REGULAR BOARD OF EDUCATION MEETING
Monday, April 7, 2008
The Putnam City Schools Board of Education of Independent School District No. One of Oklahoma County, State of Oklahoma, met in regular session Monday, April 7, 2008 at 6:00 p.m. in the Board room at the Administration Building, 5401 NW 40th, Oklahoma City, Oklahoma. The agenda and meeting notice were posted on Friday, April 4, 2008 at 4:30 p.m. in accordance with 25 O.S. § 311.
Members present: Julie Jenison, president; Jerry Cramer, vice-president; and Becky Haliburton, member; Superintendent Dr. Jim Capps; Debbie Baldwin, clerk; and others. Gail LoPresto was absent.
ITEM #1 - INSPIRATIONAL MESSAGE, MOMENT OF SILENCE, AND PLEDGE OF ALLEGIANCE – LEE ANN TEASLEY.
Lee Ann Teasley, Overholser Elementary Principal, gave the Inspirational Message, Moment of Silence, and Pledge of Allegiance.
ITEM #2 – RECOGNITION OF PUTNAM CITY NORTH STUDENT FOR WINNING STATE CHAMPIONSHIP IN DIVING.
Amy Kilby, Putnam City North student, was recognized for winning a state championship in diving.
ITEM #3 – RECOGNITION OF SUE SULLIVAN – JULIE JENISON.
Julie Jenison thanked Mrs. Sullivan for her years of service to the district. She has taught American History in Putnam City schools for 25 years, first for eight years at Putnam City High School and then for 17 years at Putnam City North High School. She retired from teaching in May 1995, then joined the board in February 1996.
ITEM #4 – PRESENTATION OF THE PUTNAM CITY PUBLIC SCHOOLS FOUNDATION OUTSTANDING SUPPORT STAFF AWARDS.
Five support employees were honored by the Putnam City Schools Foundation at Monday night’s board meeting with “Outstanding Support Staff” awards for the vital roles they play in the mission and operation of district schools.
Recognized for their accomplishments were Martha Christensen, an attendance secretary at Putnam City North; Linda DeGraffenreid, a health aide at Kirkland Elementary; Roger Dodd, a custodian at Putnam City North; Patti Rains, a receptionist and secretary at Putnam City North; and Denise Spaeth, a secretary at Putnam City West.
Each Outstanding Support Staff Award winner received a framed certificate and a check for $200.

ITEM #10 – CONSIDERATION OF AND VOTE REGARDING PROCEDURE TO FILL VACANT BOARD POSITION.

ITEM #11 – CONSIDERATION OF AND VOTE ON MOTION TO APPROVE REQUEST FOR MAPS FUNDS TO PURCHASE LIGHTING UPGRADES FOR THREE OF THE MIDDLE SCHOOLS AND SOUND SYSTEM UPGRADES FOR ALL FIVE OF THE MIDDLE SCHOOLS.
Becky Haliburton made a motion to approve request for MAPS funds in the amount of $289,425.19 to purchase lighting upgrades for three of the middle schools and sound system upgrades for all five of the middle schools. ITEM #12 – CONSIDERATION OF AND VOTE ON MOTION TO ACCEPT THE LOWEST/BEST BID FOR A FENCE AROUND THE COURTYARD AT PUTNAM CITY NORTH HIGH SCHOOL.
Jerry Cramer made a motion to approve the lowest/best bid from Homco Construction, Inc. for $114,700. Becky Haliburton seconded the motion. Vote: Cramer, aye; Haliburton, aye; Jenison, aye.
The purpose of the fence is to help ensure the security and safety of students.
ITEM #13 – CONSIDERATION OF AND VOTE ON MOTION TO APPROVE RENEWAL OF THE MUTUAL COOPERATION AGREEMENT WITH THE OKLAHOMA COUNTY FOR THE 2008-09 FISCAL YEAR.
Jerry Cramer made a motion to approve the renewal of the Mutual Cooperation Agreement with Oklahoma County for the 2008-09 fiscal year. Becky Haliburton seconded the motion. Vote: Cramer, aye; Haliburton, aye; Jenison, aye.
This agreement enables Oklahoma County to assist Putnam City School District with various projects, repairs, and construction. The county provides the man power and equipment, and the district pays for materials only.
ITEM #14 – CONSIDERATION OF AND VOTE ON BASIC LEGAL SERVICES PROGRAM FOR 2008-09 WITH THE CENTER FOR EDUCATION LAW, INC.
Becky Haliburton made a motion to approve basic legal services for 2008-09 with The Center for Education Law, Inc. Jerry Cramer seconded the motion. Vote: Cramer, aye; Haliburton, aye; Jenison, aye.
The Center for Education Law provides Putnam City Schools with attorneys who have experience with the multitude of issues facing Oklahoma school districts, and strive to provide responsive and competent legal representation at a reasonable cost.
ITEM #15 – CONSIDERATION OF AND VOTE ON CONTRACT FOR WORKERS’ COMPENSATION WITH HEALTHCARE SAFETY SOLUTIONS.
Jerry Cramer made a motion to approve contract for Workers’ Compensation with Healthcare Safety Solutions. Becky Haliburton seconded the motion. Vote: Cramer, aye; Haliburton, aye; Jenison, aye.
For the past five years, the number of workers’ compensation claims and the cost incurred has risen. The result is a rising cost in the district’s workers’ compensation premiums. Healthcare Safety Solutions will identify the barriers to the district’s safety success.
ITEM #16 – CONSIDERATION OF AND VOTE REGARDING APPOINTMENT OF EXECUTIVE DIRECTOR OF FINANCE.
Dr. Capps announced that the administration recommends that Shannon Meeks be named Executive Director of Finance. Jerry Cramer made a motion to approve Shannon Meeks as Executive Director of Finance. Becky Haliburton seconded the motion. Vote: Cramer, aye; Haliburton, aye; Jenison, aye.
ITEM #17 – SUPERINTENDENT’S REPORT.
• The Will Rogers fifth grade ballroom dance troupe was invited to perform at the State Capitol for Oklahoma Youth Arts Day. They were one of three elementary schools invited to perform at the Opening Ceremonies.
• James Pratt, 5th grade teacher at Central Intermediate, has been selected by the Mathematical Association of America (MMA) as the recipient of the 2008 Oklahoma Elementary Mathematics Teaching Award. Only one teacher in the state receives this award each year.
James has also won a Classroom Jeopardy game based on his entry about why his class
deserves to have this game. The contest was sponsored by KFOR & Devon, and the game is
valued at about $500, so congratulations James.
• Congratulations to Daniela Montoya, Western Oaks Elementary second grader, for winning 2nd in Oklahoma county for the Keep Oklahoma Beautiful poster contest. She will be presented with a $50 savings bond. She then went on to win 1st place in the state, which is a $250 prize!
• Senior LaRon Chapman of Putnam City North's high school newspaper The North Star was one of 102 journalism students nationwide to receive an Al Neuharth Free Spirit Scholarship worth $1,000. Congratulations!
• Congratulations! The McDonald Latino Youth Leader of the Month has been awarded to Judith Huerta and Nallely Galviz. Representatives from Cox Cable Communications will video tape Judith and Nallely at Putnam City High School.
• Northridge 5th grade academic team won 1st place in state in the 2008 spring contest of Knowledge Masters Open. Team members had to answer each question as a team via computer. Extra points were given for a quick answer. The questions were from various categories, including World and US History, Earth Science and Biology, Literature, Current Events, Math, etc. Good Work!
• Congratulations! Joanne Peterson, PC High teacher, has been selected as an OMRF Foundation Scholar for 2008 and will be working along side scientists at OMRF this summer.
• Several Putnam City High School students participated in UCO’s Multicultural Institute. Out of dozens of essay entries from high schools throughout the state, eight students’ essays were chosen as outstanding. Among the eight winning essays, two were from Putnam City High School. Cynthia Huynh earned an honorable mention for her essay, and Yen Tran took a 1st place award and a $50 prize. Congratulations!
• Congratulations! Putnam City North High School’s orchestra has been honored by the Oklahoma Secondary School Activities Association with a Distinguished Academic Award. The award recognizes the Putnam City North orchestra’s cumulative grade point average of 3.60 exceeding the 3.50 threshold for the honor.
• Thirteen Putnam City students and one assistant principal will be honored at the State Superintendent's Arts Awards of Excellence ceremonies. For the third year in a row, Putnam City has more students being honored than any other district.
The ceremonies are centered each year on showcasing high school seniors who have excelled in fine arts disciplines and who have also been academically talented and active in their communities. Receiving medals from State Superintendent of Education Sandy Garrett will be:

• Oklahoma Heritage Foundation presented Putnam City Academy 1st Place in the High School Division for their art entry for Respect Diversity. The award was presented to Putnam City Academy's Cathy O'Connor and her Leadership Class. "Whirled Peace" the global art piece will now hang on exhibit in the Children's Hospital.
• Putnam City High School debaters Taylor Foster and Niekia Franklin topped 30 other teams to win the district debate tournament in late March and earned a trip to nationals. The team will compete in the national tournament in Las Vegas in June. Congratulations!
• Congratulations! In regional speech and drama competition, six Putnam City students placed high enough to advance to state competition.
Megan McConnell was the regional champion in original oratory.

• Congratulations! Ninety-four district students have been named Oklahoma Academic Scholars by the Oklahoma State Department of Education. To be eligible a graduating senior must meet these requirements:
Accumulate over Grades 9, 10, 11, and the first semester of Grade 12, a minimum grade point average of 3.7 on a four-point scale, or be in the top 10 percent of the graduating class
Expectation of completion of the curricular requirements for a high school diploma in the spring of 2008
Achieve a composite score of 27 on the ACT
• Congratulations Mark Little, Putnam City High football coach, for receiving National Football Foundation and College Hall of Fame Coach of the Year Award.
• The Hefner seventh grade quiz bowl teams competed in the state tournament and made us proud once again. Both teams captured titles:
First place went to the team of:
Connor Hamilton, Tate Roberson, John Barritt, Lauren Long, Matthew Leake, Cole Morris, Logan Carlile, Mitch Bayne and Max Reed.
Fourth place in the tournament were:
Conrad Walcher, Tyler Watson, Austin Curtis, Charlotte Mitchell, Marquez Flowers, Jeran Kruta, Nathan Moelling, and Magen Eissenstat.
These students have worked diligently all year and their persistence paid off. Way to go
ITEM #18 – COMMENTS BY BOARD MEMBERS.
Jerry Cramer congratulated winners of the Outstanding Support Staff Awards, and said that support staff are important and essential in running schools and the school district. He also thanked the Foundation for sponsoring the awards, saying the Foundation does a great job of supporting the mission of the district.
Becky Haliburton congratulated Putnam City North student Amy Kilby for winning the state diving championship. She said Amy is not only an outstanding diver but an excellent student and a great role model. Mrs. Haliburton also thanked Sue Sullivan for her service to the district.
Julie Jenison thanked the Putnam City Foundation for the Outstanding Support Staff Awards. She said she would miss Sue Sullivan. Mrs. Jenison said she was proud of all the district students (including her son) who were named Oklahoma Academic Scholars. She congratulated Shannon Meeks on being named Executive Director of Finance.

The Putnam City Schools Board of Education of Independent School District No. One of Oklahoma County, State of Oklahoma, met in regular session Monday, April 21, 2008 at 6:00 p.m. in the Board room at the Administration Building, 5401 NW 40th, Oklahoma City, Oklahoma. The agenda and meeting notice were posted on Friday, April 18, 2008 at 4:30 p.m. in accordance with 25 O.S. § 311.

ITEM #1 - INSPIRATIONAL MESSAGE, MOMENT OF SILENCE, AND PLEDGE OF ALLEGIANCE – JULIE JENISON.
Julie Jenison, School Board President, gave the Inspirational Message, Moment of Silence, and Pledge of Allegiance. Mrs. Jenison told the audience that the superintendent search process continues. She said board members were working hard on the search and thanked her fellow board members for being committed to the search. She said every comment and suggestion given to the board by a member of the Putnam City community as part of the search process was read by board members, and then used as input in developing questions for candidates.
ITEM #2 – RECOGNITION OF NATIONAL BOARD CERTIFIED TEACHERS – DR. ANN MILLERBORG.
Dr. Ann Millerborg recognized teachers who earned National Board Certification this year or last year. Thirteen district teachers became National Board Certified teachers this school year; 11 earned the distinction last school year. Overall, the district has 62 national board certified teachers.
National Board Certification is a voluntary process established by the National Board of Professional Teaching Standards. It is achieved through a rigorous performance-based-assessment that takes between one and three years to complete.
Teachers earning National Board Certifications during the 2007-2008 school year are Donna Bergmann, Central Intermediate; Janie Bowden, Western Oaks Middle School; Jeanne Fields, Hilldale Elementary; Sue Goldfarb, Putnam City West; Angela Lee, Putnam City North; Ida Moore, Mayfield Middle School; Karen Morgan, Putnam City North; Margaret Purifoy, Hefner Middle School; Jill Scott, Putnam City North; Adria Smith, Putnam City North; Alex Terrazas, Cooper Middle School; Christina Ulmer, Hefner Middle School; and Lynne Vincent, Rollingwood Elementary.
Teachers earning National Board Certifications during the 2006-2007 school year are Gena Beeson, Putnam City North; Jon Bielich, Putnam City High School; Laura Bracklein, Western Oaks Elementary; Halcy Hall, Western Oaks Elementary; JoAnn Kopp, Putnam City North; Rachel McDaniel, Dennis Elementary; Bill Pearsall, Putnam City High School; Kim Reeves, Lake Park Elementary; Shera Steinhoff, Dennis Elementary; Randy Utt, Dennis Elementary; and Cindy Watson, Dennis Elementary.

Gail LoPresto made a motion to change Central Intermediate to Arbor Elementary, Arbor Grove Elementary, or Grove Elementary. Becky Haliburton seconded the motion. After discussion, Gail LoPresto amended her motion to change the name of Central Intermediate to Arbor Grove Elementary. Becky Haliburton seconded the motion. ITEM #8 – CONSIDERATION OF AND VOTE REGARDING PROCEDURE TO FILL VACANT BOARD POSITION.

ITEM #9 – SUPERINTENDENT’S REPORT.
• Tom Pecore, Putnam City North High School social studies teacher and boys’ soccer coach, has been named by the National Soccer Coaches Association of America and Adidas as the "2007 State Boys Coach of the Year for Oklahoma Large School." Earlier this year, Pecore was one of seven coaches in the nation to be named a winner of the 2008 Positive Coaching Alliance National Youth Sports Awards. Congratulations!
• For exemplary records of leadership, service and activities that serve to improve the school and community, both Putnam City North High School and Putnam City High School have received 2008 Gold Council of Excellence Awards by the National Association of Student Councils. Putnam City North and Putnam City High are two of only 98 schools nationwide to be named a Gold Council of Excellence. Great job!
• Over 80 volunteers from Mayfield, 1st Lutheran, and Messiah Lutheran, UCO (students) and even a couple of neighbors across the street, converged on Mayfield Middle school for a large community service project.
1. Building Dugouts and fencing in the softball field.
2. Landscaping all the trees in the front of and to the north of Mayfield.
3. Putting up Crowd Control fencing in the front of the school.
Thank you to Earl Kirkpatrick, the many volunteers and several area businesses for helping to make this happen (Lowes, Home Depot, Jenco Roofing, Minic Materials, Lippert brothers, Albright Steel, and Swadleys BBQ).
• Congratulations to PC High Debate team members, Niki Franklin and Sean Sales for winning 1st and 2nd place respectively at the Oklahoma State Rotary Club 4-Way Speech contest. With her first place finish, Niki earned $1,000 cash, a $5,000 UCO Scholarship, and a $4,000 general college scholarship. Sean earned $300 cash and a $2,000 scholarship to UCO.
• Congratulations to PCO's newspaper, PIRATE LOG, for receiving honors at the annual OSM/OIPA (Oklahoma Scholastic Media/Oklahoma Interscholastic Press Association). In addition, McKinsey O'Neal was selected to represent Putnam City High School as Second Vice President of the student organized annual assembly for the 2008-2009 school year. McKinsey will travel to Norman next year to meet with 3 other executive officers (selected from student journalists from all over Oklahoma) to plan next year's convention.
• Matthew Hester, an 8th grader at Cooper Middle School, has been an Oklahoma PTA Reflections winner 3 years in a row, each year in a different category. Good job!

• Great Job! Putnam City School bus drivers competed in the 2008 Oklahoma Association for Pupil Transportation (OAPT) Bus Rodeo. Out of about 75 contestants Putnam City brought home six trophies and $500 worth of prize money for the winning drivers. The first place individuals will now be eligible to compete at the National Bus Rodeo.

ITEM #10 – COMMENTS BY BOARD MEMBERS.
Jerry Cramer congratulated the school bus drivers who won and placed in the recent school bus rodeo competition. He also congratulated the National Board Certified Teachers for their hard work and accomplishments. Mr. Cramer thanked Julie Jenison for her Inspirational Message.
Becky Haliburton thanked the teachers and principals for coming to the meeting. She thanked them for working hard in the sometimes stressful testing time state and district schools are now in, and also thanked them for continuing to encourage students to do well on their tests.
Gail LoPresto congratulated the National Board Certified Teachers. She thanked all the churches and organizations that volunteered part of their Saturday to make improvements at Mayfield Middle School and Western Oaks Elementary. Mrs. LoPresto congratulated Pam King, assistant principal at Putnam City North, who is an Administrator Award recipient for the 2008 State Superintendent Awards for Arts Excellence given at The Scottish Rite Temple in Guthrie April 22, 2008. She said she enjoyed attending the recent open house of the Putnam City Association of Classroom Teachers and seeing where their new offices are located. Mrs. LoPresto thanked district educators for their hard work in putting on the district’s teacher job fair. She congratulated Shannon Meeks on his promotion to Executive Director of Finance. Mrs. LoPresto asked for board members to review Policy EI on student uniforms. She also thanked well-wishers for their cards and support as her husband recovers from health challenges. Mrs. LoPresto reminded everyone that Theater Dance Showcase at Putnam City West is Friday night.
