REGULAR BOARD OF EDUCATION MEETING
Monday, March 9, 2009

The Putnam City Schools Board of Education of Independent School District No. One of Oklahoma County, State of Oklahoma, met in regular session Monday, March 9, 2009 at 6:00 p.m. in the Board room at the Administration Building, 5401 NW 40th, Oklahoma City, Oklahoma. The agenda and meeting notice were posted on Friday, March 6, 2009 at 4:30 p.m. in accordance with 25 O.S. § 311.

Members present: Gail LoPresto, president; Julie Jenison, vice-president; Becky Haliburton, Mark Bledsoe, and Tammy West, members; Superintendent Mr. Paul Hurst; Debbie Baldwin, clerk; and others.

ITEM #1 - INSPIRATIONAL MESSAGE, MOMENT OF SILENCE, AND PLEDGE OF ALLEGIANCE – BARBARA GABEL.

Barbara Gabel, Fine Arts Curriculum Specialist, gave the Inspirational Message, Moment of Silence, and Pledge of Allegiance.

ITEM #2 – CONSIDERATION OF AND VOTE ON MOTION TO APPROVE THE PROCLAMATION DECLARING MARCH YOUTH ARTS MONTH IN PUTNAM CITY SCHOOLS.

Barbara Gabel introduced Glenda Ross, Arts Specialist at Putnam City North High School, who read the proclamation declaring March Youth Arts Month in Putnam City Schools. The proclamation recognizes the benefits of arts education to students at all levels. As part of Youth Arts Month, a Putnam City North student, Christian Hartman, donated a piece of his art for permanent display in the district.

ITEM #3 – PRESENTATION OF THE PUTNAM CITY SCHOOLS FOUNDATION OUTSTANDING SUPPORT STAFF AWARDS.

Foundation Director Caroline Gist along with Foundation Board Members honored Outstanding Support Staff for 2008-2009. Support staff honored were:

Gina Boerner, Capps Middle School special education teaching assistant
Marcia Coffman, Putnam City High School principal’s secretary
Stacy Heilaman, Cooper Middle School custodian
Debby Posar, Harvest Hills Elementary playground supervisor
Jan Reimers, PC Smart Start parent educator

ITEM #4 – READY! FOR KINDERGARTEN CHECK PRESENTATION.

Caroline Gist, Foundation Director, presented Kelly Suchy, facilitator of READY! For K, with a check in the amount of $3,500 for the READY! for Kindergarten program. The funds will be used to buy supplies in which families can use to help prepare their children for kindergarten, including educational books, puzzles and games.

ITEM #10 – CONSIDERATION OF AND VOTE ON MOTION TO APPROVE THE 2007-2008 INDEPENDENT AUDIT REPORT SUBMITTED BY EIDE BAILLY.

ITEM #11 – CONSIDERATION OF AND VOTE ON MOTION TO APPROVE CONTRACT WITH CATAPULT LEARNING TO SERVE ST. CHARLES BORROMEO SCHOOL WITH TITLE I SERVICES FOR THE REST OF THE 2008-2009 SCHOOL YEAR. ($9,000 FROM TITLE I)

Becky Haliburton made a motion to approve contract with Catapult Learning to serve St. Charles Borromeo School with Title I services for the rest of the 2008-2009 school year. Julie Jenison seconded the motion. Vote: Jenison, aye; Haliburton, aye; Bledsoe, aye; West, aye; LoPresto, aye.

ITEM #12 – CONSIDERATION OF AND VOTE ON MOTION TO APPROVE LOWEST/BEST BID FROM M. A. WELLS CONSTRUCTION FOR THE CONSTRUCTION OF A BAND PRACTICE ROOM AND DAILY LIVING SKILLS CENTER FOR SEVERELY INTELLECTULLY DISABLED AT PUTNAM CITY HIGH SCHOOL. ($218,816 FROM MAPS)

Julie Jenison made a motion to approve the lowest/best bid from M. A. Wells Construction for the construction of a band practice room and daily living skills center for severely intellectually disabled at Putnam City High School. Becky Haliburton seconded the motion. ITEM #13 – CONSIDERATION OF AND VOTE ON MOTION TO SET A SPECIAL BOARD MEETING FOR MARCH 26, 2009 AT 12:00 P.M.

ITEM #14 – SUPERINTENDENT’S REPORT.

• The student art work displayed throughout the building is outstanding. Congratulations to these talented students.
• Congratulations to the Outstanding Support Staff award recipients. Thank you for your hard work.
• I want to again extend our congratulations to the site Teachers of the Year and especially to Randy Utt from Dennis Elementary for being selected as the Teacher of the Year for the district. The reception last Monday was truly a marvelous activity and we thank all of those who were responsible for the preparation of that event and to the Foundation and the other sponsors who contributed to this recognition ceremony.
• The fifth grade basketball season concluded this Saturday with a tournament conducted at Cooper Middle School. The All Star game was conducted last week at Putnam City High School. We need to give special thanks to Coach Burtschi and the players of PCH for their work on this game. Everything associated with the girls and boys programs this year was conducted by school volunteers as well as other volunteers interested in making these wholesome activities available for the students. Many thanks to all!
• The musical production of “Thoroughly Modern Millie” conducted by Putnam City West High School was absolutely splendid. Congratulations to Ms. Brown and all those responsible for this outstanding performance. I am completely wowed by the talented young people of this district.
• It is my pleasure to highlight some very noteworthy success from the fall End of Instruction assessments. With 100% of their students scoring satisfactory or advanced, we have Erica Nilsson (Algebra I) and Debbie Ocker (Geometry) from Putnam City High School. Putnam City North had Lorie Kennedy (Geometry) and Tricia Kordis (Algebra II). From Putnam City West, Beth Thompson had 100% of her students scoring satisfactory or advanced in Algebra II. Congratulations to these fine teachers and their students!
• Victoria Korrect of Putnam City West High School won the Judges’ Choice Award for her visual art work “Laced” at the annual high school art competition at the University of Science and Art in Chickasha.
• Three Putnam City High School students were cash winners in the recent 4-Way speech contest. Grae Rose finished first, Jacob Jones second, and Ying-Ting Chen placed third.
• Putnam City North junior Kevin Cabello has been selected to the Region III National U-18 soccer team that will compete against international teams in Costa Rico this month. Kevin is a three-year letterman at PCN and was a 2008 and 2009 Coaches Association of America and Gatorade All-American nominee.
• Congratulations to the PEAK students who participated in the Cougar Invitational Quiz Bowl. The 7th grade team of Ryan McCoy, Tristan Todd, Greyson Gallagher, and Evan O’Brien took third place. The 8th grade team consisting of Jalaun Parker, Matt Leake, Troy Schoeppel, and Reed Broom placed fourth. A first place victory was recorded by the 8th grade team of Tate Roberson, Michael Moore, Tyler Watson, Charlotte Mitchell, and Logan Carlile. Congratulations to these fine students, their coaches, Ann Chesney and Barbara Fowler, and the many parent volunteers who assisted in this effort.
• It was recently announced that Putnam City High School pitcher Andrew Heany has been selected to the 2009 Louisville Slugger High School Pre-Season All-America Team by Collegiate Baseball Magazine. Two other PCH players were also nominated among the top 21 baseball players in Oklahoma. These were senior outfielders Jared Wright and Garen Wright.
• Several Overholser Elementary teachers entered the second annual Pearson Reading Challenge, a nation-wide contest. In the K-3 Elementary Division, the first place national winner was Ingrid May’s Star Spangled Students who read 1074 books. The 2nd grade Rockin’ Readers from Overholser were listed among the 50 finalists having read 1064 books. The school library will receive a Young Readers Group Library totaling 200 books and Mrs. May’s class will receive a book of their choice. Congratulations to these fine readers, their teachers, and Ms. Teasley.
• State Superintendent Sandy Garrett is conducting informational meetings this week regarding the regulations and accountability associated with the federal economic stimulus package. At this time, the concentration of guidance from the State Department of Education will be in the areas of Title I and IDEA funding. I look forward to a more complete understanding of what the conditions of this funding might be. Once defined, we will need to form some working groups to see how we might apply this revenue in the best interest of our students and in a manner that will not put the district at a disadvantage at the point in time that the funding is not available. I will report to you as I learn more this week.

ITEM #15 – BOARD COMMENTS.

Julie Jenison congratulated Barbara Gabel and thanked her for the gifts and artwork she gave board members. She congratulated the Outstanding Support Staff and thanked them for their dedication to the Putnam City District. Mrs. Jenison said she never ceased to be wowed by the Foundation and all they do for the district. She attended Tulakes Literacy Night and said she did not see one person there that did not brag on the school, teachers, and kids. Mrs. Jenison also said she attended Lake Park Literacy Night, and it was very well attended and well organized. She commented on the dogs they had in with the children reading. Mrs. Jenison said she enjoyed the musical Thoroughly Modern Millie and the beautiful auditorium. She said Christian Hartman is an amazing young man and a very good artist.

Becky Haliburton congratulated those honored with Outstanding Support Staff awards. What was said about the individuals was so amazing. She thanked the elementary teachers who gave their time to run the 5th grade basketball program. She expressed hopes that other elementary schools will join the program next year.

Mark Bledsoe congratulated the Outstanding Support professionals. He thanked Barbara Gabel for her work in leading arts education in Putnam City, and said he is in awe of the district’s art program.

Tammy West said she also attended the Lake Park Elementary Literacy Night and very much enjoyed it. She also attended the concert by the United States Navy Band Sea Chanters Chorus who performed at Putnam City High School and said they were exceptional entertainment. Mrs. West commented on the beautiful auditorium at Putnam City High School which was enjoyed by those who attended the concert. She also said she enjoyed the Thoroughly Modern Millie performance at Putnam City West High School.

Gail LoPresto said she attended Literacy Night at Tulakes Elementary and said it had a good and different feel to it. She said she has never seen kids that liked to read so much. She said she also attended Literacy Night at Lake Park Elementary, and it was a nice event and everyone was pleased. Mrs. LoPresto said she enjoyed Thoroughly Modern Millie at Putnam City West very much. She said there would be a musical at Putnam City North in April. She congratulated the Outstanding Support Staff award recipients. Mrs. LoPresto said she attended the state basketball playoff games in Norman and commented on the good sportsmanship and well behaved students.

ITEM #16 – CONSIDERATION OF AND VOTE ON MOTION TO ENTER INTO EXECUTIVE SESSION FOR THE PURPOSE OF DISCUSSING THE RENEWAL OF EMPLOYMENT FOR CERTIFIED ADMINISTRATORS AS LISTED ON ATTACHMENT C FOR THE 2009-2010 SCHOOL YEAR, DISCUSSING APPOINTMENT OF AN INTERIM DIRECTOR OF BUILDINGS AND GROUNDS, AND DISCUSSING THE PAYROLL MANAGER POSITION PURSUANT TO 25 O.S. § 307 (B)(1).

Julie Jenison made a motion at 7:05 p.m. to enter into executive session for the purpose of
discussing the renewal of employment for certified administrators as listed on Attachment C for the
2009-2010 school year, discussing appointment of an Interim Director of Buildings and Grounds,
and discussing the Payroll Manager position pursuant to 25 O.S. §307 (B)(1). Mark Bledsoe

Julie Jenison made a motion at 10:20 p.m. to return to open session and to request the Board Clerk

The agenda and meeting notice was posted on Wednesday, March 25, 2009 at 11:30 a.m. in accordance with 25 O.S. § 311.
