The Putnam City Schools Board of Education of Independent School District No. One of Oklahoma County, State of Oklahoma, met in regular session Monday, October 3, 2005 at 6:00 p.m. in the board room at the Administration Building, 5401 NW 40th, Oklahoma City, Oklahoma. The total cost of the author appearances is $9,025.00. Ms. Beard’s daily honorarium is $950.00. Half of the funding for her visits will come from the elementary schools where she will make presentations, and a matching amount ($4,512.50) will be provided by the Putnam City Schools Foundation.
ITEM #7 – CONSIDERATION OF AND VOTE ON CONTRACT FOR CAREER AND TECHNOLOGY PROGRAMS AND LOBBYING; DEPARTMENT SUSPENSION AND OTHER RESPONSIBILITY MATTERS AND DRUG-FREE WORKPLACE REQUIREMENTS FORM.
Gail LoPresto made a motion to approve the contract for Career and Technology Programs and Lobbying, Department Suspension and Other Responsibility Matters and Drug-Free Workplace Requirements Form. This agreement provides $289,800.00 to the district for teacher salaries and program assistance funds.
ITEM #8 – CONSIDERATION OF AND VOTE ON MOTION TO APPROVE POLICY DI – LEAVE.
Julie Jenison made a motion to approve changes to Policy DI – Leave. Gail LoPresto seconded the motion. Vote: LoPresto, aye; Cramer, aye; Johnson, aye; Jenison, aye; Sullivan, aye.
With the changes in this policy, extended sick leave will be eliminated for support employees. Support employees will maintain salary protection benefits and sick leave sharing possibilities to help with any extended illness that may occur. The change in policy does not affect certified personnel. State law requires the district to provide extended sick leave for certified employees.
ITEM # 9 – CONSIDERATION OF AND VOTE ON AN APPEAL OF A DECISION BY THE HEARING PANEL TO SUSPEND A PUTNAM CITY NORTH STUDENT.

ITEM #10 - SUPERINTENDENT’S REPORT.
· Wiley Post Principal, Stephanie Treadway, has been named the winner of the Oklahoma School Administrator Award by the Oklahoma Association of School Library Media Specialists. The award honors an administrator who has been supportive and instrumental in establishing or substantially improving the scope and quality of the library media services offered to the school population under his or her supervision.
· The National Achievement Scholarship Program announced the names of approximately 1,600 semifinalists in the 42nd annual academic competition for Black American high school students. Erica Slates, Putnam City High School, and Andeneshea Kemp, Putnam City North, are two of those semifinalists. These scholastically talented students now have an opportunity to continue in the competition for $2.5 million in Achievement Scholarship awards that will be offered for college study.
· Sixty one Putnam City High School students earned the designation of AP Scholar by the College Board in recognition of their exceptional achievement on the college level Advanced Placement Program exams. One district student qualified for National AP Scholar Award, 12 students earned AP Scholar with Distinction recognition, 9 students earned AP Scholar with Honor status, and 39 students earned AP Scholar recognition.
· The Putnam City North Cheerleading Squad received the State Cheerleading Academic Champion Trophy on Saturday during state cheerleading championship competition in Choctaw. Putnam City North cheerleaders had a cumulative GPA of 3.7, topping the 15 other teams in the 5A division.
· The Fifth Annual Putnam City Marching Classic takes place on Saturday, October 8, 2005 at Putnam City Stadium. Preliminary competition begins at 11:15 a.m. Finals competition, in which the top 12 bands participate, will begin at 7:00 p.m.
· On Tuesday, October 11, Putnam City voters will vote on a $31.9 million bond proposal intended to maintain sound schools, sustain high quality academic environments and enhance learning opportunities for district students. There is no tax increase associated with this proposal. Please be sure to vote.
ITEM #11 – COMMENTS BY BOARD MEMBERS.
Gail LoPresto said the district is doing a good job getting the information out to patrons on the Bond Election. She said she enjoyed seeing Bob Early and hearing his percussion students perform. She congratulated Wiley Post Principal Stephanie Treadway on her award.
Jerry Cramer thanked Dr. Diane Welker for her inspirational message. He enjoyed the percussion group’s performance. Mr. Cramer encouraged voters to vote in the October 11th bond election.
Melinda Johnson said she has enjoyed going to some open houses. She tries to make as many as she can. She also asked board members to consider developing a temporary policy regarding use of MAPS for Kids funds.
Julie Jenison said she was incredibly impressed with schools and school staff as she attended site improvement presentations.
Sue Sullivan mentioned the bond election and the fact that there is no tax increase. She emphasized the importance of the election and making sure patrons were informed.

ITEM #3 – RECOGNITION OF NATIONAL MERIT SEMIFINALISTS.
Dr. Don Wentroth, Putnam City High School principal, and Brian Chastain, Putnam City North principal, introduced Grace Hancock of Putnam City High School and Samuel Beer and Isaac Freeman of Putnam City North. All three have achieved National Merit Semifinalist distinction. Mark Deimund and Elizabeth Upton of Putnam City North, who were not in attendance, were named National Merit Semifinalists as well.
ITEM #4 – CONDUCT A PUBLIC HEARING TO TAKE PUBLIC COMMENTS ON FINANCIAL MATTERS, INCLUDING PAST AND PRESENT EXPENDITURES OF THE DISTRICT.
Steve Myers, Director of Finance, presented a 2006 budget overview for Putnam City Schools. Seventy-four percent of the budget goes to the General Fund, 5% to the Building Fund, 4% to Child Nutrition, 10% to Bonds and MAPS, 6.5% to the Sinking Fund, and 5% to other. Sixty-five percent of the General Fund budgeted expenditures by function goes to instruction, 34% to support services, and 1% is unbudgeted appropriation. General Fund budget by category is budgeted to salaries and benefits at 87%, departmental and school budgets at 4%, district overhead at 5%, state and federal grants at 3%, and unbudgeted appropriation at 1%.
Funding sources for the 2006 General Fund Revenue Budget are local revenue - $27,638,945, county revenue - $3,645,368, state revenue - $61,052,027, and federal revenue - $7,916,670 for a total of $100,253,010 for the 2006 General Fund Budget. This amount is $2,108,406 more than we received in 2005 collections.

Building Fund expenditures for 2006: Forty-eight percent goes to capitol outlay, 10% to equipment, 19% to unallocated appropriation, and 23% to buildings and maintenance.

Mr. Myers gave board members and patrons a chance to ask questions. In November, the formal budget guide will be presented.

ITEM #10 – CONSIDERATION OF AND VOTE ON MOTION TO APPROVE CHANGE ORDER NUMBER 2 FOR THE PC CENTER AUXILIARY SERVICES.

In finalizing the construction of the auxiliary services at the PC Center, some requirements have been levied by the inspector. Among them are the installation of a shunt trip for the island range in rooms 358 and 275, extend walls to deck in several rooms for smoke containment, and install kitchen hood fire suppression in serving area. Other items needed are replacing a gate valve, installation of ceramic tile and a change of carpet selection (deduct).
ITEM #11 - SUPERINTENDENT’S REPORT.
· Six district high school students were named "Commended Students" in the 2006 National Merit Scholarship Program. Congratulations to Matthew Bailey from Putnam City West High School; Jonathan Gray from Putnam City High School; and Michael Carver, Nancy Isch, Kristin Kerce and Anna McGeachy of Putnam City North High School. Commended students placed among the top 5 percent of more than 1 million students who entered the 2006 National Merit Scholarship competition.
· Congratulations to Regina Finney, who was named 2005-06 Elementary Educator of the Year by the Oklahoma Art Education Association. This organization recognizes colleagues who meet and exceed their high standards for a quality art education program.
· Thanks to all our patrons who supported the bond issue. We will begin the projects with the first release in January 2006.
ITEM #12 – COMMENTS BY BOARD MEMBERS.
Jerry Cramer said he appreciated all the patrons who voted in the recent bond election. He thanked Putnam City North Principal Brian Chastain for his inspirational message. He also thanked Jan Hulsey and the Putnam City vocal group for their performance.
Melinda Johnson thanked the Putnam City North choir group. She congratulated the National Merit Semifinalists and Commended Students. She was pleased with the results of the bond election. She proposed that the board explore the possibility of an Operations Director for the district.
Julie Jenison thanked Jan Hulsey and students for their performance. She thanked patrons for supporting the bond issue. She is looking forward to seeing what is done in the next couple of years as a result of the passage of the bond.
Sue Sullivan thanked administrators and patrons for voting in the recent bond election. She congratulated the National Merit Semifinalists. She said Putnam City North vocal group was outstanding. She thanked those who had come to the board meeting and said she appreciated the support.
