The Putnam City Schools Board of Education of Independent School District No. One of Oklahoma County, State of Oklahoma, met in regular session Monday, August 7, 2006 at 5:00 p.m. in the Board Room at the Administration Building, 5401 NW 40th, Oklahoma City, Oklahoma. The agenda and meeting notice were posted on Friday, August 4, 2006 at 4:30 p.m. in accordance with 25 O.S. § 311.

ITEM #5 – SUPERINTENDENT’S REPORT.

· Congratulations to Western Oaks Middle School for receiving a $75,000 OK-ACTS (Oklahoma Achievement Through Collaboration and Technology Support) grant. The school will use grant funds to purchase 30 laptops for a mobile computer lab and 30 word processing keyboards. Staff development is also included in the grant.

· Thanks go to all staff members for an excellent job with the New Teacher Induction Program.

ITEM #6 –BOARD COMMENTS.

Sue Sullivan welcomed administrators back. She said she enjoyed attending PC Live Monday morning at the New Teacher Induction in-service.

Jerry Cramer said he was looking forward to the new school year and anticipated district educators would do a great job.

Julie Jenison thanked Mike Fry for his inspirational message and said she enjoyed the inservice for the new teachers Monday morning.

Melinda Johnson said she enjoyed the inservice for the new teachers Monday morning.

Gail LoPresto thanked school and district administrators for their hard work in hiring new staff and preparing for New Teacher Induction.

ITEM #7 – CONSIDERATION OF AND VOTE ON MOTION TO ENTER INTO EXECUTIVE SESSION TO REVIEW THE COMPENSATION PACKAGE FOR ADMINISTRATIVE PERSONNEL AND SUPPORT STAFF AND TO DISCUSS NEGOTIATIONS FOR THE 2006-2007 SCHOOL YEAR PURSUANT TO 25 O.S. § 307 (B)(1) AND (2).

Julie Jenison made a motion at 5:15 to enter into executive session to review the compensation package for administrative personnel and support staff and to discuss negotiations for the 2006-2007 school year pursuant to 25 O.S. § 307 (B)(1) and (2). MINUTES OF THE EXECUTIVE SESSION: Board President Gail LoPresto, Vice President Sue Sullivan, and members Melinda Johnson, and Julie Jenison; Assistant Superintendent of Elementary Sue Kuntze, Associate Superintendent Dr. Ann Millerborg, and Superintendent Dr. Jim Capps met in executive session to review the compensation package for administrative personnel and support staff and to discuss negotiations for the 2006-2007 school year pursuant to 25 O.S. § 307 (B) (1) and (2).

Tuesday Aug. 15, 5 p.m.

The Putnam City Schools Board of Education of Independent School District No. One of Oklahoma County, State of Oklahoma, met in special session Tuesday, August 15, 2006 at 5:00 p.m. in the Board Room at the Administration Building, 5401 NW 40th, Oklahoma City, Oklahoma. The agenda and meeting notice were posted on Monday, August 14, 2006 at 4:30 p.m. in accordance with 25 O.S. §311.

ITEM #1 - Call to order and recording of members present and absent.

The meeting was called to order by President Gail LoPresto at 5:00 p.m. Recorded present were Vice President Sue Sullivan; Jerry Cramer, Melinda Johnson, and Julie Jenison, members; President Gail LoPresto; Superintendent Dr. Jim Capps; Debbra Baldwin, clerk; and others.

item # 2 - Consideration of and vote on ratification of the 2006-2007 negotiated agreement between the board of education and the putnam city association of classroom teachers.

Sue Sullivan made a motion to approve the ratification of the 2006-2007 Negotiated Agreement between the Board of Education and the Putnam City Association of Classroom Teachers. Julie Jenison seconded the motion. Vote: Sullivan, aye; Cramer, aye; Johnson, aye; Jenison, aye; LoPresto, aye.

In addition to the $3,000 raises granted by the legislature to all certified personnel in the state, Putnam City teachers will receive an additional step on the salary schedule. District teachers ratified the agreement August 14, 2006 with a 99 percent approval rate. The cost to the district of changes in compensation to teachers will be about $5.2 million.

ITEM #1 – INSPIRATIONAL MESSAGE, MOMENT OF SILENCE, AND PLEDGE OF ALLEGIANCE – SHERRI BROWN.

Sherri Brown, Principal of Central Elementary, led in the Inspirational Message, Moment of Silence, and Pledge of Allegiance.

ITEM #2 – PRESENTATION ON TESTING RESULTS FOR 2005-2006 – SUE KUNTZE AND DR. MELANI MOUSE.

Sue Kuntze presented Oklahoma Core Curriculum test results for the elementary schools. Mrs. Kuntze reported district scores for the 11 student subgroups which are: all students, regular students, black students, American Indian, Hispanic, Asian, white, other, economically disadvantaged, English language learners, and special education. She said the district is successfully closing the gap in most areas, but more work is needed in addressing the discrepancy with our black students and special education students. Special education test scores reflect improvement, but are not where we want them to be.

Third grade students took state tests in reading and math. It was the second year of state 3rd grade testing in the same testing format (CRT), which means test results can be compared. In reading, 85% of district 3rd grade students scored satisfactory or advanced in 2006 compared to 84% in 2005. On math tests, 72% of district 3rd grade students scored satisfactory or advanced in 2006 compared to 69% in 2005.

Fourth grade students also took CRT’s in reading and math for the second year. In reading, 93% of district 4th grade students scored satisfactory or advanced in 2006 compared to 90% in 2005. On math tests, 86% of district 4th grade students scored satisfactory or advanced in 2006 compared to 81% in 2005.

As required by law, 5th grade students took tests in five subject areas. During the last three years of state testing, district 5th grade student scores have risen in every subject area. Percentage of students scoring satisfactory or advanced in 2006 in reading is 85% up from 74% three years ago; math is 86% up from 75% three years ago; science is 85% up from 80% three years ago; social studies is 65% up from 64% three years ago; and writing is 92%. Writing scores from previous years for all 5th grade students in the state have been invalidated due to problems with the test.

Dr. Mouse reported testing results for middle school students. She reported that sixth grade students were tested in 2006 for the first time. On reading tests, 86% of district 6th grade students scored satisfactory or advanced. On math tests, 83% of district 6th grade students scored satisfactory or advanced.

Seventh grade students were tested in math and reading in 2006 for the first time as well. In reading, 85% of district 7th grade students scored satisfactory or advanced. On math tests, 81% of district 7th grade students scored satisfactory or advanced. In the second year of state geography tests, 86% of district 7th grade students scored satisfactory or advanced which is the same percentage as in 2005.

Achievement by district 8th grade students on state tests of proficiency in reading, math, science, history, and writing show steady gains over a four-year period and are now at their highest levels ever. In reading, 89% of district 8th grade students scored satisfactory or better up from 80% four years ago. On math tests, 83% of district 8th grade students scored satisfactory or better up from 71% four years ago. On science tests, 88% of district 8th grade students scored satisfactory or better up from 76% four years ago. On history tests, 82% of district 8th grade students scored satisfactory or better up from 53% four years ago. On state writing tests, 96% of district 8th grade students scored satisfactory or better. Writing scores from previous years for all 8th grade students in the state have been invalidated due to problems with the test.

Dr. Mouse said she is proud of the middle school administrators and teachers and the progress that has been made on state tests.

ITEM #6 – CONSIDERATION OF AND VOTE ON MOTION TO APPROVE CONTRACT WITH LARRY BELL, MULTICULTURAL AMERICA, INC. FOR STAFF DEVELOPMENT JANUARY 3, 2007 AT PUTNAM CITY NORTH HIGH SCHOOL FOR THE PUTNAM CITY NORTH FEEDER SCHOOLS. ($8,800.00 FROM TITLE II-A FUNDS)

Sue Sullivan made a motion to approve the contract with Larry Bell, Multicultural America, Inc. for staff development January 3, 2007 at Putnam City North High School for the Putnam City North feeder schools. Jerry Cramer seconded the motion. Vote: Sullivan, aye; Cramer, aye; Jenison, aye; LoPresto, aye.

Larry Bell will work with teachers on ideas, instructional strategies, and best practices that will help raise the bar for all students for lack of achievement. Using "power names" and "bragging" on students are other methods Larry shares to help teachers reach even the most challenging student.

ITEM #7 – CONSIDERATION OF AND VOTE ON APPROVAL OF NEW HIV/AIDS AWARENESS EDUCATION CURRICULUM FOR HIGH SCHOOLS.

Jerry Cramer made a motion to approve the new HIV/Aids Awareness Education Curriculum for high schools. Julie Jenison seconded the motion. Vote: Sullivan, aye; Cramer, aye; Jenison, aye; LoPresto, aye.

The AIDS Curriculum is designed to meet general criteria set out in HB 176 which specifies that AIDS prevention education be provided at least once from grade seven through grade nine and once from grade ten through grade twelve, and preferably at least once from grade five through grade six. The current curriculum guide was written in 1994, and the new guide updates information to reflect the changed understanding of the disease as well as improved instructional strategies. The new guide was written by a team of district Biology teachers as a part of the Lesson Study Math/Science Partnership and utilizes materials from the OSDE, The State Department of Health, the National Science Teachers Association, and the American Red Cross.

ITEM #8 – CONSIDERATION OF AND VOTE ON APPROVAL FOR PAYMENT TO EXPRESS EVENT CENTER FOR LOCATION OF DISTRICT PROFESSIONAL DEVELOPMENT SEPTEMBER 5, 2006. ($2,630.00)

ITEM #9 - SUPERINTENDENT’S REPORT.

· Five district high school students have been selected to be part of the 2006-2007 Youth Council of Oklahoma City.

· Whitney Bass from Putnam City North High School and Anna Imose from Putnam City High School are Ward 1 representatives on the council. Jonathan Shirley from Putnam City West High School is a Ward 3 representative, Cally Kingsley from Putnam City North is a Ward 8 representative, and Hunter Ligon from Putnam City High School is a member at large.

· The Youth Council involves 18 high school students annually in city government. Youth Councilors participate in neighborhood meetings and other activities, learn how services are provided to city residents, and adopt their own short-term projects serving the city. Youth Councilors bring a youth perspective to city issues while serving as liaisons between the City, their peers, and their wards. Youth Council is a program of the City of Oklahoma City managed by the Youth Leadership Exchange.

ITEM #10 – BOARD COMMENTS

Sue Sullivan praised the decision of Tulakes Elementary to go to school uniforms. She thanked Dr. Melani Mouse and Sue Kuntze for the good news on test scores. She thanked teachers, administrators, students, and parents for their hard work to improve test scores.

Julie Jenison thanked Dr. Mouse and Sue Kuntze as well as Jason Simeroth and curriculum specialists for their work in improving test scores. She also said she enjoyed the recent dedication of Capps Middle School, and thanked Mrs. LoPresto for her role in making it happen.

Gail LoPresto said today was a special day in her family because her daughter started her first day as a teacher. She said the experience reminded her of the effort the district goes to in order to hire and train new teachers. She also thanked the district for the education it provided to her daughter and son. Mrs. LoPresto introduced Marj Ivens who is an administrative intern this year at Central Elementary and Central Intermediate.
