The Putnam City Schools Board of Education of Independent School District No. One of Oklahoma County, State of Oklahoma, met in regular session Monday, November 6, 2006 at 6:00 p.m. in the Board Room at the Administration Building, 5401 NW 40th, Oklahoma City, Oklahoma. The agenda and meeting notice were posted on Friday, November 3, 2006 at 4:30 p.m. in accordance with 25 O.S. § 311.

Jan Sands, Putnam City Association of Classroom Teachers, led in the Inspirational Message, Moment of Silence, and Pledge of Allegiance.

ITEM #2 – AMERICAN EDUCATION WEEK PROCLAMATION – JAN SANDS, PUTNAM CITY ASSOCIATION OF CLASSROOM TEACHERS.

Jan Sands read the proclamation for November 12 – 18, 2006 as American Education Week.

ITEM #9 – CONSIDERATION OF AND VOTE ON A RESOLUTION CALLING FOR THE ANNUAL SCHOOL ELECTION TO BE HELD TUESDAY, FEBRUARY 13, 2007 AND THE ANNUAL SCHOOL RUN-OFF ELECTION, IF NEEDED, ON TUESDAY, APRIL 3, 2007.

Julie Jenison made a motion to approve a resolution calling for the Annual School Election to be held Tuesday, February 13, 2007 and the Annual School Run-off Election, if needed, on Tuesday, April 3, 2007. Melinda Johnson seconded the motion. Vote: Sullivan, aye; Cramer, aye, Johnson, aye; Jenison, aye; LoPresto, aye.

Sue Sullivan announced she had decided to run for re-election for board seat number 2.

ITEM #10 – CONSIDERATION OF AND VOTE ON MOTION TO APPROVE AGREEMENT FOR THE BIOSCIENCE AND MEDICINE ACADEMY TO BE OFFERED TO PUTNAM CITY STUDENTS AT FRANCIS TUTTLE’S ROCKWELL CAMPUS STARTING IN THE 2007-2008 SCHOOL YEAR.

Sue Sullivan made a motion to approve the agreement for the Bioscience and Medicine Academy to be offered to Putnam City students at Francis Tuttle’s Rockwell Campus starting in the 2007-2008 school year. ITEM #11 – CONSIDERATION OF AND VOTE ON MOTION TO AFFIRM, REVISE, MODIFY, OR TAKE ANY OTHER ACTION NECESSARY REGARDING THE LONG-TERM SUSPENSION OF A MAYFIELD MIDDLE SCHOOL STUDENT.

Sue Sullivan made a motion to affirm the decision of the hearing panel regarding the long-term suspension of a Mayfield Middle School student. Julie Jension seconded the motion. Vote: Sullivan, aye; Cramer, aye; Johnson, aye; Jenison, aye; LoPresto, aye.

ITEM #12 – CONSIDERATION OF AND VOTE ON MOTION TO APPROVE BID FOR FIRE SUPPRESSION PROJECT NO. 0613A.

Dr. Capps asked the board to table this item. Julie made a motion to table item for the Fire Suppression Project No. 0613A. Sue Sullivan seconded the motion. Vote: Sullivan, aye; Cramer, aye; Johnson, aye; Jenison, aye; LoPresto, aye.

ITEM #13 – CONSIDERATION OF AND VOTE ON MOTION TO APPROVE BID FOR FIRE SUPPRESSION PROJECT NO. 0613B.

Julie Jenison made a motion to approve the low bid of $301,228 by Mac Systems for the Fire Suppression Project No. 0613b at Harvest Hills Elementary. Sue Sullivan seconded the motion. Vote: Sullivan, aye; Cramer, aye; Johnson, aye; Jenison, aye; LoPresto, aye.

ITEM #14 – CONSIDERATION OF AND VOTE ON MOTION TO APPROVE BID FOR FIRE SUPPRESSION PROJECT NO. 0613C.

Sue Sullivan made a motion to approve the low bid of $365,300 by Simplex-Grinnell for the Fire Suppression Project No. 0613c at Wiley Post Elementary. Jerry Cramer seconded the motion. Vote: Sullivan, aye; Cramer, aye; Johnson, aye; Jenison, aye; LoPresto, aye.

ITEM #15 – CONSIDERATION OF AND VOTE ON MOTION TO APPROVE BID FOR TRACK RESURFACING PROJECT NO. 0629.

Julie Jenison made a motion to approve the low bid of $220,880 by Merritt Tennis and Track Systems for the Track Resurfacing Project No. 0629 at Putnam City North and Putnam City West High Schools. ITEM #20 – CONSIDERATION OF AND VOTE ON NEW BUSINESS.

Dr. Capps said the board must ask for additional funds totaling $405,000 from MAPS for the Fire Suppression Project No. 0613a (Item #12) at Mayfield Middle School and Western Oaks Elementary.

ITEM #16 – SUPERINTENDENT’S REPORT.

§ Will Rogers Elementary fifth graders, Jill Pullen and Anita Kurivilla, were selected from over 700 students to sing in the Children’s All State Choir. They will perform in Tulsa at the Oklahoma Music Educators Association Conference on Friday, January 19th at 10:00 am

§ Entries from five Putnam City Academy students have been selected for the A+ Centennial Mural Project. On November 17th, the mural will be painted on the corner of 10th and Penn led by Bob Palmer, a nationally recognized muralist and professor at the University of Central Oklahoma. The project will include 100 students and 100 teachers to celebrate the 100th Centennial Celebration of Oklahoma.

§ The work of sixteen district high school art students work was accepted into the 2006 High School Print and Drawing Competition sponsored by the Norick Art Center at Oklahoma City University. The annual print and drawing competition is open to all Oklahoma high school students in grades 9-12.

Judges awarded honors to:

o Collin Mastbrook, Putnam City High School – Norick Center Art Award

o Nathan Wood, Putnam City High School – Merit Award

o Ying Wang, Putnam City North – Merit Award

§ The student’s works are on display at the Norick Art Center and will remain on display until Nov 22nd at Norick Art Center, 1600 NW 26, Monday, 10:00 a.m.-9:00 p.m., Tuesday through Thursday, 10:00 a.m.-4:00 p.m.

§ Hefner PEAK students attended the Regional TIVY Math Tournament on Nov 2nd in Moore. Winners received trophies and cash prizes.

o Jeremiah Gress – 3rd place in 6th grade

§ Putnam City North "Panther Pride" marching band topped 12 other bands to be crowned grand champion at the Westmoore Invitational Marching Contest.

§ Linda Brown has been asked to serve on the Oklahoma State Thespian Board for the Educational Theatre Association and Jessica Sims, Putnam City West senior, will be serving on the student board. This organization promotes excellence in secondary school theatre programs.

§ Jennifer Johnson, Putnam City North graduate of 2002, has been named Senior of Significance at Oklahoma State University. From this group of honorees, Oklahoma State’s Top Ten Seniors will be selected.

§ Over the weekend two students from Western Oaks Middle School and three students from Cooper Middle School were selected for the 2006-07 Central Oklahoma Directors Association (CODA) High School and Middle School Honor Band.

§ November 6th-10th is National School Psychology Awareness Week.

ITEM #17 – BOARD COMMENTS.

Sue Sullivan thanked Dr. Capps for all the good news he reported. She mentioned Parents as Teachers, Smart Start, and Ready for Kindergarten programs, saying it is exciting that the district can offer such outstanding programs to help families build foundations for learning by young children. Mrs. Sullivan congratulated Harvest Hills Elementary School teacher, Lisa Brown, who recently won a Milken Family Foundation National Educator Award. She reminded everyone to vote Tuesday, November 7, 2006.

Jerry Cramer also reminded everyone to vote. He congratulated Melinda Johnson’s daughter, Jennifer for being named a "Senior of Significance" at Oklahoma State University. He said he appreciated the board work session October 24th and information shared by administrators. Mr. Cramer said one of the best parts of the program in which Lisa Brown received her award was when all students were asked who they thought would win the award, and each student pointed to their own teacher.

Melinda Johnson said she appreciated all of what went into the board work session. She thanked principals hosting voting sites for welcoming election officials into their buildings and urged everyone to vote.

Julie Jenison said she recently saw a Putnam City West High School news program on cable television, and congratulated students and staff who produced it. She thanked the Harvest Hills PTA for a wonderful reception following Lisa Brown’s award, and thanked Gail LoPresto for putting together the recent work session.

Gail LoPresto said Putnam City West’s production of Quilters was very good. She also commended Putnam City West drama teacher Linda Brown and student Jessica Sims for taking on roles with the Oklahoma State Thespian Board for the Educational Theatre Association.

ITEM #18 – CONSIDERATION OF AND VOTE ON MOTION TO ENTER INTO EXECUTIVE SESSION FOR THE PURPOSE OF CONDUCTING AN INFORMAL EVALUATION, AS REQUIRED BY DISTRICT POLICY, OF THE SUPERINTENDENT PURSUANT TO 25 O.S., §307 (B)(1) AND (B)(7).

Julie Jenison made a motion at 6:42 p.m. to enter into executive session for the purpose of conducting an informal evaluation, as required by district policy, of the Superintendent pursuant to 25 O.S., §(B)(1) and (B)(7). ITEM #19 – CONSIDERATION OF AND VOTE ON MOTION TO RETURN TO OPEN SESSION AND TO REQUEST THE BOARD CLERK TO RECORD THE MINUTES OF THE EXECUTIVE SESSION.

MINUTES OF THE EXECUTIVE SESSION: Board President Gail LoPresto, Vice President Sue Sullivan, and members Melinda Johnson, Julie Jenison, and Jerry Cramer, Laura Holmes, legal counsel, and Superintendent Dr. Jim Capps met in executive session for the purpose of conducting an informal evaluation, as required by district policy, of the Superintendent pursuant to 25 O.S., §307 (B)(1) and (B)(7).

ITEM #8 - Superintendent’s report.

· Putnam City Schools was one of five school districts to receive a national award for excellence for use of data to improve teaching and learning. The Student Assessment Solution Award was given to the district by Pearson School Systems at their annual conference on November 8, 2006 in Anaheim, CA.

· Apollo Elementary Counselor, Connie Reed, was named Counselor of the Year by the Oklahoma Counselor Association for the Central Region.

· Putnam City High School’s 2006 yearbook, Treasure Chest, received Highest Honors and was named All Oklahoman at the November 6th conference of the Oklahoma Interscholastic Press Association. Individually, four students won first place awards, five students won second place awards, two students won third place awards and three students won honorable mention. Editors Mary Floyd and Jeremy Causey graduated in May 2006.

· The Putnam City North High School’s 2006 yearbook, From Every Angle, received recognition from three prestigious scholastic organizations.

§ The National Scholastic Press Allocation awarded - All American Rating with Five Marks of Distinction

§ The Columbia Scholastic Press Association – Gold Medal with Five Marks of Distinction, making it eligible for a Gold Crown

§ The Interscholastic Press Association – Highest Honors with Five Marks of Distinction and named All Oklahoman

Individually, the students won five first place awards, seven second place awards, six third place awards and six honorable mentions. Editors were Stephanie Milchalko who, graduated in May 2006, and current seniors Madison Melon and Faith Bellieu.

· Congratulations to the forty-two students from the three High Schools selected to various All-State Choirs.

· Evan Worley, 2002 Putnam City High School graduate, has been named a Senior of Significance and a Homecoming King candidate at OSU. In addition, from Putnam City North, Angela Baker, Megan Gilliland, Mathew Givens, and Clayton Nelson were also named Seniors of Significance at OSU.

Dr. Capps wished everyone a happy and safe Thanksgiving holiday.

item #9 - Board comments.

Sue Sullivan said she always appreciates hearing all the good news from Dr. Capps’ Superintendent’s Report. She wished everyone a wonderful Thanksgiving. She also appreciated receiving the list of Veterans Day Assembly programs. She thanked the schools for the good job they do in honoring veterans. Mrs. Sullivan was able to attend two of the programs, and she thought they were both really neat.

Jerry Cramer stated that he appreciates hearing the wonderful news about our Journalism and Fine Arts departments. He wished everyone a nice Thanksgiving. He knew everyone would appreciate the time off for the holiday.

Melinda Johnson thanked Steve Myers for meeting with the Finance Committee. She stated that Mr. Myers did a good job of clearly explaining our district’s finances. She noted that it was difficult for school districts to track state lottery funds and know what they have received. She asked for more clarity so that districts and their patrons will know if they are getting what was put forth to voters. Ms. Johnson wished everyone a blessed Thanksgiving holiday. She thanked Gloria Pogue for the inspirational message she shared.

ITEM #10 - Consideration of and vote on motion to enter into executive session for the purpose of discussing the suspension of a Capps Middle School student whose attorney has requested that the matter be discussed in executive session pursuant to 25 O.S. §307 (B)(5).

Board members did not need to discuss the hearing appeal. Therefore, a motion was not made to enter into executive session to discuss the appeal.
