Tuesday, May 1, 2007

The Putnam City Schools Board of Education of Independent School District No. One Of Oklahoma County, State of Oklahoma, met in special session Tuesday, May 1, 2007 at 12:00 noon in the Board Room at the Administration Building, 5401 NW 40th, Oklahoma City, Oklahoma. The agenda and meeting notice were posted on Monday, April 30, 2007 at 12:00 noon in accordance with 25 O.S. § 311.

ITEM #1 - Call to order and recording of members present and absent.

Julie Jenison called the meeting to order at 12:05 noon.

Members recorded present: Julie Jenison, president; Gail LoPresto, vice-president; Sue Sullivan, member; Superintendent Dr. Jim Capps; Debbra Baldwin, clerk and others. Jerry Cramer and Melinda Bookout were absent.

ITEM  #2 - Consideration of and vote on motion to receive bids for the $12,455,000 general obligation bulding bonds of the putnam city district and award bonds to the lowest bidder.

Julie Jenison introduced Mr. Stephen H. McDonald of Stephen H. McDonald & Associates, Inc., who is the financial adviser for Putnam City Schools. Mr. McDonald opened the electronic bids that were to be submitted by 12:00 noon. The bids are as follows:

Gail LoPresto made a motion to receive bids for the $12,455,000 General Obligation Building Bonds of the Putnam City District and award bonds to the lowest bidder. Sue Sullivan seconded the motion. Vote: Sullivan, aye; LoPresto, aye; Jenison, aye.

ITEM #3 – CONSIDERATION OF AND VOTE ON MOTION TO TAKE ACTION ON A RESOLUTION PROVIDING FOR THE ISSUANCE OF GENERAL OBLIGATION BUILDING BONDS IN THE SUM OF $12,455,000 BY THE PUTNAM CITY SCHOOL DISTRICT, AUTHORIZED AT AN ELECTION CALLED AND HELD FOR SUCH PURPOSE; PRESCRIBING FORM OF BONDS;

DESIGNATING BONDS FOR CERTAIN PROVISIONS OF THE Internal Revenue Code; deeming the preliminary official statement to be "final" for the purposes of SEC rule 15(C)2-12; agreeing to comply with continuing disclosure requirements of SEC rule 15(C)2-12; providing for registration thereof; providing for levy of an annual tax for the payment of principal and interest on the same; and fixing other details of the issue.

Sue Sullivan made a motion to accept the low bid by PNC Capital Markets of Philadelphia, Pennsylvania at a net interest cost of $12,630,689.55 and an average rate of 3.812245%. Gail LoPresto seconded the motion. Vote: Sullivan, aye; LoPresto, aye; Jenison, aye.

Monday, May 7, 2007

The Putnam City Schools Board of Education of Independent School District No. One of Oklahoma County, State of Oklahoma, met in regular session Monday, May 7, 2007 at 6:00 pm. in the Board room at the Administration Building, 5401 NW 40th, Oklahoma City, Oklahoma. The agenda and meeting notice were posted on Friday, May 4, 2007 at 4:30 p.m. in accordance with 25 O.S. § 311.

ITEM #1 - Inspirational Message, Moment of Silence, and Pledge of Allegiance – JOHN LUNN.

John Lunn, Lake Park Elementary principal, led in the Inspirational Message, Moment of Silence, and Pledge of Allegiance.

ITEM  #2 – performance by coronado cougar chimes – directed by vivian rice, music specialist.

Students from Coronado Heights Elementary performed a selection on the hand chimes.

ITEM #3 – PRESENTATION OF GOLDEN APPLE AWARDS – TIM PERDUE.

Tim Perdue, chairperson for the Golden Apple Awards Committee, along with Board President, Julie Jenison, Putnam City Foundation Director Caroline Gist, and other Foundation members presented the Spring 2007 Golden Apple Awards in recognition of their service and dedication to the district. Receiving awards were: Christine Clay, Hilldale Elementary teacher; Linda Evans, Putnam City High School teacher; Sally Limber, Putnam City North High School teacher; Beth Manning, Student Accounting Manager for the District; and Louis Navarro, Putnam City West High School support person.

ITEM # 10 - Consideration of and vote on motion to approve Change Order #2 submitted by Pope Contracting, Inc. for the Western Oaks Elementary classroom addition. ($219,700 – 31-288)

Gail LoPresto made a motion to approve Change Order #2 submitted by Pope Contracting, Inc. for the Western Oaks Elementary classroom addition in the amount of $219,700. Melinda Bookout seconded the motion. Vote: Sullivan, aye; Bookout, aye; LoPresto, aye; Jenison, aye.

Dr. Capps explained that this would include a new roof on the entire building, not just the new addition.

ITEM #17 - Consideration of and vote on motion to employ/appoint a Director of Transportation.

ITEM #4 – PRESENTATION ON PARENTCONNECTxp – BETTIE ESTES-RICKNER.

Bettie Estes-Rickner, Information Technology Director, along with Beth Manning, presented information on the ParentCONNECTxp program. This is a secure web based program giving parents the ability to view their child’s assignments, attendance, grading information, class schedule, course history, and more. It also gives direct links for parents to email teachers.

ITEM #18 - Superintendent’s Report.

· Congratulations to Putnam City West student Jackson Turner and Putnam City North student Jordan Wulf for being named Fleming Scholars who will spend much of the summer working in laboratories at the Oklahoma Medical Research Foundation.

· The Oklahoma City Community Foundation presented $18,000.00 in Foundation of Promise Scholar awards and Community Foundation Scholar awards to 15 students from Putnam City High schools. Congratulations to these students.

· Congratulations to Putnam City North Band students for being awarded one hundred eleven superior ratings and medals from the Oklahoma Secondary Schools Activity Association District Solo and Ensemble competition.

· Congratulations to the Putnam City High drama team:

· Congratulations Putnam City West Orchestra for being the first orchestra in the state to qualify for the SWEEPSTAKES ACCENT AWARD.

· Thank you to Wal-Mart for presenting Lake Park Elementary with a $900.00 grant to assist in the purchase of an additional classroom amplification system.

· Congratulations to Hefner Middle School PEAK students on the 8th grade quiz bowl and bringing home the State Runner-Up Plaque.

· Thank you to Wal-Mart for presenting Even Start with $400.00 to purchase books and materials for the classrooms.

· Congratulations to Ralph Downs’ teachers, Diann McKasson and Sherri Blankenship, for being selected to attend the Summer Teacher’s Institute in Williamsburg.

· Congratulations to Putnam City North students, James Simpson and Justin Archie, for receiving a National Merit Scholarship in the amount of $2,500.00.

· Congratulations to Marie Harris’ Ralph Down PEAK students who took 1st place in the 7th Annual Hideaway Pizza Collage Contest and winning $1,000.00 for the classroom. The theme this year – HEART AND HOPE.

· Congratulations to Ralph Downs’ teacher, Janie Hollas, for being selected as The Wal-Mart Teacher of the Year and receiving $1,000.00 for use in the classroom.

· Congratulations to Coronado Heights for receiving another grant from the Schools for Healthy Lifestyles Foundation for 2007-08. The school will receive $1,000.00 and other fitness materials to use with students and staff.

ITEM #19 - Comments by Board members.

Sue Sullivan congratulated Jason Simeroth on receiving his doctorate. She said she appreciated all the outstanding people in the district beginning with support through administrators. Mrs. Sullivan gave a special thank you to the Putnam City Foundation for providing the Golden Apple Awards and the wonderful group of recipients. She thanked the Coronado Cougar Chimes for their good performance.

Melinda Bookout gave congratulations to Jason Simeroth for a well deserved doctorate. She thanked the Coronado Cougar Chimes for their wonderful performance. She also thanked Putnam City North PTSA for baccalaureate and said she was looking forward to the other baccalaureates and graduation ceremonies. She stated that the Golden Apple Awards were her favorite part of the evening. She said that regardless of the role we play in life, we can make a difference and an impact in the lives of others. She stated this was evident in the recipients of the award. Then she thanked the recipients, as well as others, who dare to make a difference.

Gail LoPresto said she expressed the same sentiments as Melinda Bookout in the importance of making a difference in children’s lives. She told of her experience in mentoring a child for two years at Tulakes. She congratulated the Golden Apple Award winners. She thanked Beth Manning for the tremendous job she had done in our Technology Dept. She said she enjoyed attending the recent State Superintendent’s Arts Awards of Excellence ceremonies and seeing Putnam City High art teacher, Marty Bernich, and district art students honored for their excellence. She congratulated the district technology committee for their good work in developing the district technology plan. She said she enjoyed the chance to visit with Jean Hendrickson, executive director of A+.

Julie Jenison said she was pleased to have John Crafton on board as Putnam City’s new trans-portation director. She congratulated Jason Simeroth on his deserved new doctorate. She also echoed the comments of her colleagues.

ITEM #4 – PRESENTATION BY TAYLOR SMITH.

Taylor Smith, Student Assistant Coordinator, presented a PowerPoint presentation on the Student Assistance Program. She said the program is funded by Safe and Drug-Free Schools and Communities Act (1986). It was federally funded for prevention of alcohol and other drugs but has expanded to include violence, bullying, suicide, and crisis response. The Student Assistance Program impacts instruction and improves mental health by keeping students and staff alive, keeping students in school, removing barriers to learning, and decreasing discipline problems.

Pursuant to the Open Transfer Act (70 O.S., 8-103) the Board of Education of the receiving school district shall approve or deny the applications for open transfers by June 1, 2007.

This loan agreement allows the General Fund to pay $400,000 of Child Nutrition expenses until a supplemental appropriation is approved by the Oklahoma County Excise Board in late June or early July, 2007. The Oklahoma State Department of Education, Special Education Services has provided the District with a one-time grant to be used to provide Early Intervening Services for students who are at risk of being placed in special education.

Consultant from Southeast Kansas Education Service Center-Greenbush will develop the online Virtual Prescriptive Learning System (VPL), provide training, and technical support for the three Putnam City high schools, Project Strive, and the Putnam City Academy.

ITEM #12 - Consideration of and vote on motion to approve A WIDE AREA NETWORK (WAN) LICENSING AGREEMENT TO ACCESS THE A+NY WHERE LEARNING SYSTEM BETWEEN PUTNAM CITY SCHOOLS AND THE AMERICAN EDUCATION CORPORATION. ($115,400 – pROJECT 623, EARLY INTERVENING SERVICES – IDEA FEDERAL FUNDS)

The A+ny Where Learning System® will make it possible for students at the three Putnam City high schools, Project Strive, the Putnam City Academy, Western Oaks Middle School, and Capps Middle School to access the A+ Education Software from both the school site and their homes using an individual password and internet access.

ITEM #13 - Consideration of and vote on motion to approve THE PURCHASE OF the ELECTRONIC REPORT CARD FOR ELEMENTARY STANDARD BASED REPORTING. ($39,068 – TITLE i/TITLE ii)

The electronic reporting system will allow the Pre-K through second grade to have an online system to report grades that they do not currently have. The teachers will have access through the internet at home, if they wish, and it is directly tied to SASI. The connection will require the least amount of work for teachers, not requiring them to input student information and will also allow them to view the prior years’ data for improved instruction.

Sue Sullivan made a motion to approve the lowest responsible bid from Mustang Electric in the amount of $309,628 for the base bid and alternate for the Hefner Middle School Electrical Service Renovation. ITEM #21 – SUPERINTENDENT’S REPORT.

· Congratulations Hefner Middle School in the 6th, 7th, and 8th grade PEAK students that participated in the State TIVY Math Tournament on Thursday, May 10th, at the Moore Community Center. The Hefner students won 1st place team trophies in all three grade levels. There were also students who won individual trophies for their accomplishments.

· Congratulations to Cooper 7th and 8th Grade Band students that competed at the Music Festivals Showcase in Dallas, Texas. The kids received top honors of the day, including:

o Outstanding Soloist: Cory Shryock, Alto Sax

o Outstanding Section: Tubas

o Outstanding Section: Percussion

o 1st Place: Middle School Division

o 1st Place Overall, regardless of division

· Congratulations to the Putnam City North High School boys’ spring baseball team on winning the Class 6A State Academic Championship. The team qualified for this award by having the highest cumulative grade point average from the preceding semester of the 2006-07 school year.

· Congratulations to Northridge Elementary School 2nd grade student Legend Fears, who won Sodexho’s Kids’ Cooking Contest with his "Kamikaze Kids Kabobs" recipe.

ITEM #22 – COMMENTS BY BOARD MEMBERS.

Sue Sullivan thanked the Daily Oklahoman reporter for taking the time to come to the meeting.

She thanked the Putnam City West Brass Band for their performance. Mrs. Sullivan

congratulated the Putnam City retirees and thanked them for their service to the district. She

said she was pleased that the graduation ceremonies were safe and went well. She wished

everyone a safe and restful summer.

Jerry Cramer congratulated graduating students from all three high schools. He thanked the

Putnam City West Brass Band for their performance and Ben Fast for the wonderful job he

does. Mr. Cramer praised Taylor Smith and the Student Assistance Program. He also

congratulated the Putnam City retirees and thanked them for all they have done for kids.

Melinda Bookout also congratulated the Putnam City retirees. She made the statement, "When

you write on the heart of a child, you write on the future." Mrs. Bookout said she was sorry she

missed the Putnam City Academy graduation. She thanked the Putnam City West Brass Band

for their beautiful performance. Mrs. Bookout said the graduations were very enjoyable. They

were good ceremonies, not field events.

Gail LoPresto said she enjoyed the graduations and was glad they had gone very well. She said she enjoyed the Putnam City West Senior Breakfast and the Senior Salute at Putnam City Academy. She thanked Ben Fast and the Putnam City Brass Band for their performance. Mrs. LoPresto wished everyone a good summer.

Julie Jenison said she enjoyed serving as a judge at the Kids’ Cooking Contest. She wished everyone a relaxed and blessed summer.

EXECUTIVE SESSION TO CONDUCT A FORMAL EVALUATION OF THE

SUPERINTENDENT PURSUANT TO 25 O.S. § 307 (B)(1) AND § 307 (B)(7).

Melinda Bookout made a motion at 7:45 p.m. to enter into executive session to conduct a formal

evaluation of the superintendent pursuant to 25 O.S. § 307 (B)(1) and § 307 (B)(7). Jerry
