BOARD OF EDUCATION REGULAR MEETING
Monday, Oct. 4, 2004

The Putnam City Schools Board of Education of Independent School District No. One of Oklahoma County, State of Oklahoma, met in regular session Monday, October 4, 2004 at 6:00 p.m. in the boardroom at the Administration Building, 5401 NW 40th, Oklahoma City, Oklahoma. The agenda and meeting notice were posted on Friday, October 1, 2004 at 4:30 p.m. in accordance with 25 O.S. § 311.

Members present: Melinda Johnson, president; Julie Jenison, vice-president; Gail LoPresto, Sue Sullivan, and Jerry Cramer, members; Superintendent Dr. Jim Capps; Debbra Baldwin, clerk, and others.

ITEM #1 – INSPIRATIONAL MESSAGE, MOMENT OF SILENCE, AND PLEDGE OF ALLEGIANCE – BARBARA CRUMP, APOLLO ELEMENTARY PRINCIPAL.

Barbara Crump, Apollo Elementary Principal, gave an inspirational message, led in a moment of silence, and the Pledge of Allegiance.

ITEM #2 – ELEMENTARY TESTING OVERVIEW AND ELEMENTARY AND MIDDLE SCHOOL API DATA – SUE KUNTZE, ASSISTANT SUPERINTENDENT OF ELEMENTARY EDUCATION AND DR. MELANI MOUSE, ASSISTANT SUPERINTENDENT OF SECONDARY EDUCATION.

Sue Kuntze, Assistant Superintendent of Elementary Education, presented Core Curriculum test score data comparisons for 2003 and 2004. Our latest test scores show the percent of district 5th graders scoring satisfactory or above for math was 75 percent; reading, 74 percent; science, 80 percent; social studies, 64 percent; and writing, 62 percent.

Mrs. Kuntze and Dr. Melani Mouse, Assistant Superintendent of Secondary Education both briefed board members on school performance data (API and AYP). The good news is that all elementary and middle schools achieved the target performance goals in attendance and percentage tested areas for all subgroups in 3rd, 5th, and 8th grades. In addition, all middle schools made their target performance goals for reading and math in all subgroups reflected in their 8th grade student populations.

Six schools fell short of making AYP in 2004. Each school must hit target scores in reading, math, attendance, and percent of students tested in each of 11 different subgroups of students (all students, black students, Asian students, English Language Learners, etc.). This is a total of 44 opportunities to succeed or miss the AYP. Schools must meet all targets for all measurable student groups in order to make AYP.

Apollo Elementary missed making AYP because of reading scores by regular education students. Central Intermediate fell short due to reading scores by economically disadvantaged students; Hilldale fell short because of reading scores by regular education, economically disadvantaged and all students, as well as math scores by students in the same three subgroups. Tulakes missed making AYP because of reading scores by regular education, economically disadvantaged and all students; Western Oaks Elementary fell short of AYP in reading and math because of scores by regular education, economically disadvantaged and all students; and Wiley Post Elementary did not make AYP because of math scores by economically disadvantaged students.

One school, Apollo Elementary, has been identified for school improvement. The district is working on a plan, as required by law, to allow students to transfer to other schools. The district is also providing or planning positive interventions such as tutoring, after school academic services, and a full-time ESL specialist. Assistance in test data analysis will help staff identify areas in which students need additional instructional interventions to achieve at higher levels.

Across the state, 107 elementary and middle schools have been identified for school improvement. Apollo is one of 76 in the first year of school improvement status.

ITEM #5 – CONSIDERATION OF AND VOTE ON RECOMMENDATION OF EMPLOYMENT OF NEW PERSONNEL AS LISTED ON ATTACHMENT A.

ITEM#7 – consideration of and votE ON RECOMMENDATION TO PURCHASE RIVERDEEP DESTINATION MATH AND READING PROGRAMS FOR CENTRAL INTERMEDIATE SCHOOL. (PARTNERSHIP GRANT, $15,000)

ITEM #10 – CONSIDERATION OF AND VOTE ON CONTRACT FOR CAREER AND TECHNOLOGY PROGRAMS AND LOBBYING SHEET.

ITEM #11 – consideration of and vote on appointment of new members to the district professional development committee.

ITEM #12 – SUPERINTENDENT’S REPORT.

Dr. Capps reported that Elizabeth Bailey, Secondary Language Arts Curriculum Specialist, has been honored with the Barbara Spriestersbach Award for Excellence in Teaching. Elizabeth was presented the award by the Oklahoma Association of School Library Media Specialists sponsored by the State Department of Education.

Kirkland Elementary had 11 students who had art work displayed at the 2004 Oklahoma Junior Art Exhibition at the City Arts Center. Five of the 11 were awarded the Merit of Distinction.

Dr. Capps also recognized April Grace who is new to Hefner Middle School this year as an Administrative Intern.

ITEM#13 – board comments.

Gail LoPresto thanked Sue Kuntze and Dr. Melani Mouse for providing test data and API and AYP information. She said she enjoyed attending open houses at Putnam City West High School and Mayfield Middle School. She also enjoyed participating in a 2-mile fun run at Coronado Heights Elementary School.

Jerry Cramer thanked administrators for the testing information presented. He congratulated middle school staff for their work in raising their test scores and API.

Julie Jenison thanked administrators for the testing information as well. She congratulated Central Intermediate and Will Rogers Elementary for winning grants to place new technology in their schools, and said she looked forward to seeing the results of their efforts.

Sue Sullivan expressed appreciation for the testing data presented.

Melinda Johnson thanked Dr. Mouse and Sue Kuntze for the presentation on testing and API.

The Putnam City Schools Board of Education of Independent School District No. One of Oklahoma County, State of Oklahoma, met in special session Tuesday, October 5, 2004 at 4:30 p.m. in the boardroom at the Administration Building, 5401 NW 40th, Oklahoma City, Oklahoma. The agenda and meeting notice were posted on Monday, October 4, 2004 at 4:30 p.m. in accordance with 25 O.S. § 311.

ITEM #1 - CALL TO ORDER AND RECORDING OF MEMBERS PRESENT AND ABSENT.

The meeting was called to order by President Melinda Johnson at 4:30 p.m. Members recorded present were Melinda Johnson, president; Julie Jenison, vice president; Sue Sullivan, Gail LoPresto, and Jerry Cramer, members; Superintendent Dr. Jim Capps; Debbra Baldwin, clerk; and others.

ITEM #2 - CONDUCT A WORK SESSION FOR THE PURPOSE OF DISCUSSIONS BETWEEN THE BOARD OF EDUCATION AND THE ADMINISTRATION REGARDING ANY MATTER OF DISTRICT BUSINESS INCLUDING BUT NOT LIMITED TO, FINANCIAL ISSUES, PERSONNEL ISSUES, EDUCATIONAL ISSUES, CURRICULUM, ADMINISTRATIVE ISSUES, ENROLLMENT, AND PHYSICAL FACILITIES’ ISSUES. NO ACTION WILL BE TAKEN ON ANY ITEM.

Dr. Jim Capps, Superintendent, and members of the administrative staff met with Board members and conducted a work session.

  • Information was presented on the latest class counts and student enrollment.
  • New housing additions are being developed west of Council Road. Implications for enrollment and growth for Putnam City were discussed.
  • Student enrollment in 9th grade decreases by the time the same students graduate from high school.
  • Putnam City may need another Bond Election in September or October, 2005. Many needs for Bond money were discussed.
  • Information was presented on staffing additions.
  • Requests were made to always respond to email communication between administrators and board members. This will confirm an email has been received.

Gail LoPresto made a motion to reemploy Stephen H. McDonald and Associates as the District Financial Advisor for the 2004-05 fiscal year. ($30,000 - 2003 Bond Fund, 36-000)

ITEM  #7 – board to consider and take action on a resolution determining the maturities of, and setting a date, time, and place for the sale of the $7,580.00 Building Bonds of the School District voted and approved on October 14, 2003.

Julie Jenison made a motion to approve a resolution determining the maturities of, and setting a date of November 9, 2005 at 12:00 noon at the Administration Building, Putnam City Schools, 5401 NW 40th, Oklahoma City, Oklahoma, for the sale of the $7,580.00 Building Bonds of the School District voted and approved on October 14, 2003. Gail LoPresto seconded the motion. Vote: LoPresto, aye; Cramer, aye; Jenison, aye; Johnson, aye The issuance of $18,260,000 of Building Bonds has been duly authorized at an election held on October 14, 2003, for that purpose, and $935,000 of the $18,260,000 has previously been sold, issued and delivered, and the Board of Education now desires to sell a second installment of $7,580,000. See attached one (1) fully executed copy of the Resolution determining the maturities and setting the date, time, and place to sell the above-captioned bonds as prepared by STEPHEN H. MCDONALD & ASSOCIATES, INC.

ITEM #8 – CONSIDERATION OF AND VOTE ON RECOMMENDATION TO APPROVE CHANGE ORDER NUMBER 1 FOR THE PUTNAM CITY ACADEMY CONSTRUCTION AT THE PUTNAM CITY CENTER. (DEDUCT $238,709.00 - MAPS FOR KIDS)

Jerry Cramer made a motion to approve the recommendation to approve Change Order Number 1 for the Putnam City Academy construction at the Putnam City Center. Julie Jenison seconded the motion. Vote: LoPresto, aye; Cramer, aye; Jenison, aye; Johnson, aye.

ITEM #9 – consideration of and vote on recommendation to approve change Order number 3 for the putnam city center exterior upgrade project. ($41,000.00 - 2003 bond fund, 36-277)

Gail LoPresto made a motion to approve Change Order Number 3 for the Putnam City Center exterior upgrade project for $41,000.00 from the 2003 Bond Fund, 36-277. Julie Jenison seconded the motion. Vote: LoPresto, aye; Cramer, aye; Jenison, aye; Johnson, aye.

ITEM #10 – CONSIDERATION OF AND VOTE ON RECOMMENDATION TO APPROVE THE AGREEMENTS FOR MATERIALS AND EQUIPMENT FOR THE PUTNAM CITY ACADEMY CONSTRUCTION PROJECT. ($167,569.00 - BUILDING FUND, 21-277)

Julie Jenison made a motion to approve the agreements for materials and equipment for the Putnam City Academy Construction Project for $167,569.00 - Building Fund, 21-277. Jerry Cramer seconded the motion. Vote: LoPresto, aye; Cramer, aye; Jenison, aye; Johnson, aye.

ITEM #11 – SUPERINTENDENT’S REPORT.

· Congratulations to Glenda Ross, Downs Elementary art teacher, for being named Oklahoma Art Educator of the Year by the Oklahoma Art Education Association. And Linda Esser, an art teacher at North, has been named Middle School Art Educator of the Year by the same organization. The award recognizes Linda’s efforts last year, when she taught at Central Middle School.

· Putnam City North student, Brian Rayburn, is one of about 1,600 talented African American high school seniors across the nation to be named a National Achievement Program Semifinalist. Brian and other semifinalists now have an opportunity to continue in competition for a $2,500 Achievement Scholarship award.

· Due to the scarcity of flu vaccine, the district has chosen not to administer flu shots to the employees. The Oklahoma State Department of Health supported the recommendation from the Center for Disease Control to defer the vaccine this year to the individuals in specific priority groups. Hopefully, we will be able offer the vaccinations next year.

· Putnam City North drama students placed second at the Regional One-Act Play Contest, which qualified them for state competition. Putnam City West drama students placed third in the same contest. Additionally, 5 of the 10 students were selected to the All-Star Regional Cast were PC students.

· Putnam City High Schools softball team has been recognized with a distinguished academic achievement award with a 3.85 GPA.

· Rick McClure, art teacher at North, is featured in the "Artists to Watch" section of the October issue of Southwest Art magazine.

ITEM #12 – board comments.

Gail LoPresto said she appreciated the invitation to attend the recent open house at Windsor Hills Elementary. She thanked administrators for sacrifices they make by attending school events. She also encouraged those in attendance to attend the upcoming Putnam City West drama production of "Working," scheduled October 29 – 30, 2005.

Jerry Cramer said he appreciated the chance to attend the recent Association for Supervision and Curriculum Development (ASCD) conference. He thanked administrators for the hard work they do.

Julie Jenison said the ASCD conference was eye-opening. She also wished employees and families a wonderful fall break.

Melinda Johnson thanked administrators for their participation in the work session October 5, 2005. She complimented Putnam City North on their great homecoming, and thanked Susan Clothier for a great job with the Putnam City North band.
