The Putnam City Schools Board of Education of Independent School District No. One of Oklahoma County, State of Oklahoma, met in regular session Monday, February 2, 2009 at 6:00 p.m. in the Board room at the Administration Building, 5401 NW 40th, Oklahoma City, Oklahoma. The agenda and meeting notice were posted on Friday, January 30, 2009 at 4:30 p.m. in accordance with 25 O.S. § 311.
Members present: Julie Jenison, president; Jerry Cramer, vice-president; Becky Haliburton, Gail LoPresto, and Mark Bledsoe, members; Superintendent Mr. Paul Hurst; Debbie Baldwin, clerk; and others.
ITEM #1 - INSPIRATIONAL MESSAGE, MOMENT OF SILENCE, AND PLEDGE OF ALLEGIANCE – KEELY FRAYSER.
Keely Frayser, Administrative Intern at Western Oaks Middle School, gave the Inspirational Message, Moment of Silence, and Pledge of Allegiance.
ITEM #2 – PRESENTION ON ALL DAY KINDERGARTON – SUE KUNTZE.
Sue Kuntze, Assistant Superintendent of Elementary Education, announced that all 18 Putnam City elementary schools will offer full-day kindergarten in the 2009-2010 school year. Currently, the district has 1,442 students in kindergarten. Of that total, 856 or 59% attend full-day kindergarten and 586 or 41% attend half-day kindergarten. This year, Putnam City elementary schools have a total of 41 full-day kindergarten classes and 28 half-day classes. Offering full-day kindergarten at all elementary schools will require costs for additional kindergarten teacher salaries and costs of equipping additional classrooms for kindergarten students. The good news is the change will bring additional funding from the state and free some Title I funds for other purposes. The total cost to the district of going to full-day kindergarten in all elementary schools is expected to be approximately $370,000.

ITEM #10 – SUPERINTENDENT’S REPORT.
• I would like to begin this report with the recognition of Mr. Jerry Cramer for his commitment and dedication to the students of the Putnam City Schools during his tenure as a member of this board of education. While Mr. Cramer has a long and successful relationship with the district in a variety of roles, the participation in voluntary governance is special indeed. His contributions and enlightened perspectives over the past five years are greatly valued. I know that all of you will join me in wishing Mr. Cramer a most productive post board experience and in thanks for his work.
• I would also like to thank Mr. Hooper, Mr. Harvey, Mr. Crafton, Mr. Blasingame, and all those who work with them for their work during the recent weather event. Such weather does bring some interesting challenges for our employees and we do appreciate so much their efforts during those days. We also appreciate the district’s families as they had to make some significant adjustments in their lives during the inclement weather period.
• As you know, the move into the new Central Elementary began today. I know the staff and students are excited to be occupying this wonderful facility. We have a great deal for which to be thankful in providing such an environment for our students and do appreciate the citizens of the district for allowing this facility to be constructed.
• Thirteen Putnam City West teachers recently attended a three day workshop to acquire additional strategies to work with the district’s English Language Learners. You may have read a newspaper piece this weekend in regard to this activity which was provided by the NEA and OEA. We appreciate the participation of these teachers.
• Also this weekend over 50 people gathered at the Oklahoma Food Bank to represent the teachers of Putnam City as they prepared bags of food for schools to supply weekend meals for students. I do wish to thank those volunteers and the leadership of PCACT for their thoughtful work.
• Congratulations to Robbyn Glinsmann from Hilldale Elementary School for being chosen to receive a $500 Presidential Award for Excellence in Science and Mathematics Teaching. The award is sponsored by the Oklahoma City Chapter of the Armed Forces Communications and Electronics Association. Congratulations to Ms. Glinsman.
• Congratulations to Western Oaks Middle School eighth grade science teacher, Mrs. Jennifer Robertson for her successful grant application to The Dell Foundation. The $1000 grant will support the annual 8th grade trip to Camp Goddard, a hands-on science camp. We appreciate this fine teacher’s work in making this possible for the students at Western Oaks Middle School.
• Sydney McCray, a 6th grade student at Capps Middle School received the first place award for her essay on Drug Awareness. The Elks Lodge will be presenting Sydney with a plaque and tickets to an Oklahoma City Redhawks’ game.
• Again, Mr. Cramer, it has been a joy to work with you as a member of this most committed board of education.
ITEM #11 –COMMENTS BY BOARD MEMBERS.
Julie Jenison thanked Sue Kuntze for her presentation on all day kindergarten. She said Starbucks is displaying Wiley Post Elementary artwork. Mrs. Jenison thanked Mr. Hooper for the tour of Central Elementary. She thanked Jerry Cramer for everything he has contributed to Putnam City during the last 5 years he has been on the school board. Mrs. Jenison said she appreciated Mr. Cramer’s dedication, honesty, and sincerity for kids. With Jerry Cramer being a principal for many years, his education background has been a beneficial contribution to the board. Mrs. Jenison then presented Mr. Cramer with a plaque for his years of service to the district as a board member.
Gail LoPresto said Jerry Cramer was the first person she met in the Putnam City district when thinking of moving to the Putnam City West district. They worked together at Mayfield when she was PTA president and he was principal. Mrs. LoPresto thanked Sherri Brown and Jim Hooper for their work in helping teachers’ and students’ transition to the new Central Elementary School building. She said the open house at Overholser was very well-attended and had a very happy atmosphere. She thanked everyone for cards, signs, and invitations she saw or received during School Board Appreciation Month.
Mark Bledsoe thanked Sue Kuntze for her all day kindergarten presentation. He said it had been a pleasure working with Jerry Cramer.
Becky Haliburton thanked Keely Frayser for her inspirational message. She expressed appreciation for the superintendent’s administrative staff, and said she was excited about the direction in which the district is going. Mrs. Haliburton said she had a lot of faith in Mr. Hurst. She thanked Jerry Cramer for being sweet and helpful to her and added that for many years, he has touched kids’ lives.
Jerry Cramer said it has been his honor and pleasure to serve on the board. He thanked his fellow board members for their conscientious, intelligent and hardworking approach to serving on the board. He thanked Putnam City administrators and teachers for their roles in creating and maintaining an outstanding school district. In his time as board member, he said he was most proud of being part of the team that hired Paul Hurst as superintendent, calling him the “right person at the right time in the right place.” He praised the students in the district, saying they are “great kids” and a good reason for the dedication shown by district staff. Mr. Cramer also mentioned that Tammy West will be a good addition to the board of education.

ITEM #2 – PUTNAM CITY WEST STUDENTS PERFORM FROM THE MUSICAL THOROUGHLY MODERN MILLIE.
Putnam City West music students under the direction of Andria Phillips performed a song from their musical Thoroughly Modern Millie. Ms. Phillips announced that the choir had been chosen to represent Oklahoma at an event in Washington, D.C.
ITEM #3 – INFORMATION AND STAFF REPORTS:
GREAT EXPECTATIONS PRESENTATION – VIVI GRIGSBY
Vivi Grigsby shared with the board that Dennis Elementary has been named a Great
Expectations Model School. Great Expectations is guided by six basic tenets that
provide guidelines for program training and implementation and serve as standards for
evaluating Great Expectations schools. Those tenets are:
• All children can learn
• Building self-esteem
• Climate of mutual respect
• Teacher attitude and responsibility
• Teacher knowledge and skill
• High expectations
Staff at Dennis Elementary began working four years ago to become a model school. A
model school must have 90% of the teachers implementing 100% of Great Expectations
practices each day. Practices include a positive and caring environment, display of
student work, recitation of school and classroom creeds, use of enriched vocabulary and
more. The mission of Great Expectations is to motivate, inspire and challenge
individuals to achieve excellence in learning and live a life of productivity. Research
indicates that students in classrooms implementing Great Expectations methodology
shows increased student academic achievement in reading, language arts and math.
FINANCIAL UPDATE – SHANNON MEEKS
Shannon Meeks, Executive Director of Finance, reported that the money left over at the
end of the fiscal year after all obligations have been paid is on track to end up slightly
higher than estimates at the beginning of the fiscal year. At the beginning of the fiscal
year, the projected end of year fund balance was $3,412,487. Mr. Meeks said the fund
balance projection is now $3,628,869, a positive difference of $216,382.
PROJECT UPDATE ON PUTNAM CITY WEST SOFTBALL/BASEBALL FIELDS – RICK WATERS AND TERRY PARKER
Rick Waters and Terry Parker updated the board on three phases of improvements planned for the athletic complex at Putnam City West High School. Phase 1 will include the redesign of both the softball and baseball fields as well as removing the existing tennis courts and other existing support buildings and structures. It will also include all the support accessories for both fields including irrigation, metal panel fencing, chain link fencing, backstops, dugouts, field netting, bases, foul poles, bleacher pads, bleachers, site fencing and bullpens. Work on the softball field should begin in early April, while work on the baseball field should begin in early May. Completion of Phase 1 work is expected sometime in August.
Phase 2 will include a new press box that supports both softball and baseball fields.
The structure will include new restrooms and a vending area. Phase 2 will also provide
a new maintenance facility for both softball and baseball, a new batting cage, field
lighting and installation of two new scoreboards. Completion of Phase 2 is set for the
end of December.
Phase 3 will include building four new tennis courts west of Eagle Lane in the north end
of the school parking lot. The work includes fencing with wind screens, stadium
lighting, bleacher areas, court nets, a two-tone playing surface and restrooms.
Completion is scheduled for late spring 2010. MAPS for Kids funds will cover the
$1,970,000 cost of all three phases.
ITEM #4 – OATHS OF OFFICE FOR MARK BLEDSOE ELECTED TO OFFICE #2 AND TAMMY WEST FOR OFFICE #4 ON THE PUTNAM CITY SCHOOLS BOARD OF EDUCATION.
Debbra Baldwin, Clerk of the Board of Education, administered the Oath of Office to Tammy West for Office No. 4 on the Putnam City Schools Board of Education. Tammy West is replacing Jerry Cramer who decided not to run again for Office No. 4. Mrs. West ran unopposed as a candidate for office No. 4, and her term will expire in 2014.
The Oath of Office was also administered to Mark Bledsoe for Office No. 2 on the Putnam City Schools Board of Education. Mr. Bledsoe first joined the board in June, 2008 when he was appointed to replace a board member who resigned after moving out of the area she represented. By winning the February 10 election, Bledsoe won the right to fill out the remainder of the original board member’s term which will end in 2012.

ITEM #8 - CONSIDERATION OF AND VOTE ON MOTION TO APPROVE CHANGES TO THE 2008-2009 SCHOOL CALENDAR.

The changes to the calendar will be to move 3rd quarter to March 13 in order to absorb some additional days for the snow days lost and better balance out the quarters. The changes reflect the absorption of the snow days at the end of the calendar moving the last day of school to May 21. The proposed changes also reflect changes to the last day for 196-day, 200-day, and 216-day employees.
ITEM #9 – CONSIDERATION OF AND VOTE ON MOTION TO APPROVE CONTRACT WITH LA PETITE ACADEMY FOR AN ADDITIONAL FOUR-YEAR-OLD PROGRAM.

ITEM #11 – SUPERINTENDENT’S REPORT.
• Putnam City West choir students were outstanding in their performance tonight from Thoroughly Modern Millie.
• Thank you, Mrs. Grigsby, for the Great Expectations presentation.
• Welcome Mrs. West to the School Board. It is delightful to have you. Congratulations to Mark Bledsoe for winning the election as well. Boys and girls will benefit from your service to Putnam City Schools.
• Congratulations to Bettie Estes-Rickner for a state-wide award presented to her during the Oklahoma Technology Association conference. Bettie was named the Outstanding Director of Technology for the state of Oklahoma. Having witnessed her work I can say it is well deserved and a reflection of the entire technology department of the district.
• Our heartfelt appreciation is extended to the PCACT, OEA, and Feed the Children for their book distribution last week. Every elementary child in the district received a book for Read Across America Week. Thank you so much for your work in this endeavor.
• Just as a reminder, the Teacher of the Year reception will be conducted on Monday, March 2, at 6:30 p.m. at New Church. We look forward to celebrating with these fine educators that evening.
• Two of the district’s teachers were selected to conduct demonstrations with a few of their students last Monday at the State Superintendent’s Technology Day at the Capitol. Jody Bowie from PCHS and Charri Stratton from Wiley Post represented the district at that event. Mr. Bowie’s demonstration involved an online forum and discussion board. Ms. Stratton showcased two projects. The first was the 4th grade blabber which involved biographical research on historical figures and the second was the utilization of photobooth to capture summaries of children’s books. We appreciate the work of these teachers and students.
• The Sea Chanters, a US Navy choral group, will be performing at PCHS on March 6th at 7:00. It should be a delightful evening.
• If you watch the television series, Scrubs, you will find a former district student playing one of the interns. Betsy Beutler, PCHS Class of 1999, is performing in that role.
• Dawn Thrailkill, orchestra instructor at PCHS, was recognized as the Oklahoma Chapter of the American String Teachers Association “String Teacher of the Year.” Also recognized at OMEA was Bob Early from PCHS who was named “2009 Exemplary Teacher of the Year.” Congratulations to these fine music educators.
• 159 fourth through eight grade students from Windsor Hills, Overholser, Harvest Hills, Will Rogers, Hefner, and James Dennis participated in the Fifteenth Annual Circle the State with Song in late January. These exceptional music students had the opportunity to work with choral clinicians on some challenging music selections making for a wonderful choral experience.
• The Northridge academic team won first place in the State of Oklahoma Winter 2009 Competition for the Knowledge Masters Open. The 5th graders on the team were Nick Farmer, Conner Griffin, Lindsay Larkins, Jake Mitchell, Erika Russell, and Jennifer Tran.
• As has been widely publicized, Xavier Henry has been selected to the McDonald’s All American Basketball Team and will compete in Miami, Florida, on April 1st.
• Hefner Middle School’s 8th-grade quiz bowl teams took first and second place at the regional quiz bowl tournament Saturday in Stillwater. Both teams qualified for the state tournament in mid-April at the University of Oklahoma. Hefner’s first-place team consists of Max Reed, Conrad Walcher, Connor Hamilton, Austin Curtis, Jeran Kruta, Cole Morris, Jordan Brannan and Andrew Wilmes. The Hefner team that took second place consists of Matthew Leake, Tate Roberson, Charlotte Mitchell, John Barritt, Travis Jacobs, Tyler Watson, Jacob Bohmann and Jonathan Ballew. The teams are coached by Ann Chesney and Barbara Fowler.
• Hefner’s 7th-grade quiz bowl team qualified for state competition by taking second place at a regional quiz bowl tournament in mid-February at Carl Albert High School. The students on this team are Kieona Cook, Mason McLemore, Daniel Almueti, Drew Cranford, Evan O’Brien, Carissa Haynes and Ryan McCoy. State competition for this team is in early April at the University of Oklahoma. This team is also coached by Ann Chesney and Barbara Fowler.
• Paris Schoppa of Putnam City North brought home state championships in the 50-yard freestyle and the 100-yard freestyle in state competition Saturday at Oklahoma City Community College. Kaylee Steffen of Putnam City West won the 200-yard IM state championship and finished second in the 100-yard backstroke.
• Seven wrestlers from district high schools took part in regionals over the weekend and earned their way to state competition. Congratulations to Chase Martinez, J.D. Martinez and Zach Taylor of Putnam City West; Cody Jackson and Mitch Wilson of Putnam City North; and Brandon Coleman and Toby Lambkin of Putnam City High. State competition is this Friday and Saturday at the State Fairgrounds Arena.
• The Oklahoma Foundation for Excellence announced today the winners of its Oklahoma Medal for Excellence awards honoring five outstanding educators in Oklahoma's public schools.
The prestigious awards will be presented at the foundation's 23rd annual Academic Awards Banquet on May 16. Each of the five winners will receive a $5,000 cash prize and a glass "Roots and Wings" sculpture, created by Oklahoma artist Ron Roberts and produced by Jim Triffo of Oklahoma City. Medals are awarded annually to outstanding Oklahoma teachers, one each at the elementary and secondary levels and to an administrator from the elementary or secondary level.
The winner of the Medal for Excellence in Elementary/Secondary Administration is Barbara Gabel, fine arts coordinator for the Putnam City Public School District in Oklahoma City.
An accomplished artist and art educator for nearly 40 years, Gabel assumed her current post in 1997, overseeing administration of all district programs in visual and performing arts. "Many teachers and thousands of students have reaped the benefits of her dedication to the
field of arts education," said nominator Susan Gabbard, Director of Fine Arts for Oklahoma City Public Schools. "She has created quality professional development for teachers and created a strong arts education network across the state." Glen Henry, Director of Arts Education for the Oklahoma State Department of Education, credits Gabel for creating several statewide initiatives, including the Superintendent's Awards for Arts Excellence and a network for arts in education schools and communities. "Not only is Barbara Gabel Oklahoma's art saint, but she is a strong advocate for quality standards-based instruction and the administrator of an exemplary arts education program for Putnam City Public Schools," Henry said.
In addition to presenting the Medal for Excellence awards, the Oklahoma Foundation for
Excellence will honor 100 of Oklahoma's top public high school seniors as Academic All-
Staters at its May 16 banquet. The Academic Awards Banquet is open to the public, with
admission priced at $50. The awards ceremony will be televised statewide by OETA, the Oklahoma Educational Television Authority, at 8 p.m. May 23.
Also in regard to the Foundation for Excellence, three Putnam City Students are named as Academic All-Staters. Putnam City High School senior, Jonathan Davis, Putnam City West High School senior, Matthew Gallant, and Putnam City North High School senior. Aditi Jalla, have been named to the 2009 Academic All-State Class by the Oklahoma Foundation for Excellence. The students are three of the 100 top public high school seniors, selected from 561 nominations statewide, hailing from 82 different schools in 71 Oklahoma school districts.
Hopefully we can have these fine students and Ms. Gabel at a future board meeting for formal recognition. These are outstanding achievements indeed.
ITEM #12 –COMMENTS BY BOARD MEMBERS.
Gail LoPresto thanked Julie Jenison for her service as board president. She said Mrs. Jenison did a very thorough job in the superintendent search process and in hiring Mr. Hurst. Mrs. LoPresto praised the choir at Putnam City West for being chosen to represent Oklahoma at an event in Washington, D.C., and said that choir director Andria Phillips has done a wonderful job. She said she especially enjoyed the tap dancing. She congratulated Bettie Estes-Rickner on her technology award. Mrs. LoPresto congratulated Tammy West and Mark Bledsoe for new terms on the board. She announced that the United States Navy Sea Chanters Chorus will perform at Putnam City High School at 7:00 p.m. Friday, March 6, 2009. Mrs. LoPresto said she attended the State Superintendents’ Alliance for the Arts with Barbara Gabel last week, and several people in attendance commented on how lucky Putnam City is to have Barbara Gabel in our district.
Becky Haliburton echoed Mrs. LoPresto’s comments. She said she was in one of the buildings when the tornado hit a couple of weeks ago, and she was very impressed with how school officials handled the emergency and kept kids safe. Mrs. Haliburton asked Dr. Mouse for information on the basketball tournaments this weekend. She encouraged parents and kids to show good behavior at the games and said she appreciated positive cheering.
Mark Bledsoe congratulated all those mentioned in the Superintendent’s Report. He said he was excited to hear about Bettie Estes-Rickner’s award. Mr. Bledsoe thanked Shannon Meeks for his financial update.
Tammy West said she was impressed with the Great Expectations presentation given by Vivi Grigsby. She said she enjoyed the Putnam City West choir performance. Mrs. West said her kids have been a part of the music department at Putnam City West, and it is very important to her. She thanked everyone for making her feel welcome on the board.
Julie Jenison congratulated Tammy West and Mark Bledsoe. She said she enjoyed the Putnam City West choir performance and said that Andria Phillips does a good job in leading the choir. Mrs. Jenison said she was impressed with the Great Expectations presentation. Being a Great Expectations Model School took a lot of work from Vivi Grigsby and her staff. She congratulated Barbara Gabel and Bettie Estes-Rickner for their awards. Mrs. Jenison thanked Architecture Incorporated for their work on the facilities at Putnam City North, Putnam City West, and other district locations, saying they always do an amazing job.
