REGULAR BOARD OF EDUCATION MEETING
Monday, October 6, 2008

The Putnam City Schools Board of Education of Independent School District No. One of Oklahoma County, State of Oklahoma, met in regular session Monday, October 6, 2008 at 6:00 p.m. in the Board room at the Administration Building, 5401 NW 40th, Oklahoma City, Oklahoma. The agenda and meeting notice were posted on Friday, October 3, 2008 at 4:30 p.m. in accordance with 25 O.S. § 311.

Members present: Julie Jenison, president; Jerry Cramer, vice-president; Becky Haliburton, Gail LoPresto, and Mark Bledsoe, members; Superintendent Mr. Paul Hurst; Debbie Baldwin, clerk; and others.

ITEM #1 - INSPIRATIONAL MESSAGE, MOMENT OF SILENCE, AND PLEDGE OF ALLEGIANCE – TERI VOSS.

Teri Voss, Assistant Principal at Putnam City High School, gave the Inspirational Message, Moment of Silence, and Pledge of Allegiance.

ITEM #2 - INFORMATION AND STAFF REPORTS:

• ACT Presentation – Dr. Joe Pierce

Dr. Pierce told the board that ACT scores of the Putnam City’s 2008 graduates are higher than state averages in every area and higher than national averages in all but one area. The composite ACT score for 2008 Putnam City graduates was 21.7, compared to 20.7 for Oklahoma students and 21.1 for students across the nation.

In English, the average score for 2008 district students was 21.8, compared to 20.5 for state students and 20.6 for students nationwide. In math, district students averaged 20.8 compared to 19.8 for state students and 21.0 for students nationwide. In reading, district students average 22.4, compared to 21.4 for state students and 21.4 for students nationwide. In science, district students averaged 21.3, compared to 20.4 for state students, and 20.8 for students nationwide.

In each subject area, scores say more Putnam City students are ready for college than are Oklahoma graduates overall. Dr. Pierce said the data is clear that students who complete more rigorous courses in core academic subjects in high school consistently score higher on standardized tests and college entrance assessments. These students are more likely to participate and succeed in college.

ITEM #7 - CONSIDERATION OF AND VOTE ON MOTION TO SET A SPECIAL BOARD MEETING FOR A WORK SESSION OCTOBER 27, 2008 AT 6:00 P.M.

ITEM #8 – SUPERINTENDENT’S REPORT.

• I want to begin by expressing my personal and professional appreciation to all of our schools for their thoughtful and thorough site improvement presentations conducted on September 23 – September 25. The principals and the staffs of each of the district’s sites did an outstanding job in the analysis of achievement data and planning for specific action in regard to strengths and weaknesses. The site improvement teams composed of principals and teachers obviously share a keen focus on student learning and the “whatever it takes” behaviors to make it happen. The presentations were conducted by feeder pattern (high school, middle schools, and elementary schools) and allowed others within a geographical area an opportunity to share mutual interests and strategies.

• The district was host to a two day session of leadership development for the Superintendents’ Academy sponsored by the Cooperative Council of Oklahoma School Administrators (CCOSA). Approximately forty educators gathered here for a very intensive, interactive training opportunity. Bettie Estes-Rickner played a major role in this activity.

• We would like to thank the Oklahoma Bar Association for its donation to the district of 1000 pocket constitutions. These were distributed during the district’s observance of Constitution Day. I would add for your information that Celebrate Freedom Week and Veterans’ Day will be observed the week of November 10th.

• The district was notified last week that it had been awarded a grant for Arts in Education in the amount of $4250. The grant will be utilized to assist our schools with the design and implementation of arts assessment strategies, aligning new PASS skills, professional development, and to provide visiting artists. I would like to congratulate Barbara Gabel and the other staff involved for the preparation of the grant application.

• I would like to congratulate Brent Robinson, a student at Cooper Middle School, who raised $4000 for research and treatment of Juvenile Diabetes. To raise this significant amount of money, Brent with his father bicycled 100 miles in a ride conducted in Montana. What an effort for such a worthy cause!

• It is my pleasure to announce that 56 orchestra students from the Putnam City middle schools were selected as members of the Central Oklahoma Honors Orchestra. Selections were made by audition at Casady School on Saturday, October 4th. Congratulations to these talented musicians.

• I would also like to recognize Alexandria Assaleh, a junior at Putnam City North High School, who has been selected to be part of the Youth Council of Oklahoma City, a project sponsored by the City of Oklahoma City and Leadership Oklahoma City, which educates and involves students in city government. This program allows two students form each of the city’s eight wards and two at-large representatives to spend one year learning about the challenges and successes of local government. The students are asked to serve as liaisons among the city, their peers, and their wards. We appreciate Alexandria’s involvement in such a challenging and instructive activity.

• It is my delight to announce that Putnam City North High School’s cheerleaders won first place Saturday at the State Cheerleading Championships in Norman, topping fourteen other teams in the 6A division. This state championship is the second in three years for the PCN squad having also earned the championship in 2006. Congratulations to these fine student athletes.

ITEM #9 - COMMENTS BY BOARD MEMBERS.

Jerry Cramer congratulated those mentioned in the Superintendent’s Report. He said he is very proud of Putnam City’s Fine Arts program. Mr. Cramer said he was disappointed to see the number of students taking the ACT tests has declined. He said the fee to take the ACT test was expensive and scholarships would be helpful.

Becky Haliburton thanked Dr. Pierce for his ACT presentation. She thanked the district for sending letters from principals to more than 1,200 people who live near district schools. Principals enclosed a copy of the school report card with their letters. The letters informed school neighbors about the school and invited them to visit. Mrs. Haliburton said it was an outstanding tool to brag on our district.

Mark Bledsoe said the district received praise for hosting the CCOSA Workshop, Leadership Development Process for Superintendents. Comments were very complimentary of Bettie Estes-Rickner who was one of the presenters.

Gail LoPresto thanked Dr. Pierce for the ACT presentation. She said she was surprised the number of ACT test takers had declined. Mrs. LoPresto also commented on the expensive cost to take the test.

Julie Jenison said she was amazed with the site improvement plans presented by schools last week. She said school staff not only knew statistics, but knew the individual students and their needs. Mrs. Jenison thanked Foundation representatives for attending the meeting.

Dr. Brian Chastain, Principal at Putnam City North, and Dan Allen, Assistant Principal at Putnam City West, recognized their National Merit Semifinalists. Talbot Bowden, Megan Fuzzell, Mary Haikin, Aditi Jalla, and Adam Moran were recognized from Putnam City North. Dexter Settles was recognized from Putnam City West.

ITEM #3 - PUBLIC PARTICIPATION.

Milissa R. Tipton, a parent of a Putnam City North student, asked for more appearance time for the school’s step team at football games.

ITEM #10 – CONSIDERATION OF AND VOTE ON MOTION TO APPROVE RESOLUTION FOR THE PUTNAM CITY SCHOOL DISTRICT ANNUAL ELECTION TO THE OKLAHOMA COUNTY ELECTION BOARD.

Gail LoPresto made a motion to approve the Resolution for the Putnam City School District Annual Election to the Oklahoma County Election Board. Jerry Cramer seconded the motion. Vote: Cramer, aye; Haliburton, aye; Bledsoe, aye; LoPresto, aye; Jenison, aye.

The election is set for Tuesday, February 10, 2009. This year, Jerry Cramer, Office No. 4, completes his 5-year term. An election is being held for Office No. 2 because the current office holder, Mark Bledsoe, was appointed to replace a board member who resigned after serving less than half her term in office. This election will determine who will serve the remainder of that term, which ends in 2012.

ITEM #11 – CONSIDERATION OF AND VOTE ON MOTION TO APPROVE PURCHASE OF POWERSCHOOL PREMIER. ($115,820 FROM 9-1-005)

ITEM #12 – SUPERINTENDENT’S REPORT.

• I would like to begin by expressing our sympathy to Dr. Joe Pierce and his family for the recent loss of his mother. Joe’s mother passed away unexpectedly on Friday. Certainly we have Dr. Pierce and his family in our thoughts and prayers.

• We do have some October 1st unofficial membership numbers to report to you this evening. Our total enrollment on that date was 18755 students. This is 19 fewer students than we had on the October count last year. The elementary schools reported 9452 students which is an increase of 145 children as compared to last year. The middle schools have 12 fewer students than last year reporting a membership of 3877 students as of October 1, 2008. In grades 9-12, we are showing an October count of 5426 students as compared to 5578 students last year. This is a difference of 152 students as compared to last years October count. We are going to take an in-depth look at this high school number to see if there are any trends. We need to isolate the site enrollments apart from Project Hope and Academy numbers to focus on that continuum. We will have more information for you when we have done a more complete analysis.

• It is my pleasure to report to you that 47 of the district’s high school musicians were selected for the North Central Honors Orchestra by audition earlier this month. Congratulations to these talented young people!

• The PCN orchestra has been selected to be an Honor Group at the Oklahoma Music Educators Association Convention in January. This is the only high school orchestra in the state to receive the honor this year.

• Congratulations to the Putnam City North Drama Department for their performance of “And Miss Reardon Drinks a Little” at the regional one-act play contest. The students placed first with this performance and will be competing at the state level on October 24th. The PAC and Stagecraft students won the technical award. Two performers were named to the All Regional cast with Kelsey Fisher placing first and Allie Mauck placing eighth.

• Congratulations to Jammy Salinas from Putnam City High School who has been named the McDonald Latino Youth Leader of the Month. Cox Communications will feature this fine student leader on an upcoming broadcast.

• I wish to congratulate Western Oaks Middle School and their robotics team for their 4th place finish in the OK BEST Robotic Competition over the weekend. This middle school group bested 14 high school teams. I certainly want to recognize their fine work.

• Congratulations to Lesa Rohrer, teacher at Putnam City High School, for being awarded a fellowship from Earthwatch, Live from the Field. This grant will allow this instructor to participate in conservation field research. It provides grant funding for travel and substitute costs for the research mission, Climate Change and Fragmented Forests. It also provides funding for a local conservation project.

• Finally I have some Advanced Placement news for you this evening. While I have asked Dr. Mouse to oversee a more complete report on our AP programs for a future presentation, I do have some initial information regarding student success with the AP curriculum. The following are three AP award categories and the number of the district’s students within each:

AP Scholar
This award is granted to students who receive grades of 3 or higher on three or more AP exams.
PCH 20 AP Scholars (up from 8 in 2007)
PCN 25 AP Scholars
PCW 13 AP Scholars

AP Scholar with Honor
This is granted to students who receive an average grade of at least 3.25 on all AP exams taken and grades of 3 or higher on four or more of the exams.
PCN 7 AP Scholars with Honor
PCW 2 AP Scholars with Honor

AP Scholar with Distinction
This is granted to students who receive an average grade of at least 3.5 on all AP exams taken, and grades of 3 or higher on five or more of these exams.
PCN 9 AP Scholars with Distinction
PCW 3 AP Scholars with Distinction.

ITEM #13 - COMMENTS BY BOARD MEMBERS.

Jerry Cramer congratulated the National Merit Semifinalists. He also thanked school administrators for their hard work in filing state accreditation reports.

Becky Haliburton thanked Milissa Tipton for speaking to the Board. She said that students and schools benefit from involved parents.

Mark Bledsoe thanked Milissa Tipton as well, and said he takes the issue very seriously. He said the level of academic and arts achievement in the district is remarkable and expressed appreciation to the students, parents and staff who make it happen. Mr. Bledsoe welcomed Representative Mike Shelton who was in attendance at the meeting.

Gail LoPresto thanked Ms. Tipton for speaking to the Board. She asked where Project Hope students were counted in enrollment numbers. Mrs. LoPresto invited employees and patrons to attend Putnam City West’s production of Joseph and the Amazing Technicolor Dreamcoat on October 30th and November 1st.

Julie Jenison thanked Foundation Board members for attending the meeting. She also thanked PTA Council President Bob Coursey, former Board members Melinda Bookout and Sue Sullivan and a Langston University graduate student for attending the meeting. Mrs. Jenison thanked Ms. Tipton for sharing her concern with the Board.

ITEM #14 - CONSIDERATION OF AND VOTE ON MOTION TO ENTER INTO EXECUTIVE SESSION FOR THE PURPOSE OF DISCUSSING NEGOTIATIONS PURSUANT TO 25 O.S. § 307 (B)(1) AND (2).

ITEM #1 – CALL TO ORDER AND RECORDING OF MEMBERS PRESENT AND
ABSENT.

Julie Jenison called the meeting to order at 6:00 p.m.

Members present: Julie Jenison, president; Jerry Cramer vice president; Gail LoPresto, Mark Bledsoe, and Becky Haliburton, members; Debbra Baldwin, clerk, and others.

ITEM #2 –CONDUCT A WORK SESSION FOR THE PURPOSE OF DISCUSSIONS BETWEEN THE BOARD OF EDUCATION, AND THE ADMINISTRATION REGARDING ANY MATTER OF DISTRICT BUSINESS INCLUDING BUT NOT LIMITED TO, FINANCIAL ISSUES, PERSONNEL ISSUES, EDUCATIONAL ISSUES, CURRICULUM, ADMINISTRATIVE ISSUES, ENROLLMENT, AND PHYSICAL FACILITIES’ ISSUES. NO ACTION WILL BE TAKEN ON ANY ITEM.

The Board and Paul Hurst, Superintendent, covered three areas in the work session.

1. Preliminary value statement for Putnam City.
Board members were asked to name what they valued in Putnam City schools.

2. Reflect on what Putnam City District does well.
Mr. Hurst asked Board members to respond with areas Putnam City does well.

3. If Putnam City was everything it could be, what would it look like?
Board members discussed their dreams for the future of Putnam City.

Mr. Hurst told the Board that all their responses during the work session will be compiled, and he would like to meet with them in a few weeks for further discussions.

ITEM #3 – CONSIDERATION OF AND VOTE ON MOTION TO ADJOURN.

Jerry Cramer made a motion at 8:10 p.m. to adjourn. Vote: Cramer, aye; Haliburton, aye; Bledsoe, aye; LoPresto, aye; Jenison, aye.
