BOARD OF EDUCATION REGULAR MEETING
Monday, Dec. 3, 2001

The Putnam City Schools Board of Education of Independent School District No. One of Oklahoma County, State of Oklahoma, met in regular session Monday, December 3, 2001 at 5:30 p.m. in the boardroom at the Administration Building, 5401 NW 40th, Oklahoma City. The agenda and meeting notice were posted on Friday, November 30, 2001 at 4:00 p.m. in accordance with 25 O.S. § 311.

Members present: Melinda Johnson, president; Sue Sullivan, vice-president; Gail LoPresto, Earl Stewart, and Julie Jenison, members; Superintendent Dr. Jim Capps; Andrea Nowlin, clerk and others.

ITEM #1 – INSPIRATION AND PLEDGE OF ALLEGIANCE – CECIL BOWLES.

Cecil Bowles, teacher at Western Oaks Middle School, gave an inspirational message followed by the Pledge of Allegiance to the Flag.

ITEM #2 – RECOGNITION OF NATIONAL BOARD CERTIFIED TEACHERS.

Dr. Capps and Mrs. Johnson recognized the district’s seven new National Board Certified Teachers as follows: Marty Bernich, Putnam City High School; Lynn Cook, Putnam City West High School; Marie Harris, Downs Elementary; Melonie Hau, Putnam City West High School; Joyce Martin, Will Rogers Elementary; Jenny Massey, Downs Elementary; and Pam Rhodes, Lake Park Elementary. Dr. Capps congratulated the teachers for their accomplishments.

ITEM #3 – PRESENTATION OF THE GOLDEN APPLE AWARDS – CECIL BOWLES, CHAIRPERSON, THE GOLDEN APPLE AWARDS COMMITTEE.

Cecil Bowles, chairperson for the Golden Apple Awards, and Board President Melinda Johnson presented the Fall 2001 Golden Apple Awards. Receiving the awards were Donna Bergman, Title I teacher at Central Intermediate; Craig and Mary Keith, volunteers at Coronado Elementary; Valerie Libby, English teacher at Putnam City North High School; Dianna Kilgore, PTSA president at Putnam City West High School; and Sue Wise, secretary at Western Oaks Middle School. Each recipient was presented an engraved Brass Apple and a check for $200.00. Contributions were provided from the Putnam City Public Schools Foundation.

ITEM #4 – PUBLIC PARTICIPATION.

There were no requests to speak from the public.

ITEM #5 – CONSENT AGENDA: ALL OF THE FOLLOWING ITEMS, WHICH CONCERN REPORTS AND ITEMS OF A ROUTINE NATURE NORMALLY APPROVED AT BOARD MEETINGS, WILL BE APPROVED BY ONE VOTE UNLESS ANY BOARD MEMBER DESIRES TO HAVE A SEPARATE VOTE ON ANY OR ALL OF THESE ITEMS. The consent consists of the discussion, consideration, and approval of the following items:

Mrs. Sullivan made a motion to approve the consent agenda as presented. Mrs. LoPresto seconded the motion. Vote: Sullivan, aye; LoPresto, aye; Stewart, aye; Jenison, aye; Johnson, aye.

a. Minutes for Regular Board Meeting November 19, 2001 and Special Board Meeting November 13, 2001.

b. Financial report and bimonthly bills for purchase order numbers 200204955 to 200205206 inclusive for time period from November 14, 2001 to November 26, 2001.

c. School Activity Fund Transfer list including Central Middle School, Hefner Middle School, Mayfield Middle School, and Putnam City West High School.

d. School Activity Fund-raisers including Central Middle School, candy ($2,500.00), garage sale ($350.00), candy bars ($400.00), compatibility/friendship match surveys ($900.00); Mayfield Middle School, candy bars ($480.00), shirts ($100.00); Putnam City Academy, candy ($1,500.00); Putnam City West High School, candy ($300.00), ad sales ($2,500.00)), faculty follies ($1,500.00), candy ($200.00), and lip sync contest ($1,000.00).

e. Overnight travel requests as submitted under separate cover.

f. Retirements and resignations as listed on Attachment A.

ITEM #6 – CONSIDERATION OF AND VOTE ON RECOMMENDATION OF EMPLOYMENT OF NEW PERSONNEL AS LISTED ON ATTACHMENT A.

Mr. Stewart made a motion to approve the recommendation of employment of new personnel as listed on Attachment A to these minutes. Mrs. LoPresto seconded the motion. Vote: Sullivan, aye; LoPresto, aye; Stewart, aye; Jenison, aye; Johnson, aye.

ITEM #7 – CONSIDERATION OF AND VOTE ON MOTION FOR APPROVAL OF THE 2002-2003 PRELIMINARY ESTIMATE OF NEEDS.

The Preliminary Estimate of Needs for 2002-2003 reflects the total estimated needs and the ad valorem tax rate to finance next year’s budget for the General Fund and Building Fund. Pursuant to Title 70, Oklahoma Statutes, Section 5-134, by December 31st of each year, the Board of Education shall prepare "…a preliminary estimate of the amount of money and a tax rate or rates, which it then believes will be required the ensuing fiscal year." The total estimated needs for General Fund is $98,700,000.00, and Building Fund $4,400,000.00.

Mrs. LoPresto made a motion to approve the Preliminary Estimate of Needs for 2002-2003. Mr. Stewart seconded the motion. Vote: Sullivan, aye; LoPresto, aye; Stewart, aye; Jenison, aye; Johnson, aye.

ITEM #8 – CONSIDERATION OF AND VOTE ON MOTION OF RECOMMENDATION OF CALENDAR DATES FOR REGULAR SCHOOL BOARD MEETINGS IN 2002.

Mrs. LoPresto made a motion to approve the calendar dates and times for Regular School Board meetings in 2002. Mrs. Sullivan seconded the motion. Vote: Sullivan, aye; LoPresto, aye; Stewart, aye; Jenison, aye; Johnson, aye. The dates for 2002 are as follows:

ITEM #9 – CONSIDERATION OF AND VOTE ON MOTION FOR APPROVAL OF THE DISTRICT COURSE PLANNING GUIDE.

The Course Planning Guide describes the districtwide course offerings and is designed for use by students, teachers, and parents to plan course selections for the succeeding school year. Mrs. LoPresto made a motion to approve the District Course Planning Guide. Mrs. Jenison seconded the motion. Vote: Sullivan, aye; LoPresto, aye; Stewart, aye; Jenison, aye; Johnson, aye.

ITEM #10 – CONSIDERATION OF AND VOTE ON APPEAL OF A HIGH SCHOOL COURSE FAILURE.

Mrs. Sullivan made a motion to uphold the decisions from the school and the Director of Secondary Education regarding the failing grade of a high school student. Mrs. Jenison seconded the motion. Vote: Sullivan, aye; LoPresto, aye; Stewart, aye; Jenison, aye; Johnson, aye.

ITEM #11 – SUPERINTENDENT’S REPORT.

Of the thirty Cooper Middle School students who auditioned for the C.O.D.A. Middle School Honor Band, 11 were chosen. This number is more than all the other middle schools combined. These students will be representing Cooper Middle School in January on the campus of the University of Oklahoma.
Our district has been chosen to receive an inaugural ArtsPower Award from the Business Circle for Arts Education. This award is given annually for an exemplary school district that is providing better opportunities in arts education for Oklahoma’s school children. We will be honored at an awards ceremony and presented a $3,000.00 voucher to be used in arts education.
Mayfield Middle School 7th grader, Rachel Gallant, has been named to the Junior High All-State Choir. The choir is made up of students in grades seven, eight, and nine from across the state. The students had to audition, and only 160 students from across the state were chosen.
Congratulations to 23 of our high school orchestra students who auditioned and were selected as members of the 2002 Oklahoma Music Educators All-State Orchestra.
Congratulations to the Putnam City North High School coaching staff and football team for an outstanding season. Putnam City was represented at the state championship game by an exemplary group of coaches and young men who played a heck of a game!

ITEM #12 – COMMENTS BY BOARD MEMBERS.

Mrs. Sullivan thanked all schools for sending advance notice of programs and events to board members. She congratulated Coach Bob Wilson and the Putnam City North High School football team.

Mrs. LoPresto congratulated the Putnam City North High School football team stating it was a great game. Mrs. LoPresto talked about the Mayfield Middle School production, Spirit. She invited the community to attend the Theatre Dance Showcase at 7:30 p.m. on Saturday, December 8, at Putnam City West High School.

Mr. Stewart talked about December 4th being a National Day of Prayer and Fasting. He congratulated the Putnam City North High School football team. Mr. Stewart thanked Putnam City High School for inviting him to be part of a forum on the Viet Nam War.

Mrs. Jenison congratulated the Putnam City North High School football team. She wished all a joyous Christmas and a safe and happy holiday.

Mrs. Johnson said she was proud of the Putnam City North High School football team. Mrs. Johnson wished all a Merry Christmas.
