BOARD OF EDUCATION SPECIAL MEETING
Tuesday, Jan. 3, 6 p.m.

The Putnam City Schools Board of Education of Independent School District No. One of Oklahoma County, State of Oklahoma, met in special session Tuesday, January 3, 2006 at 5:00 p.m. in the Board Room at the Administration Building, 5401 NW 40th, Oklahoma City, Oklahoma. The agenda and meeting notice were posted on Friday, December 30, 2005 at 4:30 p.m. in accordance with 25 O.S. §311.

ITEM #1 - Call to order and recording of members present and absent.

The meeting was called to order by President Sue Sullivan at 5:00 p.m. Members recorded present were Gail LoPresto, Julie Jenison, and Melinda Johnson, members; Superintendent Dr. Jim Capps; Debbra Baldwin, clerk; and others. Jerry Cramer arrived at the meeting at 5:10 p.m.

item # 2 - Consideration of and take action on a resolution

authorizing the calling and holding of a special election to be held in the putnam city school district to authorize the issuance of general obligation bonds.

Julie Jenison made a motion to approve the resolution authorizing the calling and holding of a special election March 7, 2006 to be held in the Putnam City School District to authorize the issuance of general obligation bonds. Melinda Johnson seconded the motion.

Discussion followed. If approved by the voters, the $16,000,000 bond would provide an opportunity to update and improve athletic fields at the high schools and middle schools. It would also be used for elementary health and physical education equipment and supplies. See attached additional detailed minutes regarding the resolution prepared by STEPHEN H. Julie Jenison made a motion to approve the recommendation of the 2006-2007 District Calendar. Melinda Johnson seconded the motion. Sue Sullivan voiced her concern that the recommended 2006-2007 calendar proposes 84 days taught the first semester, and 91 days taught in 2nd semester. Discussion followed. ITEM #7 – CONSIDERATION OF AND VOTE ON MOTION FOR APPROVAL OF THE DISTRICT COURSE PLANNING GUIDE.

Gail LoPresto made a motion to approve the District Course Planning Guide. Melinda Johnson seconded the motion. Vote: LoPresto, aye; Cramer, aye; Johnson, aye; Jenison, aye; Sullivan, aye.

The Course Planning Guide describes the districtwide course offerings and is designed for use by students, teachers, and parents to plan course selections for the succeeding school year. The guide has proven to be very popular and helpful to students and parents. Total cost for the guide is approximately $4,080.00 which is down from $7,300.00 in 2004.

ITEM # 8 – CONSIDERATION OF AND VOTE ON MOTION TO APPROVE CHANGE ORDER NUMBER 2 FOR THE HILLDALE REMODELING PROJECT. ($2,220.00 FROM 2003 BOND, 35-292)

Julie Jenison made a motion to approve Change Order Number 2 for the Hilldale remodeling project. Gail LoPresto seconded the motion. Vote: LoPresto, aye; Cramer, aye; Johnson, aye; Jenison, aye; Sullivan, aye.

This change order will provide labor, equipment, and materials for a fire line modification.

ITEM #9 – CONSIDERATION OF AND VOTE ON RECOMMENDATION OF TERMINATION OF ARCHIBOLD JERRON-QUARSHIE, BUILDINGS AND GROUNDS EMPLOYEE, FOR WILLFUL NEGLECT OF DUTY.

Gail LoPresto made a motion to approve recommendation of termination of Archibold Jerron-Quarshie, Buildings and Grounds employee, for willful neglect of duty. Melinda Johnson seconded the motion. Vote: LoPresto, aye; Cramer, aye; Johnson, aye; Jenison, aye; Sullivan, aye.

ITEM #10 – CONSIDERATION OF AND VOTE ON MOTION FOR APPROVAL OF A SERVICE AGREEMENT WITH MIDSTATE SECURITY GROUP, INC. ($1,657.00 PER MONTH FROM GENERAL FUND, 11-169)

Julie Jenison made a motion to approve a service agreement with MidState Security Group, Inc. Melinda Johnson seconded the motion. Vote: LoPresto, aye; Cramer, aye; Johnson, aye; Jenison, aye; Sullivan, aye.

MidState has installed all of the cameras, card readers, and other security devices. With this agreement, MidState will maintain all of the equipment and replace any broken parts.

ITEM #11 – CONSIDERATION OF AND VOTE ON MOTION TO APPROVE CHANGE ORDER NUMBER 4 FOR THE AUXILIARY SERVICES AT THE PUTNAM CITY CENTER. ($782.58 FROM 2003 BOND, 37-277)

Melinda Johnson made a motion to approve Change Order Number 4 for the Auxiliary Services at the Program City Center. Julie Jenison seconded the motion. Vote: LoPresto, aye; Cramer, aye; Johnson, aye; Jenison, aye; Sullivan, aye.

In removing the tile glue, it was discovered that dust was covering the entire building. This change order will provide a floor prep that is compatible with existing asbestos glue in lieu of grinding. This change order will also provide for the installation of new sinks to go with the new faucets. The old sinks are not compatible with the faucets, and new sinks are cheaper than replacing the faucets.

ITEM #12 – CONSIDERATION OF AND VOTE ON MOTION TO APPROVE A LICENSE AGREEMENT WITH THE CITY OF OKLAHOMA CITY.

Julie Jenison made a motion to approve a license agreement with the City of Oklahoma City. Jerry Cramer seconded the motion. Vote: LoPresto, aye; Cramer, aye; Johnson, aye; Jenison, aye; Sullivan, aye.

Oklahoma City has a franchise agreement with Oklahoma Natural Gas. The franchise agreement, approved by Oklahoma City in August, imposes the requirement of a license agreement with Oklahoma City. The district purchases natural gas from a third party, which is delivered through Oklahoma Natural Gas pipelines.

ITEM #13 - SUPERINTENDENT’S REPORT.

· Last December, the VFW Post 1857 honored Putnam City West’s history teacher Michael Reggio by naming him the post Teacher of the Year. He received a check for $300 and will go on to compete at the state level.

· Putnam City will be well represented in the Oklahoma Music Educators Association All-State Band and All-State Orchestra. Twenty-eight district students have earned the right to perform. Congratulations to these students and their directors.

· Thanks again to Wal-Mart as they have awarded our Even Start program a $2,500 Literacy Grant. The money will be used to purchase books for the check-out library, adult education classroom, and child care center rooms.

· Thousands of students throughout the country and in many foreign countries competed in the Knowledge Master Open academic competition. The scores were based on the accuracy and speed of answers on 200 questions. The Hefner 8th grade team captured first place in the state. Congratulations to the ten team members and their coaches Ann Chesney and Barbara Fowler.

· Putnam City North’s cheer competition squad competed in the NCA’s High School Cheer Nationals. Competing in the Super Large Varsity division, they placed first. They also won the Innovative Choreography award for their routine.

· Please put February 27 on your calendar for the Teacher of the Year reception. It will be 6:30 p.m. at The Centre Banquet Hall at 50th and Meridian.

· In a special board meeting January 3, 2006, board members voted to call a bond election on Tuesday, March 7. The bond proposal is intended to update and enhance athletic equipment and facilities in the district.

ITEM #14 – COMMENTS BY BOARD MEMBERS.

Gail LoPresto congratulated Putnam City High School boy’s basketball team for winning the tournament over the weekend. She said she appreciated the chance to attend the open house at Central Middle School. She also said she enjoyed the spectacular holiday program at Putnam City West High School featuring students from orchestra, band, choir, dance, and drama departments.

Jerry Cramer congratulated district music students for their accomplishments and praised the district’s arts program for its quality. He also congratulated the Putnam City High School boy’s basketball team.

Melinda Johnson thanked Jason Simeroth for the inspirational message. She thanked Janet Oden and Lori Bradley of Putnam City Academy for inviting board members to tour the facility. She commended the school for the positive impact it has on students and their families.

Julie Jenison also expressed appreciation for the opportunity to tour Putnam City Academy. She welcomed to the meeting a Boy Scout who is also a Kenneth Cooper Middle School student. He was attending the board meeting as part of requirements to earn a merit badge.

Sue Sullivan also welcomed the Boy Scout working on his merit badge. She said she appreciated the good attendance at the board meeting. She also said she appreciated all the invitations she received to attend school activities.

Cindy Gibbs and Trisha Sims, Putnam City Parent Teacher Association, presented gifts to board members as part of School Board Recognition Month.

ITEM #3 – RECOGNITION OF NATIONAL BOARD CERTIFIED TEACHERS.

Nine Putnam City teachers who recently earned National Board Certification were honored at Monday night’s board meeting.

Teachers honored were Beth Bley, Overholser Elementary School; Lori Bradley, Putnam City Academy; Joel Illgen, Western Oaks Middle School; Barbie Kitchens, Will Rogers Elementary School; Ingrid May, Overholser Elementary School; Sharon Morgan, Will Rogers Elementary School; Debra Shirley, Windsor Hills Elementary School; JoAnn Struck, Central Middle School; and Dolly Thomas, Western Oaks Middle School.

National Board Certification is a voluntary process established by the National Board of Professional Teaching Standards. It is achieved through a rigorous performance-based assessment that takes between one and three years to complete. Through the assessment process, teachers document their subject matter knowledge, provide evidence that they know how to most effectively teach their subjects to students and demonstrate their ability to manage and measure student learning. Teachers who have become certified typically report that their teaching is more focused, reflective and confident, producing deeper student learning in classrooms.

Putnam City now has had 58 teachers earn national board certification.

ITEM #7 – CONSIDERATION OF AND VOTE ON MOTION TO APPROVE PURCHASE ORDER NUMBERS 616926710 AND 617047710 FOR TRIANGLE A & E.

ITEM #8 – CONSIDERATION OF AND VOTE ON ADDITION OF AN ROTC PROGRAM TO PUTNAM CITY HIGH SCHOOL.

Dr. Don Wentroth, Principal at Putnam City High School, and Ty Bell, Administrative Intern at Putnam City High School, presented a proposal for an ROTC program at Putnam City High School and were available to answer questions. With board approval, an application will be submitted for the program. If approved by Congress, the program would be initiated in the 2007-2008 school year. Melinda Johnson made a motion to approve the addition of an ROTC program at Putnam City High School. Julie Jenison seconded the motion. ITEM #9 – CONSIDERATION OF AND VOTE ON FISCAL YEAR 2004-2005 INDEPENDENT AUDIT REPORT SUBMITTED BY MURRELL, HALL, MCINTOSH AND COMPANY.

Melinda Johnson made a motion to approve the Fiscal Year 2004-2005 Independent Audit Report submitted by Murrell, Hall, McIntosh and Company. Julie Jenison seconded the motion. Vote: LoPresto, aye; Cramer, aye; Johnson, aye; Jenison, aye; Sullivan, aye.

The fee for the 2004-2005 audit and Estimate of Needs was $30,950.00. Patrons of the district will benefit from the implementation of changes recommended in the audit and from the knowledge that the district practices good financial and legal stewardship.

ITEM #10 – CONSIDERATION OF AND VOTE ON CONTRACT WITH FRANCIS TUTTLE TECHNOLOGY CENTER FOR TWO PRE-K CLASSROOMS.

Julie Jenison made a motion to approve a contract with Francis Tuttle Technology Center for two Pre-K classrooms. Jerry Cramer seconded the motion. Vote: LoPresto, aye; Cramer, aye; Johnson, aye; Jenison, aye; Sullivan, aye.

This program expansion will provide high quality center based educational programs for up to forty (40) additional children. It allows the district to better serve more young children and their families without constructing new rooms at schools.

Putnam City will be responsible for the teacher’s salary, curriculum and professional development. Francis Tuttle will be responsible for the facility, materials and the salary for a teacher assistant.

Students in off-site 4-year-old programs receive the same education as students attending 4-year-old programs in district elementary schools. Students in all 4-year-old programs receive early instruction, especially in the area of literacy, that help them do well in kindergarten and beyond.

ITEM #11 – CONSIDERATION OF AND VOTE ON MOTION TO APPROVE CHANGE ORDER NUMBER 5 FOR THE PUTNAM CITY CENTER AUXILIARY SERVICES PROJECT. ($9,758.90 FROM 2003 BOND 37-277)

This change order will allow for the creation of a reception area for the PC Center as well as adding fire damper doors.

ITEM #12 – CONSIDERATION OF AND VOTE ON MOTION TO APPROVE LOW BASE BID FOR THE CLASSROOM ADDITION AT PUTNAM CITY NORTH HIGH SCHOOL. ($1,582,440.00 FROM 2003 BOND 38-251)

Melinda Johnson made a motion to approve the low base bid from W. C. Doan Construction for the classroom addition at Putnam City North High School. Julie Jenison seconded the motion. Vote: LoPresto, aye; Cramer, aye; Johnson, aye; Jenison, aye; Sullivan, aye.

The classrooms will replace temporary buildings on the east side of the school. The project also includes construction of an office, the enclosure of a corridor, leveling of an existing floor and replacement of a sewer line.

ITEM #13 – CONSIDERATION OF AND VOTE ON MOTION TO APPROVE BID FOR ROOFING PROJECTS FOR HARVEST HILLS ELEMENTARY, HILLDALE ELEMENTARY, AND THE ADMINISTRATION BUILDING. (2003 BOND 38-253)

Gail LoPresto made a motion to approve the low bid by Southwestern Roofing for the roofing projects for Harvest Hills Elementary, Hilldale Elementary, and the Administration Building. Melinda Johnson seconded the motion. Vote: LoPresto, aye; Cramer, aye; Johnson, aye; Jenison, aye; Sullivan, aye.

ITEM #14 – DISCUSSION AND POSSIBLE VOTE TO RENAME CENTRAL MIDDLE SCHOOL.

Gail LoPresto made a motion to change the name of Central Middle School to Dr. James L. Capps Middle School in honor of Superintendent Dr. Jim Capps. Melinda Johnson seconded the motion. Vote: LoPresto, aye; Cramer, aye; Johnson, aye; Jenison, aye; Sullivan, aye.

Dr. Capps, a 38-year veteran of public education, has served the district for 29 years. He has been superintendent of Putnam City Schools since 1999. Before becoming superintendent, he worked as an assistant superintendent for 12 years, first overseeing the Personnel Department and then supervising Operations. He served as principal of Central Junior High (which later became Central Middle School) from 1978 to 1987. He began his Putnam City career as a counselor at Putnam City West High School in 1977. Board members praised the dedication and leadership Dr. Capps has shown throughout his career and said they were honored to be part of recognizing his contributions to the district.

ITEM #15 - SUPERINTENDENT’S REPORT.

· Overholser is one of 10 schools in the state to receive the 2005 Weyerhaeuser "Excellence in Recycling" Award. Ten students have been invited to the State Capitol on January 26th to receive their award, a check for $1,000. The award ceremony will be in The Governor's Blue Room, followed by a luncheon.

· Congratulations to the Putnam City North debate squad and specifically Isaac Freeman who took 1st place at the first annual David L. Boren University of Oklahoma Debate Tournament. This was considered a national tournament and four other states were able to join Oklahoma in the competition. Also congratulations to the squad for taking 3rd place in the overall sweepstakes competition.

· Congratulations to Hilldale Elementary teacher Jennifer Key, who has been selected as a member of the 2006 Scholastic Book Club Teacher Advisory Board. Scholastic will be making an on-site visit to watch Jennifer teach. As a representative of teachers everywhere, she will provide Scholastic with information and serve as a personal connection to help Scholastic know how to best serve the classroom. The people at Scholastic are excited to speak to Jennifer in regard to our district, school, community and classroom. She will attend the Annual Teacher Advisory Board Meeting in New York City in February.

· Congratulations to Anne Guevara, orchestra teacher at Putnam City West High School, who has just been named State Orchestra Teacher of the Year by the Oklahoma Chapter of the American String Teachers’ Association.

ITEM #16 – COMMENTS BY BOARD MEMBERS.

Gail LoPresto thanked Boy Scout Troup 111 for serving as color guard for the meeting. She congratulated the National Board Certified Teachers. Mrs. LoPresto thanked Dr. Capps for his service to the district.

Jerry Cramer thanked Boy Scout Troup 111 as well. He congratulated the National Board Certified teachers for their accomplishment. He also congratulated Dr. Capps and thanked him for his service to the district.

Melinda Johnson thanked the Putnam City Parent Teacher Association for their gift to board members as part of School Board Recognition Month. She thanked Dr. Capps for the tremendous impact he had made to the district.

Julie Jenison said she thought the ROTC program was a great idea. She thanked the PTA for honoring board members. She said she attended Advanced Placement information night at Putnam City North High School. The event was well-received and very informative.

Sue Sullivan thanked the boy scouts, and she thanked the PTA for the gifts to board members. She congratulated the National Board Certified teachers for their accomplishment. She thanked Dr. Millerborg for inviting Dr. Capps’ family to the Board Meeting and helping get the item of consideration on the agenda to rename Central Middle School as James L. Capps Middle School.
