BOARD OF EDUCATION REGULAR MEETING
Monday, April 4, 6 p.m.

The Putnam City Schools Board of Education of Independent School District No. One of Oklahoma County, State of Oklahoma, met in regular session Monday, April 4, 2005 at 6:00 p.m. in the board room at the Administration Building, 5401 NW 40th, Oklahoma City, Oklahoma. The agenda and meeting notice were posted on Friday, April 1, 2005 at 4:30 p.m. in accordance with 25 O.S. § 311.

Members present: Sue Sullivan, president; Melinda Johnson, vice-president; Julie Jenison, Jerry Cramer, and Gail LoPresto, members; Superintendent Dr. Jim Capps; Debbra Baldwin, clerk, and others.

ITEM #1 – INSPIRATIONAL MESSAGE, MOMENT OF SILENCE, AND PLEDGE OF ALLEGIANCE – JOHN MCGRATH, MULTIMEDIA SPECIALIST.

John McGrath, Multimedia Specialist, led in the Pledge of Allegiance, inspirational message, and moment of silence.

ITEM #2 – PRESENTATION OF THE PUTNAM CITY PUBLIC SCHOOLS FOUNDATION OUTSTANDING SUPPORT STAFF AWARDS.

Caroline Gist, James Dickson, Vernon Cook, and Nancy Moore from the Putnam City Foundation along with Sue Sullivan, Putnam City Board President, honored five district employees with "Outstanding Support Staff" awards. Recognized for their accomplishments were Donna Charles, a teacher’s aide at Ralph Downs Elementary School; Terri Hill, the registrar at Putnam City North High School; Shirley Qualls, a custodian at Central Intermediate School; Lecrecia Schmidt, the financial secretary at Kirkland Elementary School; and Indra Zepeda, a teacher’s aide at Putnam City High School.

Award winners were nominated by co-workers for the vital roles they play in the mission and operation of district schools.

ITEM #3 – CONSIDERATION OF AND VOTE ON APPROVAL OF PROCLAMATION OF APRIL AS SCHOOL LIBRARY MEDIA MONTH, JOHN MCGRATH.

John McGrath, Multimedia Specialist, read the School Library Media Month proclamation. In the proclamation, April, 2005 is proclaimed School Library Media Month and April 10 – 16, 2005 is proclaimed as National Library Week in the Putnam City School District. Melinda Johnson made a motion to approve the proclamation of April as School Library Media Month. Julie Jenison seconded the motion. ITEM #4 – RECOGNITION OF THE MAYFIELD MIDDLE SCHOOL SCIENCE OLYMPIAD TEAM – BOB MELTON, SCIENCE SPECIALIST.

Bob Melton introduced Patti Walker, teacher, who recognized the Mayfield Middle School Science Olympiad Team members: Victoria Vines, Jessica Rader, Amanda Schnieder, Katie Hudgins, Sonora Roddy, Auburn Looking Glass, David Pike, Cooper Hahn, Aaron Flesner, Zack Toney, Koree Hanneman, Jared Halstead, Nick Hoff, Ben Rhodes, and Travis Wilson.

ITEM #5 – PUBLIC PARTICIPATION

Teacher Katherine Bishop thanked board members for restoring sick leave sharing as an employee benefit in August, 2004.

ITEM #10 – CONSIDERATION OF AND VOTE ON MOTION TO APPROVE THE RECOMMENDATION FOR THE 2005-2006 NEGOTIATING TEAM.

ITEM #11 – CONSIDERATION OF AND VOTE ON MOTION TO APPROVE RENEWAL OF THE MUTUAL COOPERATION AGREEMENT WITH OKLAHOMA COUNTY FOR DISTRICT PROJECTS.

Summer Bridge – intervention for academically "at-risk" 5th/8th graders in transition to middle school and high school
Summer Spectacular - provides many options for students to be involved in high interest, hands-on and creative endeavors
Counterpoint – provides opportunities for talented students in Putnam City Schools to work with professionals in the performing arts areas

FISCAL NOTE: Each program charges tuition to cover the cost of salaries and supplies. There will be no charge for students on a Literacy Plan, students from Title I schools, or for special education students qualifying for Extended School Year services.

ITEM #13 – SUPERINTENDENT’S REPORT.

· Congratulations to our Health Coordinator, Georgene Westendorf, who passed the 4-hour examination and became a Nationally Certified School Nurse. She is now one of only seven national board certified school nurses in Oklahoma. Certification represents a national standard of preparation, knowledge and practice.

· Gale Gerhardt, 1st grade teacher at Kirkland, has won the Wal-Mart Teacher of the Year Award. She will receive $1,000 to use for school needs and will be honored on National Teacher’s Day.

· We are very proud of West student, Nicholas LeCompte, who scored a 36 on the ACT. He is the only Oklahoma student to make this score.

· Cameron Bergeron, Putnam City High School student, has won a Silver Key in the Scholastics National Portfolio. Out of 13,000 entries, Cameron was chosen to receive this award at Carnegie Hall in New York City.

· Mayfield student, Ethan Turner, was runner-up in the Regional Spelling Bee, which qualified him to compete in the State competition.

· Putnam City High School senior, Sam Rohlman, works part time for a business which recently experienced an explosion and subsequent fire. Sam was on the site at the time and went into the building and carried a man out who had been burned over 80% of his body. Sadly, the gentleman died. But Sam’s gesture was extremely courageous.

· Putnam City High School Junior, Maria (Chuya) Lopez, was chosen "Latino Leader of the Month" by Oklahoma City’s Latino Community Development Agency. Chuya will be featured on COX in an infomercial celebrating Oklahoma’s Hispanic Youth.

· Overholser won first place in the Metro Area Abitibi recycling contest and will receive $800! Putnam City did better than any other district in the state.

· Our Child Nutrition Department recently received a perfect review from the state consultant. We had no areas needing corrective measures. Thanks for doing such a good job.

· JoAnn Kopp, Library Media Specialist at North, was named winner of the OASLMS Technology in Education Award. This award identifies library media specialists who have innovative visions as well as promote and practice the integration of technology into teaching and learning.

· The annual Kirkland Klassic 1-mile run was a success with over 200 participants. All proceeds will go toward the purchase of additional curriculum materials.

· The Putnam City Foundation received a $25,000 a grant from Ethics and Excellence Journalism Foundation and has purchased photography equipment for our three high school journalism departments.

· Pre-enrollment for the 4-yr-old program will be tomorrow night from 5:30 to 7:00 at all elementary school sites.

· In an effort to maximize student learning, new class time schedules will be as follows for the 2005-06 school year:
» elementary 8:10 to 3:10
» middle school 7:45 to 2:30
» high schools 8:30 to 3:45

ITEM #14 – COMMENTS BY BOARD MEMBERS.

Gail LoPresto congratulated the Mayfield Middle School Science Olympiad Team and team sponsors in winning a trip to national competition. She congratulated the winners of the Support Staff Awards. Her daughter has been observing at Will Rogers Elementary, and it has been a very positive experience for her. Mrs. LoPresto also said she would miss Dr. Linda Everett who is leaving Putnam City to take a new position as Director of Secondary Education in Norman Public Schools.

Jerry Cramer said he was pleased with the starting and ending times for school which starts in the 2005-2006 school year. He congratulated the Science Olympiad Team.

Melinda Johnson expressed to Dr. Linda Everett that she and teachers would miss her but wished her well. She thanked the Foundation and Caroline Gist and congratulated the Support Staff Award winners. She expressed appreciation to John McGrath in his proclamation of April as School Library Media Month. She said the Putnam City North Prom Dress sale and craft show went well. All the proceeds go to the Cancer Fund Drive.

Julie Jenison expressed her sympathies to the Peggy Shirey family. Peggy Shirey was a Harvest Hills teacher who recently passed away. Mrs. Jenison congratulated Sue Sullivan and her husband who recently celebrated their 50th wedding anniversary.

Sue Sullivan thanked everyone for their well wishes on her anniversary. She congratulated the Science Olympiad Team. She reminded everyone that the Putnam City Foundation Banquet is

April 12th at 6:30 p.m. and that Dr. Kenneth Cooper will speak and be inducted into the Foundation Hall of Fame.

Linda Brown, Drama teacher at Putnam City West introduced students that performed from the upcoming production of Forever Plaid.

ITEM #3 – SEDL PRESENTATION (SOUTHWEST EDUCATIONAL DEVELOPMENT LABORATORY) – JANICE BRADLEY.

Janice Bradley and Deborah Reed from SEDL gave a presentation to the Board of Education. SEDL has been working with Putnam City administrators and teachers once a month for four years to assist schools in working systemically to improve reading and math. Ms. Bradley presented a slide show showcasing improvements in student testing during the last two years at Western Oaks Middle School and Putnam City West High School.

ITEM #4 – PUBLIC PARTICIPATION.

Marty Bernich, Putnam City art teacher, recognized Cameron Bergeron and his father, Andy. Cameron is a National Scholastic Arts Award winner.

Student, Chantal Adamson asked that administrators reevaluate the decision to change high school start times next year.

ITEM #8 – CONSIDERATION OF AND VOTE ON MOTION TO APPROVE CHANGES TO POLICY EF – ATTENDANCE.

Gail LoPresto made a motion to approve the changes to Policy EF – Attendance. Melinda Johnson seconded the motion. Vote: LoPresto, aye; Cramer, aye; Johnson, aye; Jenison, aye; Sullivan, aye.

Approval of Policy EF - Attendance changes only one word. Instead of saying elementary and middle school students "shall not" be promoted to the next grade if they miss more than 20 days of school, the policy now says students "may not" be promoted to the next grade.

ITEM #9 – CONSIDERATION OF AND VOTE ON MOTION TO APPROVE SUPPLEMENTAL APPROPRIATION FOR THE FY 2005 GENERAL FUND.

Julie Jenison made a motion to approve the Supplemental Appropriation for the FY 2005 General Fund. Gail LoPresto seconded the motion. Vote: LoPresto, aye; Cramer, aye; Johnson, aye; Jenison, aye; Sullivan, aye.

The general fund supplemental appropriation allows $4,568,740.00 in additional spending authority. The funds to be spent are federal grants received after the district’s Estimate of Needs was established. The approval allows expenditure of funds already in the bank or currently approved by grant programs and is not a request for additional money from any agency or taxing authority.

ITEM #10 – CONSIDERATION OF AND VOTE TO REINSTATE NINE (9) HIGH SCHOOL CERTIFIED TEACHER POSITIONS.

Melinda Johnson made a motion on approval to reinstate nine (9) high school certified teacher positions. Gail LoPresto seconded the motion. Vote: LoPresto, aye; Cramer, aye; Johnson, aye; Jenison, aye; Sullivan, aye.

Each of the three high schools will add one teacher according to school staffing needs, one teacher for an elective academic support class and one English Language Learner teacher. The estimated cost to the district of restoring the nine positions is $333,000.00. Twenty-eight high school positions were eliminated for the 2003-2004 school year as a result of budget cuts during the state’s financial crisis. Ten high school teaching positions were restored in June 2004, and an additional five high school teaching positions were restored in July 2004.

ITEM #11 – CONSIDERATION OF AND VOTE ON MOTION TO APPROVE PROPOSAL TO MAPS FOR KIDS FOR THE PURCHASE OF NEW BUSES. ($1,200,000.00 – MAPS FOR KIDS)

Gail LoPresto made a motion to approve proposal to MAPS for Kids for the purchase of new buses for $1,200,000.00, MAPS for Kids. Julie Jenison seconded the motion. Vote: LoPresto, aye; Cramer, aye; Johnson, aye; Jenison, aye; Sullivan, aye.

The district expects to purchase about 20 school buses. The expenditure must now be considered by the MAPS Trust.

ITEM #12 – CONSIDERATION OF AND VOTE ON MOTION TO APPROVE THE SELECTION OF ARCHITECTURE INCORPORATED, PC FOR ROOFING REPAIRS, WINDOW/DOOR REPLACEMENT, AND A CLASSROOM ADDITION AT PUTNAM CITY NORTH.

Gail LoPresto made a motion to approve the selection of Architecture Incorporated, PC for roofing repairs, window/door replacement, and a classroom addition at Putnam City North. Jerry Cramer seconded the motion. Vote: LoPresto, aye; Cramer, aye; Johnson, aye; Jenison, aye; Sullivan, aye.

The funding for these repairs and improvements is coming from bonds approved by voters in October 2003.

ITEM #13 – SUPERINTENDENT’S REPORT.

· The West Academic Computer Science Team won their division at the 92nd Annual Southwestern Interscholastic Meet. Congratulations to that team, Micah Morgan, Johnny Sharp and Matt Bailey.

· Dennis’ 5th grade Knowledge Masters Academic Competition Team placed first in the state competition. The team was 56th out of 384 teams from the United States, Korea, Lebanon and Singapore.

· Two Wiley Post teams placed 2nd and 3rd in state Odyssey of the Mind competition. The team that won 2nd place now has a chance to compete in the Odyssey of the Mind world competition.

· Jeff Cartmell, a senior at West, has been nominated to attend the Global Youth Leadership Conference in Budapest, Hungary this summer. Cartmell, who is concurrently enrolled at Oklahoma State University, has also been named to the National Dean’s List.

· Patricia George, Cooper Alt Ed teacher, was honored with the Margaret Mead Award. This award is given by the Oklahoma Alternative Education Association to the educator who does "whatever it takes to never give up" on a student.

· Putnam City High’s yearbook, Treasure Chest, was honored twice as one of the nation’s best at the NSPA National Journalism Convention. Sam Effinger and his yearbook staff were awarded the Pacemaker Award and the Best in Show.

· Fourteen district high school students will receive a total of 17 State Superintendent Awards for Arts on Monday, April 25th. In addition, Dr. Nona Burling, principal at Downs elementary, will receive an Administrator Award at the same event. The awards honor high school seniors and administrators for achieving excellence in the arts.

ITEM #14 – COMMENTS BY BOARD MEMBERS.

Gail LoPresto thanked retiring Putnam City North High School principal Ray Bohannon for a job well done. She thanked retiring Wiley Post Elementary principal Sue Hooper for her service to Putnam City. She said she enjoyed the musical performance by Putnam City West students of Forever Plaid. Mrs. LoPresto praised the Putnam City Foundation for this year’s banquet. She said Dr. Kenneth Cooper’s motivational presentation was very inspiring.

Jerry Cramer thanked the Putnam City West drama group for their performance from Forever Plaid. He congratulated SEDL and Janice Bradley for their good work with the Putnam City district. Mr. Cramer said he is sad to see Putnam City North principal Ray Bohannon retire as well as Putnam City High School Journalism teacher, Sam Effinger, and others. He said he was very motivated by Dr. Kenneth Cooper at the Putnam City Foundation banquet.

Melinda Johnson said she was inspired by Dr. Kenneth Cooper at the Foundation banquet as well. She said she really enjoyed the banquet. She congratulated Ray Bohannon on his retirement.

Julie Jenison said she enjoyed the Foundation banquet and speaker, Dr. Kenneth Cooper. She was very inspired. She said she is looking forward to attending the performance of Forever Plaid at Putnam City West. She congratulated Ray Bohannon on his retirement. She also congratulated Cameron Bergeron on his national art award. Mrs. Jenison thanked Marty Bernich for recognizing Cameron at the Board Meeting. She thanked Central Elementary principal Sherri Brown and said she enjoyed attending the Central Elementary Health Fair.

Sue Sullivan thanked Ray Bohannon for serving our district and said he would be missed. She commented on the outstanding Putnam City Foundation banquet. Dr. Cooper was a very motivating speaker. She said she attended a Learning 24/7 Conference in Las Vegas on school improvement. She is proud of what Putnam City is already doing to improve our district.
