley, were selected as members of the All Star Cast.
• Congratulations to the Putnam City North High School Band for recent successes in marching contests at Tulsa Union and Broken Arrow. The Panther Pride Band brought home eight trophies recognizing them for outstanding percussion, outstanding general effect, and outstanding music. We appreciate the hard work of these musicians and the directors at Putnam City North.
• I want to express our collective gratitude for the outstanding Putnam City Foundation Golf Tournament last week. Caroline Gist, Dondra Floresca, and the Foundation Board put together a most delightful event. We appreciate all the golfers who gathered that day as well as the corporate sponsors who contributed greatly to the day. A fine time was had by all.
ITEM #22 – COMMENTS BY BOARD MEMBERS.
Julie Jenison thanked Dr. April Grace for her inspirational message. She thanked Christy Evans for her presentation on the Smart Start program and complimented her on the new outdoor learning center. Mrs. Jenison thanked Steve Lindley for his bond election report. She welcomed eight Boy Scouts in attendance at the meeting.
Becky Haliburton thanked Steve Lindley for his work on the district website, saying it looked great. She also asked Tulakes’ Principal Lee Roland to let her know about the next tea party emphasizing etiquette and literacy for 5th grade girls at the school. Mrs. Haliburton asked if the Board could be provided a schedule of elementary basketball games.
Tammy West said she thoroughly enjoyed being at Tulakes for the “Read for the Record” effort.
Gail LoPresto said she attended the Orchestra Concert at Putnam City West, and it was very good. The attendance was not good however, and that is too bad. She said she and Tammy West have been meeting with Barbara Gabel working on application for an important art award. Mrs. LoPresto asked district employees, students and parents to let her know of ways in which schools and students are involved in arts.
