The Putnam City Schools Board of Education of Independent School District No. One of Oklahoma County, State of Oklahoma, met in regular session Monday, September 8, 2008 at 6:00 p.m. in the Board room at the Administration Building, 5401 NW 40th, Oklahoma City, Oklahoma. The agenda and meeting notice were posted on Friday, September 5, 2008 at 4:30 p.m. in accordance with 25 O.S. § 311.

ITEM #6 – CONSIDERATION OF AND VOTE ON MOTION TO PROVIDE MEDICAL SERVICES FOR A STUDENT WITH SPECIAL HEALTH NEEDS. (PROJECT 621, IDEA)
Jerry Cramer made a motion to approve motion to provide medical services for a student with special health needs. Gail LoPresto seconded the motion. Vote: Cramer, aye; Haliburton, aye; Bledsoe, aye; LoPresto, aye; Jenison, aye.
The medical services will be provided by Maxim Healthcare Services, Inc. Charges will be based on a rate of $30.00 per hour for services provided by an LPN not to exceed eight (8) hours a day, and $40.00 per hour for services rendered by an RN, not to exceed eight (8) hours a day.
ITEM #7 – CONSIDERATION OF AND VOTE ON MOTION TO APPROVE SECTION 403(B) PLAN ADMINISTRATIVE SERVICES AGREEMENT WITH AMERICAN FIDELITY ASSURANCE COMPANY.

ITEM #9 – CONSIDERATION OF AND VOTE ON YOUTH CORNERSTONE’S THRIVE PROGRAM PROPOSAL.

ITEM #10 – PRESENTATION BY LAURA HOLMES AND VOTE ON MOTION TO APPROVE OIL AND GAS LEASES.
Laura Holmes told the board the three oil and gas leases with Chesapeake Exploration agreement will bring the district a one-time payment of $500 per acre on 51.22 acres which includes Overholser Elementary, Cooper Middle School, and Putnam City West, plus the possibility of royalties at some point in the future. The leases specify that there will be no drilling operations conducted on the surface of the properties.

ITEM #11 – SUPERINTENDENT’S REPORT.
• Enrollment Counts
From our first count on August 14, the secondary schools have increased their enrollment by 661 students as of September 3. We also show an increase over last year’s corresponding date count of 102 students at the secondary schools.
At the elementary level, we are up 128 over the same date last year for total of 9336 elementary students. Between our first count on August 14 and the September 3 tally, we have enrolled 421 more elementary students.
As of our last formal count, there are 18,689 students in membership in the district. This compares to 18,459 students at this time last year.
• Meal Counts
We have served 44,629 breakfasts this August which is an increase of 2,301.
We have served 4,510 more lunches than last August for a total of 135,005 this August.
There has been an increase in ala carte equivalent meals to 49,203 which is an increase of 1,185.
These increases for the month of August are significant, and our gratitude is extended to the entire Child Nutrition team.
• Adequate Yearly Progress
It is our great pleasure to announce that the Putnam City Schools has not a single school on the School Improvement list. While we celebrate this fact in this venue, I know each of our schools, their leadership, teaching staff, and patrons share the pride in this collective work. Certainly we must continue our efforts to insure that all of our students do quality work and are successful in that which we expect them to know and be able to do.

The Fine Arts Program was awarded its third “Dancewise” grant that will be facilitated this fall for a project running $30,600. The last six elementary schools will be targeted this year to finish the initiative and promote dance district wide.
PC Fine Arts teachers who will be taking top positions of leadership in their professional organizations:
Cristi Miller – Music Specialist at Downs will be President of the Oklahoma Music Educators Association
Glenda Ross – Visual Arts Specialist at PCN will be President of the Oklahoma Art Education Association
Anne Guevara – Orchestra Specialist at PCW will be the incoming Chair of the Oklahoma Alliance for Arts Education
Melinda Porterfield, Career Technology Program Coordinator, received a $20,000 Carl Perkins grant to work on Teachers as Advisors Curriculum.
Bob Melton, Science Curriculum Facilitator, is a nominee for President-Elect of the National Association of Biology Teachers.
All sites will be celebrating Constitution Day on September 17 – the anniversary of the U.S. Constitution.
• Congratulations to Cory Boggs. He has been selected Leader of the Year by Tech Magazine.
ITEM #12 – COMMENTS BY BOARD MEMBERS.
Jerry Cramer congratulated administrators and teachers for honors and recognition they have recently received. He also congratulated teachers and administrators for their efforts that resulted in no district schools being included on the state’s Needs Improvement list.
Becky Haliburton congratulated administrators and teachers for their honors and recognition as well as a job will done in keeping our schools off the Needs Improvement list. She also said she was proud of the fine arts staff for being leaders in the district and in their professional organizations.
Mark Bledsoe thanked administrators and teachers for the work done in the schools to make Adequate Yearly Progress.
Gail LoPresto congratulated administrators and teachers as well. She said she enjoyed attending the Oklahoma State School Boards Association meeting and seeing employees receiving and giving awards. Mrs. LoPresto stated we are fortunate to have Joe Pierce here in Putnam City. She congratulated Overholser Principal Lee Ann Teasley and her staff on winning a technology grant. She said open houses at Putnam City West and Capps Middle School were enjoyable and well attended. Mrs. LoPresto congratulated Cory Boggs for being selected Leader of the Year by Tech Magazine.
Julie Jenison congratulated everyone involved in schools making Adequate Yearly Progress. She was impressed with recognition given to Putnam City staff at the recent state school boards meeting.
ITEM #13 – CONSIDERATION OF AND VOTE ON NEW BUSINESS.
There was no new business.
ITEM #14 – CONSIDERATION OF AND VOTE ON MOTION TO RECONVENE ON THE BUS FOR THE PURPOSE OF TOURING NEW FACILITIES CONSTRUCTED THIS SUMMER.

ITEM #15 – TOUR NEW FACILITIES.
The board and others toured Coronado Heights Elementary new track, walked through the Putnam City High School auditorium renovation, viewed new Central Elementary construction from the outside, viewed Overholser Elementary elevator project from the outside, walked around Putnam City West athletic fields, and viewed the standing seam roof as well as the interior light project at Western Oaks Elementary.

ITEM #1 - INSPIRATIONAL MESSAGE, MOMENT OF SILENCE, AND PLEDGE OF ALLEGIANCE – BART DANIEL.
Bart Daniel, Principal of Coronado Heights Elementary School, gave the Inspirational Message, Moment of Silence, and Pledge of Allegiance.
ITEM #2 - INFORMATION AND STAFF REPORTS:
Kelly Suchy, READY! for Kindergarten Program director, shared with the board members the program’s goals, mission and activities. READY! for Kindergarten is a program that gives hands-on help to parents of children ages birth to five. Some of the goals for READY! are to provide information to parents about how a child learns at each age level, and provide essential activities and tools that a child and their parent can use together at home to make learning fun and easy.
The classes teach parents to read to their child at least 20 minutes a day, as well as “play with a purpose” with their child for at least 5 minutes a day. Parents are given information on how to teach letters and sounds, math and reasoning and social and emotional development. All parents and guardians who take the classes receive free games, books and toys, plus a notebook full of information.
Fall classes will be held on Oct. 11, Oct. 13, and Oct. 14, and will be offered in both English and Spanish. Classes are taught at the Putnam City Center, 5604 NW 41st with childcare provided. Winter and spring classes will also be offered.
Shannon Meeks, Executive Director of Finance, presented the board members with a financial update. This year, our district revenues will increase by $82,003 due to a 4.18 % increase in net assessed valuation. The net assessed valuation is the total taxable value of all property in the district. The average increase has been 5.1% in the last 10 years. Revenue will be increased $1,337,385 due to the increase in net assessed valuation. However, this will cause the state to reduce its aid to the district by $1,255,382.
Mr. Meeks also shared that lapsed warrants totaled $419,807, and those funds are now available for district use. Lapsed warrants are purchase orders from the previous year that were closed with funds still unspent.
Sue Kuntze and Dr. Melani Mouse shared a presentation on the districts’ testing and API information.
Third and 4th grade students took state tests in reading and math. In reading, 86% percent of 3rd graders scored satisfactory or advanced compared to a state average of 87%. In math, 79% scored satisfactory or advanced compared to state average of 78%. In 4th grade reading, 94% scored satisfactory or advanced compared to a state average of 92%. In 4th grade math, 86% of scored satisfactory or advance compared to a state average of 83%.
Fifth grade students took tests in five subject areas. In reading, 92% scored satisfactory or advanced compared to a state average of 84%. In math, 91% scored satisfactory or advanced compared to a state average of 87%. In science, 87% scored satisfactory or advanced compared to a state average of 85%. In social studies, 73% scored satisfactory or advanced compared to a state average of 68%. In writing, 87% scored satisfactory or advanced compared to a state average of 80%.
Sixth grade students tested in reading and math. In reading, 84% scored satisfactory or advanced compared to a state average of 86%. In math, 82% scored satisfactory or advanced compared to a state average of 84%.
Seventh grade students tested in reading, math, and geography. In reading, 83% scored satisfactory or advanced compared to a state average of 83%. In math, 82% scored satisfactory or advanced compared to a state average of 82%. On geography tests, 88% scored satisfactory or advanced compared to a state average of 87%.
Eighth grade students tested in five areas. On reading tests, 87% scored satisfactory or advanced compared to a state average of 87%. In math, 88% scored satisfactory or advanced compared to a state average of 85%. On science tests, 93% scored satisfactory or advanced compared to a state average of 92%. In history, 85% scored satisfactory or advanced compared to a state average of 74%. On writing tests, 97% scored satisfactory or advanced compared to a state average of 95%.
End of instruction tests were given to a few middle school students but mostly to high school students. Tests were taken in seven areas. On English II tests, 82% scored satisfactory or advanced compared to a state average of 79%. On English III tests, 84% passed compared to a state average of 84%. On Algebra I tests, 83% passed compared to a state average of 79%. On Algebra II tests, 63% passed compared to a state average of 55%. On Geometry tests, 77% passed compared to a state average of 71%. In Biology, 59% passed compared to a state average of 57%. In History, 77% passed compared to a state average of 69%.
The Academic Performance Index (API) is a numeric score ranging from 0 to 1500 that indicates school performance based primarily upon the test results above, but also upon the percentage of students tested and attendance for elementary and middle schools, and the percentage of students tested and graduation rate for high schools.
Dr. Mouse and Mrs. Kuntze reported that scores in Putnam City Schools show improvement at most schools and high API scores across the board. Coronado Elementary had an API score in the 1400s and 13 elementary schools had API scores in the 1300s. In addition, every middle school and high school recorded higher API scores this year than last year. The highest score for a middle school was Hefner Middle School who had an API score of 1372, and the highest score for a high school was Putnam City North who had an API of 1359.
The preliminary district API score shows an increase with a score of 1288 for 2007-2008 compared to 1265 the year before.
Only one school, Hilldale Elementary, did not make AYP in one subgroup: reading scores for ELL students.
Dr. Mouse and Mrs. Kuntze reported the great news that none of Putnam City schools are on the state’s School Improvement List.

ITEM #20 - SUPERINTENDENT’S REPORT.
• I would like to begin this report with some recent student accomplishments. First, I would like to recognize two students who excelled at recent competitions at the State Fair of Oklahoma. Rachel Leah Curl, a 4th grade student at Tulakes, won first place in the 3rd and 4th grade spelling competition. Rachel received a certificate, a medallion, and a $100 savings bond. She also received 3rd and 5th place awards in a crafts competition. Rachel is a student in Mrs. Rogers class at Tulakes.
• I would also like to recognize Kayleigh Peters for her 2nd place award in the 5th and 6th grade spelling category. She was presented a ribbon, certificate, and $50 savings bond. Kayleigh is a 5th grade student at Lake Park Elementary. Last year, Kayleigh won the competition for 3rd and 4th grade category.
• Cullen Peters, a 3rd-grader at Lake Park Elementary School and Kayleigh’s younger brother, took 5th place in the competition for 3rd-graders and 4th-graders. Cullen was presented a ribbon and certificate.
• I would also like to announce that the Putnam City School District has received notice of 6 national Merit Scholarship Program Semi-Finalists. From Putnam City North High School we would like to recognize:

• Also announced as a semi-finalist is Dexter Settles from Putnam City West High School.
What a prestigious honor for each of these students! More than 1.5 million high school juniors in over 21,000 high schools entered this program by taking the 2007 Preliminary SAT/National Merit Scholarship Qualifying Test. The national pool of semifinalists represents less that one percent of US high school seniors and includes the highest scoring entrants in each state.
We are truly proud of these students, their commitment to this academic work, their
individual perseverance, and their families involvement in the educational process. This
is recognition that cannot be overstated.
• It is also my great pleasure to recognize two of the district’s teachers who have received significant awards. First, as a result of the State Teacher of the Year Competition, Star Gomez, the districts Teacher of the Year, was named a “Rising Star” among the hundreds of representatives from districts across the state. It was a pleasure to share this moment with Ms. Gomez. We are delighted for her recognition but more importantly for her daily work with the boys and girls of Apollo Elementary. I know that Ms. Crump and all the staff in the district are excited for Ms. Gomez.
• Kelli Chastain, 1st grade teachers at Lake Park, has been named as recipient of the Teacher of the Community Award. There was a delightful presentation at the Lion’s Pause gathering at Lake Park Friday afternoon. This award was presented by two Walmart representatives and is well deserved. On a personal note, I must add that Ms. Chastain’s class last year prepared a welcoming book for me entitled “In Putnam City You Will Find” that highlights many of the wonderful characteristics of the district. I can tell you it is a greatly valued work. Again, congratulations to Kelli Chastain.
• Thanks to all of our staff, patrons, families, and students who participated in Challenge Day at each of our high schools. What a powerful activity! It is certainly a fulfilling, culturally altering experience. I think all of us who have been personally involved would express our gratitude to the district’s public school foundation for their support as well as to the individual and corporate sponsors who have provided encouragement and resources for this wholesome program.
• A major foundation fund raiser was conducted today. The foundation golf tournament was a great success as a result of tremendous effort by Caroline Gist and the leadership of this fine group of patrons. Approximately 25 foursomes supported the efforts of the foundation by their participation today. It was indeed a wonderful day to share with the many fine supporters of the district. We applaud all that the foundation does for the students and staff of the district.
• I would also like to acknowledge the valuable contributions of the following groups who contributed school supplies to the students and schools of the district:

Cathedral of Praise Outreach Center
Life Church
Cricket Communications
We so much appreciate these contributions for the benefit of our children. Their
thoughtfulness is more meaningful that you could know.
• And finally I would report our membership count after 24 days of school. We have 93 more elementary students, 66 more middle school students, and 16 more high school students than the corresponding reporting period last year. This represents an increase of 142 students. Our first quarter statistical report is quickly approaching, and this raw membership increase in encouraging in that regard. Further, we appreciate everyone’s assistance in our efforts to strengthen our child counts as related to the Weighted Average Daily Membership (WADM) of the district. Positive growth in total WADM may bring financial benefit to the district.
ITEM #21 - COMMENTS BY BOARD MEMBERS.
Jerry Cramer thanked Mr. Hurst and staff members who made presentations at the beginning of the meeting. He said it was a great opportunity for the board, employees, and patrons to learn more about the district. Mr. Cramer congratulated April Grace for being appointed Executive Director of Human Resources. He congratulated the students named as national merit semifinalists. Mr. Cramer congratulated Star Gomez and Kelli Chastain on their awards. He said he has known Kelli Chastain since she was in high school and that she is a magnificent teacher. Mr. Cramer thanked the Putnam City Foundation for sponsoring Challenge Day at all three high schools.
Becky Haliburton thanked Kelly Suchy, Dr. Mouse, and Sue Kuntze for their reports. She thanked Paul Hurst for speaking at a recent Putnam City North PTA meeting and a recent Putnam City PTA Council meeting. She said she enjoyed the PC North Dessert Revue, and it was a showcase for a great deal of talent. She also asked that the board have an opportunity at some point in the future to discuss dress codes.
Mark Bledsoe thanked Shannon Meeks for sharing news about district finances. He said thanks for sharing the good news across the district. Mr. Bledsoe congratulated April Grace on being appointed to Executive Director of Human Resources. He also congratulated Star Gomez, Kelli Chastain, and students named as national merit semifinalists.
Gail LoPresto congratulated administrators, teachers, and students on test scores. She commented on what a great teacher Kelli Chastain is. Mrs. LoPresto congratulated Dr. Grace on her appointment as Executive Director of Human Resources. She congratulated Lynette Thompson on her recognition as an outstanding middle school principal.
Julie Jenison congratulated everyone mentioned by other board members and Mr. Hurst. She congratulated administrators, teachers, and students on the incredible test scores. She also congratulated Kelli Chastain for receiving the Teacher of the Community award.
